Book excerpt: Urban population growth dramatically alters material and energy fluxes in the affected areas, with concomitant changes in landscape, altered fluxes of water, sediment, chemicals and pathogens and increased releases of waste heat. These changes then impact on urban ecosystems, including water resources and result in their degradation. Such circumstances make the provision of water services to urban populations even more challenging. Changing weather patterns, rising temperature and large variations in precipitation contr- ute to increased damages, caused by weather related disasters, including floods. Ones of the major contributors to increasing flood peaks are land use changes and particularl- urban development. Consequently, there is a need to look for low environmental impact land development and to manage runoff in urban areas by storm water management. Much progress in the management of urban waters has been achieved in the most - vanced jurisdictions, but much more remains to be done. In this respect the EC Water Framework Directive can provide some guidance. Urban water management issues are particularly important in the countries in transition in Central and Eastern Europe. During the last decade political, economical and social changes in the countries under transition have influenced almost every element of the public sector, including water services. There is an urgent need for exchange of information among various countries on this issue and for identification of best approaches to achieving this transition.

Catastrophic flooding from recent hurricanes, including Superstorm Sandy in New York (2012) and Hurricane Harvey in Houston (2017), caused billions of dollars in property damage, adversely affected millions of people, and damaged the economic well-being of major metropolitan areas. Flooding takes a heavy toll even in years without a named storm or event. Major freshwater flood events from 2004 to 2014 cost an average of $9 billion in direct damage and 71 lives annually. These figures do not include the cumulative costs of frequent, small floods, which can be similar to those of infrequent extreme floods. Framing the Challenge of Urban Flooding in the United States contributes to existing knowledge by examining real-world examples in specific metropolitan areas. This report identifies commonalities and variances among the case study metropolitan areas in terms of causes, adverse impacts, unexpected problems in recovery, or effective mitigation strategies, as well as key themes of urban flooding. It also relates, as appropriate, causes and actions of urban flooding to existing federal resources or policies.

Book excerpt: The prospect of the adverse effects that global climate change will have on human societies, opened up a discourse about the way adaptation should be managed. In order to finance adaptation measures in the most severe affected countries, the parties of the Kyoto Protocol established the Adaptation Fund in 2007. In view of the limited resources that are available for adaptation, scales for the prioritization of countries that are based on their suspected vulnerability, have been developed in literature. But so far, indicators of vulnerability reflect only the general indicators of human development, and therefore, fail to capture the complex structures of vulnerability. In order to capture the mentioned complexity in a more satisfactory way, this book highlights the theory of collective learning. The collective learning approach assumes that vulnerability can be significantly decreased when governance systems adapt to external changes through collective learning processes. This study connects to this notion, and therefore, it assesses the influence of collective learning processes on the vulnerability of the Bangladeshi and Pakistani society towards flood hazards. This determinant of vulnerability is used to capture the matter's complexity.
