Book excerpt: This book explores policy, legal, and practice implications regarding the emerging field of disaster justice, using case studies of floods, bushfires, heatwaves, and earthquakes in Australia and Southern and South-east Asia. It reveals geographic locational and social disadvantage and structural inequities that lead to increased risk and vulnerability to disaster, and which impact ability to recover post-disaster. Written by multidisciplinary disaster researchers, the book addresses all stages of the disaster management cycle, demonstrating or recommending just approaches to preparation, response and recovery. It notably reveals how procedural, distributional and interactional aspects of justice enhance resilience, and offers a cutting edge analysis of disaster justice for managers, policy makers, researchers in justice, climate change or emergency management.

Available in PDF, EPUB and Kindle. Book excerpt: From Hurricane Katrina and the south Asian tsunami to human-induced atrocities, terrorist attacks and the looming effects of climate change, the world is assailed by both natural and unnatural hazards and disasters. These expose not only human vulnerability - particularly that of the poorest, who are least able to respond and adapt - but also the profound worldwide environmental injustices that result from the geographical distribution of risks, hazards and disasters. This collection of essays, from one of the most renowned and experienced experts, provides a timely assessment of these critical themes. Presenting the top selections from Susan L. Cutter's thirty years of scholarship on hazards, vulnerability and environmental justice, the volume tackles issues such as nuclear and toxic hazards, risk assessment, communication and planning, and societal responses. Cutter maps out the terrain and draws out the salient themes with a fresh, powerful introduction written in the wake of her work in the aftermath of Katrina. This essential collection is ideal for professionals, researchers, academics and students working on hazards, risk, disasters and environmental justice across a range of disciplines.

Book excerpt: Disasters and their management are today central to public and political agendas. Rather than being understood as exclusively acts of God and Nature, natural disasters are increasingly analysed as social vulnerability exposed by natural hazards. A disaster following an earthquake is no longer seen as caused exclusively by tremors, but by poor building standards, ineffective response systems, or miscommunications. This book argues that the shift in how a disaster is spoken of and managed affects fundamental notions of duty, responsibility and justice. The book considers the role of law in disasters and in particular the regulation of disaster response and the allocation of responsibility in the aftermath of disasters. It argues that traditionally law has approached emergencies, including natural disasters, from a dichotomy of normalcy and emergency. In the state of emergency, norms were replaced by exceptions; democracy by dictatorship; and rights by necessity. However, as the disaster becomes socialized the idea of a clear distinction between normalcy and emergency crumbles. Looking at international and domestic legislation from a range of jurisdictions the book shows how natural disasters are increasingly normalized and increasingly objects of legal regulation and interpretation. The book will be of great use and interest to scholars and researchers of legal theory, and natural hazards and disasters.

Book excerpt: The term 'natural disaster' is often used to refer to natural events such as earthquakes, hurricanes or floods. However, the phrase 'natural disaster' suggests an uncritical acceptance of a deeply engrained ideological and cultural myth. At Risk questions this myth and argues that extreme natural events are not disasters until a vulnerable group of people is exposed. The updated new edition confronts a further ten years of ever more expensive and deadly disasters and discusses disaster not as an aberration, but as a signal failure of mainstream 'development'. Two analytical models are provided as tools for understanding vulnerability. One links remote and distant 'root causes' to 'unsafe conditions' in a 'progression of vulnerability'. The other uses the concepts of 'access' and 'livelihood' to understand why some households are more vulnerable than others. Examining key natural events and incorporating strategies to create a safer world, this revised edition is an important resource for those involved in the fields of environment and development studies.

Available in PDF, EPUB and Kindle. Book excerpt: An earthquake shatters Haiti and a hurricane slices through Texas. We hear that nature runs rampant, seeking to destroy us through these 'natural disasters'. Science recounts a different story, however: disasters are not the consequence of natural causes; they are the consequence of human choices and decisions. we put ourselves in harm's way; we fail to take measures which we know would prevent disasters, no matter what the environment does. This can be both hard to accept, and hard to unravel. A complex of factors shape disasters. They arise from the political processes dictating where and what we build, and from social circumstances which create and perpetuate poverty and discrimination. They develop from the social preference to blame nature for the damage wrought, when in fact events such as earthquakes and storms are entirely commonplace environmental processes We feel the need to fight natural forces, to reclaim what we assume is ours, and to protect ourselves from what we perceive to be wrath from outside our communities. This attitude distracts us from the real causes of disasters: humanity's decisions, as societies and as individuals. It stops us accepting the real solutions to disasters: making better decisions. This book explores stories of some of our worst disasters to show how we can and should act to stop people dying when nature unleashes its energies. The disaster is not the tornado, the volcanic eruption, or climate change, but the deaths and injuries, the loss of irreplaceable property, and the lack and even denial of support to affected people, so that a short-term interruption becomes a long-term recovery nightmare. But we can combat this, as Kelman shows, describing inspiring examples of effective human action that limits damage, such as managing flooding in Toronto and villages in Bangladesh, or wildfire in Colorado. Throughout, his message is clear: there is no such thing as a natural disaster. The disaster lies in our inability to deal with the environment and with ourselves.

Available in PDF, EPUB and Kindle. Book excerpt: Storms, floods, fires, tsunamis, earthquakes, tornadoes, and other disasters seem not only more frequent but also closer to home. As the world faces this onslaught, we have placed our faith in “sustainable development,” which promises that we can survive and even thrive in the face of climate change and other risks. Yet while claiming to “go green,” we have instead created new risks, continued to degrade nature, and failed to halt global warming. Unnatural Disasters offers a new perspective on our most pressing environmental and social challenges, revealing the gaps between abstract concepts like sustainability, resilience, and innovation and the real-world experiences of people living at risk. Gonzalo Lizarralde explains how the causes of disasters are not natural but all too human: inequality, segregation, marginalization, colonialism, neoliberalism, racism, and unrestrained capitalism. He tells the stories of Latin American migrants, Haitian earthquake survivors, Canadian climate activists, African slum dwellers, and other people resisting social and environmental injustices around the world. Lizarralde shows that most reconstruction and risk-reduction efforts exacerbate social inequalities. Some responses do produce meaningful changes, but they are rarely the ones powerful leaders have in mind. This book reveals how disasters have become both the causes and consequences of today’s most urgent challenges and proposes achievable solutions to save a planet at risk, emphasizing the power citizens hold to change the current state of affairs.

It brings together leading minds in engineering, science, philosophy, law, and the social sciences. Parts I and II of this volume explore risk assessment, first by providing an overview of the interdisciplinary interactions involved in the assessment of natural hazards, and then by exploring the particular impacts of climate change on natural hazard assessment. Part III discusses the theoretical frameworks for the evaluation of natural hazards. Finally, Parts IV and V address the risk management of natural hazards, providing first an overview of the interdisciplinary interactions underlying natural hazard management, and then exploring decision frameworks that can help decision makers integrate and respond to the complex relationships among natural events, the built environment, and human behavior.
