Book excerpt: At the EU's Helsinki summit in 1999, European leaders took a decisive step toward the development of a new Common European Security and Defense Policy (ESDP) aimed at giving the EU a stronger role in international affairs backed by a credible military force. This report analyzes the processes leading to the ESDP by examining why and how this new European consensus came about. It touches upon the controversies and challenges that still lie ahead. What are the national interests and driving forces behind it, and what steps need to be taken to realize Europe's ambitions to achieve a workable European crisis mgmt. capability?

Available in PDF, EPUB and Kindle. Book excerpt: This book delivers a clear and balanced interpretive history of transatlantic security relations from the late-1940s to the present day. The author writes in the authoritative and highly readable style that has made his work required reading for policy makers as well as academic experts on and students of International Relations on both sides of the Atlantic. The lively text is also highly accessible for the citizen who wants to develop an understanding of how the United States and Europe came to their current, complex security relationship. The analysis suggests that the democratic principles and shared interests on which NATO and the European Union are based serve as the foundation for 'the West', a term that originated in the Cold War conflict between western democracies and the Soviet Union, but which continues to have meaning today in light of new challenges to Western security.

Available in PDF, EPUB and Kindle. Book excerpt: The emergence of the European Security and Defense Policy (ESDP) in the last two-thirds of the 1990s and continuing into the new century, has been a complex process intertwining politics, economics, national cultures, and numerous institutions. This book provides an essential background for understanding how security issues as between NATO and the European Union are being posed for the early part of the 21st century, including the new circumstances following the terrorist attacks in New York and Washington on September 11, 2001. This study should be of interest to those interested in the evolution of U.S.-European relations, especially in, but not limited to, the security field; the development of institutional relationships; and key choices that lie ahead in regard to these critical arrangements.

Available in PDF, EPUB and Kindle. Book excerpt: Do the EU and NATO threaten Russian security? The book explores the rise of these exclusive ‘inter-democratic’ security institutions after the collapse of the Soviet Union, and the ensuing effects on relations with Russia. Two competing theories are tested to explore whether these institutions aggravate or mitigate the security dilemma with Russia. These institutions can be theorised to promote security as a positive-sum game through European integration and democracy promotion, or pursue collective hegemony with ideologically uncompromising bloc-politics. Glenn Diesen argues that a European security architecture that demotes the largest state on the continent to an object of security inevitably results in ‘European integration’ becoming a zero-sum geopolitical project that has set the West on a collision course with Russia.

Available in PDF, EPUB and Kindle. Book excerpt: In 1990, the future of Europe's international politics hinged on two questions. How would unification affect the conduct of German foreign policy? Would those institutions that had given security and prosperity to Western Europe during the Cold War now do the same for the entire continent, and if so, how. The intersection of these questions is the topic of this book, which explores, quite plainly, what made Germany's policies towards its immediate Eastern neighbours tick.

Available in PDF, EPUB and Kindle. Book excerpt: The Limits of Alliance surveys the security policies of the states in North and Central Europe in the context of a declining North Atlantic Treaty Organization and the emerging European Security and Defense Policy. It analyzes U.S. policy toward the region and examines the continued viability of alignments inherited from the Cold War era. It concludes that although NATO will continue to exist in the coming decade, the hollowing-out of the alliance will be accompanied by a shift in transatlantic security relations toward bilateralism determined by regional security considerations.

Available in PDF, EPUB and Kindle. Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.
