Published as a contribution from this Region to the World Conference on Natural Disaster Reduction in 1994, the book traces the transition from an era of improvised response and poorly coordinated international assistance to the more aggressive stance on disaster preparedness and prevention taken in many countries today.--Publisher's description.

Available in PDF, EPUB and Kindle. Book excerpt: This book critically examines the global diffusion and local reception of resilience through the implementation of Disaster Risk Reduction (DRR) programmes in Pacific and Caribbean island states. Global efforts to strengthen local disaster resilience capacities have become a staple of international development activity in recent decades, yet the successful implementation of DRR projects designed to strengthen local resilience remains elusive. While there are pockets of success, a gap remains between global expectations and local realities. Through a critical realist study of global and local worldviews of resilience in the Pacific and Caribbean islands, this book argues that the global advocacy of DRR remains inadequate because of a failure to prioritise a person-orientated ethics in its conceptualization of disaster resilience. This regional comparison provides a valuable lens to understand the underlying social structures that makes resilience possible and the extent to which local governments, communities and persons interpret and modify their behaviour on risk when faced with the global message on resilience. This book will be of much interest to students of resilience, risk management, development studies, and area studies.

This book was released on 2003 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Caribbean region suffers from a high degree of economic volatility. A history of repeated external and domestic shocks has made economic insecurity a major concern across the region. Of particular concern to all households, especially the poorest segments of the population, is the exposure to shocks that are generated by catastrophic events or natural disasters. The author develops a conceptual framework for risk management and shows that the insurance market for catastrophic risk in the Caribbean region remains a "thin" market characterized by "high" prices and "low" transfer of risk. He analyzes the possible market failures which could explain the lack of development of the catastrophe insurance market. Finally he outlines a set of recommendations for public sector interventions.

Book excerpt: This book provides a diagnosis of the central economic and financial challenges facing Caribbean policymakers and offers broad policy recommendations for promoting a sustained and inclusive increase in economic well-being. The analysis highlights the need for Caribbean economies to make a concerted effort to break the feedback loops between weak macroeconomic fundamentals, notably pertaining to fiscal positions and financial sector strains, and structural impediments, such as high electricity costs, limited financial deepening, violent crime, and brain drain, which have depressed private investment and growth. A recurring theme in the book is the need for greater regional coordination in finding solutions to address the Caribbean’s shared and intertwined macroeconomic and structural challenges. The analysis suggests that strengthening regional and global market integration of Caribbean economies would provide an impetus to sustained growth in incomes and jobs. Greater regional and global economic integration would also facilitate structural transformation and a shift toward new economic activities, resulting in more diversified and less vulnerable economies. A central challenge for the Caribbean is thus to come together as a region, overcome the limitations posed by size, and garner the benefits of globalization. Efforts should build on existing regional arrangements; accelerating progress in implementing these agreements would stimulate trade. Policymakers could also promote deeper integration with Latin America and the rest of the world by pursuing new trade agreements, leveraging current agreements more effectively, or deepening them to include areas beyond traditional trade issues, and developing port and transport infrastructure.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the dilemma of overdependence on tourism in Caribbean countries and territories, and the need for a resilient path to address the industry’s vulnerability in the face of natural disasters. The chapters in the book question how tourism resilience is understood and practiced in Caribbean small island developing states (SIDS) and the factors that inform, undermine, or indeed redefine the sustainable resilience agenda for these territories. With its overreliance on tourism and vulnerability to climate, the Caribbean region finds itself susceptible and in need of an innovative approach in order to survive economically. Contributors to this volume touch on all three sustainability pillars and spanning across many tourism sector considerations, such as product development, stakeholder management, hotel management, marketing and entrepreneurship. By spanning the geography of the Anglophone and Spanish Caribbean this book offers a smorgasbord of conceptual and applied perspectives to researchers in the area of tourism resilience in SIDS. It also presents strategic considerations to public and private sector practitioners in implementing measures to strengthen the competitive positioning of their destinations as they contend with the dynamism of the external and internal environments.

Available in PDF, EPUB and Kindle. Book excerpt: Natural Disasters in Latin America and the Caribbean: Coping with Calamity explores the relationship between natural disasters and civil society, immigration and diaspora communities and the long-term impact on emotional health. Natural disasters shape history and society and, in turn, their long-range impact is determined by history and society. This is especially true in Latin America and the Caribbean, where climate change is increasing the frequency and intensity of these extreme events. Ranging from pre-Columbian flooding in the Andes to the devastation of Hurricane Maria in Puerto Rico, this book focuses on long-range recovery and recuperation, rather than short-term disaster relief. Written in the time of the coronavirus pandemic, the author shows how lessons learned about civil society, governance, climate change, inequality and trauma from natural disasters have their echoes in the challenges of today’s uncertain world. This book is well-suited to the classroom and will be an asset to students of Latin American history, environmental history and historical memory.

Available in PDF, EPUB and Kindle. Book excerpt: Adaptive social protection (ASP) helps to build the resilience of poor and vulnerable households to the impacts of large, covariate shocks, such as natural disasters, economic crises, pandemics, conflict, and forced displacement. Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.
