Book excerpt: This dissertation examines how human resources are managed at selected Ethiopian private companies, how Ethiopian human resource management practice is evolving and how it can be improved. The examination is qualitative and exploratory, since no comparative research on human resource management has yet been conducted at Ethiopian profit or non-profit organizations. An understanding of Ethiopian human resource management practice makes it possible to improve Ethiopian human resource management practice, and thus to increase employee productivity. The study took place at four manufacturing and four service companies in Addis Ababa, all representative of their sector. The research claim is that Ethiopian human resource management practices differ from human resource management practices in the West, due to differences in cultural factors, economic systems, political systems, and legal and industrial relations. For this reason, Ethiopia s culture, politics, economy and legal and industrial relations have been analyzed. The main finding of this study is that the importance of human resource management is not uniformly understood at all the case-study companies. Although the multinational companies based in Ethiopia see their human resources as the companies most important asset, as human capital, the local companies generally do not. The fact that respondents claim that Ethiopia has limited experience in industrialization might explain why human resource management in Ethiopia is rudimentary and still has a long way to go. With this dissertation the researcher wants to contribute to improving Ethiopian human resource management practice. Moreover, this dissertation may be used as a framework for similar research in other sectors or for more specific in-depth research. This dissertation may also serve as a knowledge base for company managers, business consultants, academics and government officials of countries with a national culture similar to Ethiopia s (for example Kenya, Tanzania and Zambia), countries undergoing (or which have undergone) a recent transition to a free market economy, and countries facing similar macro-economic developments.

Book excerpt: Sub-Saharan Africa, the poorest region worldwide, has only recently begun to fully address the issues of meeting the water needs of its rapidly growing population, to reduce the deepening poverty besetting the region and to accelerate economic growth. The Nile Basin, characterized by sharp spatial and temporal variations in water resources and including countries with different economies, social and political structures and capacities, illustrates the challenges of developing and managing the waters of the Nile River and its tributaries, lakes and wetlands equitably among its 10 riparian countries. Ethiopia, the major source of the Nile but one of the poorest countries in the Nile Basin, has recently begun to implement plans to harness more Nile water through hydroelectric and irrigation development both for national use and for transboundary development as part of the Nile Basin Initiative. The Ethiopian government and communities, by using different management approaches and resources, are trying to boost water, energy and food production, strengthen conservation efforts and mitigate potential repercussions of water resources development. These initiatives and programs have not been comprehensively examined. In this study, the editors address these and other issues surrounding water resources management in all economic and water sectors in Ethiopia within the setting of the Nile Basin, the first comprehensive treatment of this subject. The wide scope of this book is consistent with the tenets of integrated water resources management, which demand that all water uses be managed in an integrated fashion for optimum and sustainable benefits to all water users, both humans and ecosystems. This book reveals the impacts of various resource management approaches and practices in Ethiopia and the Nile Basin. Specifically, it examines how deforestation and prevailing land use practices have exacerbated soil aridity and flood events, why irrigated agriculture and hydropower development have caused floodplain degradation, livelihood hardships and water-related diseases, where industrial and agricultural development is increasingly polluting water resources, how household water supplies can be obtained through rainwater harvesting and the dependence on hydropower reduced through alternative energy sources and how misguided government policies have impeded efforts to deal with these and other challenges. Results reveal dynamic interrelationships between these processes and identify the human and environmental driving forces, which must be understood in effective integrated water resources management. Another unique contribution of this book is the examination of the role of government and communities in managing water resources in Ethiopia. Results show that the top-down approach used by the socialist Derg government in soil and water conservation and social programs exacerbated water problems and reduced community participation. Moreover, the failure of its economic program reduced agricultural production, increasing dependency on relief food and further impeding community initiatives in soil and water conservation activities. Many elements of central planning persist in spite of the decentralization drive by the current government, but there is evidence that integration of the top-down and bottom-up approaches to water resources management is necessary (and feasible) to strengthen and up-scale programs to the national level. The book identifies a number of customary water and soil management practices and institutions that may strengthen especially community-based rainwater harvesting, small-scale irrigation, reforestation, soil and water conservation and flood control efforts. This is an important book for researchers and students of resources management, rural development, hydrology and African studies.

Legal provisions of the ANRS rural land laws which deal with unlimited land use right, limited land distribution, land right registration and certification, obligations to conserve and protect the land, expropriation for environmental purpose, incentive and the existence of legal remedy will encourage the zone’s rural environmental protection. However this does not mean that such laws are comprehensive rather such laws fails to comprise all possible obligations of land users, lacks clarity and provided in general terms with weak remedies. There is also no cooperation mechanism or forum among stockholders in the areas of rural land administration and environmental protection. Much attention is given to land administration issues than environmental protection. Environmental degradation related to rural land in Ethiopia in general and in ANRS, in particular, is reflected in the form of land degradation, loss, and degradation of water resources, deforestation as well as decline and/or loss of biodiversity. Ethiopia has designed a number of environmental laws. But such laws suffer from various defects which affect their ability to promote environmental protection. So efforts to use laws to protect the rural environment should look beyond just environmental statutes. Therefore seeking a solutions and studying rural land administration laws will be helpful to defy land degradation in rural areas. The rural land and environmental protection institution also lack financial, material and manpower capacities which hold back to carry out its duties. Due to these reasons, the rural land administration and environmental protection institutional setup of the Zone remains inadequate to properly protect the rural environment. In relation to rural land environmental protection, the ANRS rural land laws are practically not enforced in the zone due to the legal gap and unclear less, insufficient and political will to enforce the rural land laws. So the rural land environment of the South Wollo Zone remains in peril so long as there is no effective and enforced rural land law, government commitment, and well-designed, empowered and coordinated institutions.

Book excerpt: This paper provides a quantitative impact assessment of the community-based integrated natural resources management project (CBINReMP) in the Lake Tana region in Ethiopia during 2011-2019. By promoting greater community participation, the CBINReMP provided support to watershed communities for the restoration of degraded soils and water sources, rehabilitation of forests, as well as in obtaining access to secure land titles and practices for climate change adaptation. The project further provided support towards diversification of incomes in off-farm activities and incentives for women’s empowerment and youth employment. This way the project aimed to support rural livelihoods through improvements in household incomes, dietary diversity, agricultural productivity, and resilience to climatic shocks, among other livelihood objectives. To assess the project’s impacts, the study had to deal with numerous methodological complications owing to as the project’s nature and design. The lack of a proper baseline survey, incomplete information about targeted watershed communities and often lack of clear distinction lines between the project’s interventions and support provided to communities through other mechanisms made it hard to identify the true impact of the CBINReMP. Four additional challenges had to be faced: possible selection biases because of non-random placement (targeting) of the project; self-selection of beneficiaries into receiving the project; possible spatial spill-over effects of project benefits to non-treatment communities, and the project’s phased rollout. A propensity-score matching procedure was adopted to assess the CBINReMP’s impacts by comparing treatment (beneficiary) and control groups outcomes related to the livelihood indicators listed above. This paper discusses how the mentioned complications were addressed to provide a sound assessments of the project’s true impacts. While certain limitations remain, the key finding that can be drawn with confidence is that the CBINReMP had only very limited, quantitatively verifiable impact on rural livelihoods. It seems to have contributed to higher household incomes and some greater dietary diversity, but only where the project managed greater community participation. However, even for those beneficiaries, livelihood conditions had not become significantly more productive, diversified, resilient, or sustainable than those of the comparison group. The paper ends with recommendations on how to avoid methodological obstacles through better design of the M&E framework for multi-intervention, community-based projects.

The research answered questions such as “does human capital contribute to economic growth of Ethiopia?” with major objective to analyze the short run and long run effect of human capital on economic growth of Ethiopia over 1971 to 2013 using both ordinary least square (OLS) econometric and descriptive methods of data analysis. The data used for the research is secondary time series data collected by the National Bank of Ethiopia over the years 1971 to 2013. Nominal GDP is used as dependent and proxy variable for Economic growth while independent variables are physical capital, active labor force, terms of trade for measure of openness, government expenditure and human capital in the form of expenditure on health and education. Accordingly, the empirical finding shows that human capital in the form of education and health investment has consistent and significant long run effect on economic growth of Ethiopia at 5% level of significance. Keeping the other variables constant, 1% change (increase/decrease) in expenditure in human capital will change (increase/decrease) nominal output by 0.23%. In contrary short run human capital has consistent but insignificant effect on economic growth of Ethiopia. Because, either it takes time for education investment to pay off or the government’s budget for short run education and health sector development is not sufficient. The adjustment of the short run dynamics or disequilibrium to the long run equilibrium is weak, which is 36%. Thus, education and sectors ought to allocate resources for both quality of and access so that the benefit from human capital development outshines in contribution to economic growth. The sectoral contribution of human capital to Ethiopian economic growth may be future research.

Book excerpt: Purpose With heterogeneous findings dominating the growth and natural resources relations, there is a need to explain the variances in Africa's growth process as induced by robust measures of factor endowments. This study used a comprehensive set of data from the updated database of the World Bank to capture the heterogeneous dimensions of natural resource endowments on growth with a particular focus on establishing complementary evidence on the resource curse hypothesis in energy and environmental economics literature in Africa. These comprehensive data on oil rent, coal rent, and forest rent could provide new and insightful evidence on obscure relations on the subject matter. Design/methodology/approach This paper considers the panel vector error correction (PVECM) procedure to explain changes in economic growth outcomes as induced by oil rent, coal rent and forest rent. The consideration of the (PVECM) was premised on the panel unit root process that returns series that were cointegrated at the first-order differentials. Findings The paper found positive relations between oil rent, coal rent and economic development in Africa. Forest rent, on the other hand, is inversely related to economic growth in Africa. Trade and human capital are positively related to economic growth in Africa, while population growth is negatively associated with economic growth in Africa. Research limitations/implications Short-run policies should be tailored toward the stability of fiscal expenditure such that the objective of fiscal policy, which is to maintain the condition of full employment, economic stability, and stabilise the rate of growth, can be optimised and sustained. By this, the resource curse will be averted, and productive capacity will increase, leading to sustainable growth and development in Africa, where conditions for growth and development remains inadequately met. Originality/value The originality of this paper can be viewed from the strength of its arguments and methods adopted to address the questions raised in this paper. This study further illuminated age-long obscure relations in the literature of natural resource endowment and economic growth by taking a disaggregated approach to the component-by-component analysis of natural resources factors (the oil rent, coal rent and forest rent) and their corresponding influence on economic growth in Africa. This pattern remains underexplored mainly in previous literature on the subject. Many African countries are blessed with an abundance of these different natural resources in varying proportions. The misuse and mismanagement of these resources along various dimensions have been the core of the inclination toward the resource curse hypothesis in Africa. Knowing how growth conditions respond to changes in the depth of forest resources, oil resources and coal resources could be a useful pointer in Africa's overall use and management. This study contributed to the literature on natural resource-induced growth dynamics by offering a generalisable conclusion as to why natural resource-abundance economies are prone to poor economic performance. This study further asks if mineral deposits are a source or reflection of illgrowth and underdevelopment in African countries.
