Over the past five decades, post-colonial African countries have struggled to break loose from the trap of poverty and underdevelopment through the adoption of various development strategies at regional, national, and continental levels. However, the results of both national and regional efforts at advancing development on the continent have been mixed. Although the importance of agglomeration and fusion of institutions have long been recognized as possible path to achieving economic development in Africa, the approach to regionalism has been unduly focused on market integration, while neglecting other dimensions such as social policy, mobility of labor, educational policy, biotechnology, regional legislation, manufacturing, innovation, and science and technology. This volume investigates the link between innovation, regional integration, and development in Africa, arguing that the immediate and long term development of Africa lies not just in the structural transformation of its economies but in the advancement of scientific and innovation capacities. The book is divided into four parts. Part I addresses the theoretical and conceptual underpinnings of innovation and regional integration in Africa. Part II presents case studies which examine how regional economic institutions are fostering innovation in Africa. Part III of the book deals with sectoral issues on innovation and integrated development in Africa. Part IV sets the future research on innovation, regional integration, and development in Africa. Book excerpt: Deepening and enlarging regional integration blocs is high on the political agenda, as can be seen most notably in the last decade of the European in tegration process. The effects of this process have been studied extensively. But, until recently, these studies have been limited to the theoretical anal ysis of static effects of regional integration. The revival of growth theory has, however, in principle provided a set of models and tools which allow to investigate the dynamic effects of regional integration. At the same time, the "new regional economics" (or economic geography) literature allowing to focus on the special features of regional integration and integration blocs has emerged. The aim of this study is to merge endogenous growth approaches with "new regional economics" models in order to investigate various aspects of the long-run effects of regional integration in a dynamic general equilibrium framework. It is needless to say that such an analysis can cover only selected issues and leaves others aside. It is the purpose of the present study, how ever, to look at both types of regional integration: the dynamic effects of a deepening of the integration process as well as of an enlargement of the integration bloc. This is done on the basis of an investigation of empirical regularities of regional developments in an integration bloc (mainly in the European Union).

The majority of the African countries are members of overlapping and, sometimes, contradictory RECs. For instance, in East Africa, while Kenya and Uganda are both members of EAC and COMESA, Tanzania, which is also a member of the EAC, left COMESA in 2001 to join SADC. In West Africa, while all former French colonies belong to ECOWAS, they simultaneously keep membership of UEMOA, an organization which is not recognized by the African Union (AU). Such multiple and confusing memberships create unnecessary duplication and dims the light on what ought to be priority. Various chapters in this book have therefore sought to identify and proffer solutions to related challenges confronting the workings of the RECs in different sub-regions of the African continent. The discourses range from security to the stock exchange, identity integration, development framework, labour movement and cross-border relations. The pattern adopted in the book involves devolution of related discussions from the general to the specific; that is, from the continental level to sub-regional case studies.

Several studies suggest that for certain products and countries, the value of informal trade may meet or even exceed the value of formal trade. This paper provides a review of existing efforts to measure informal trade. We list 18 initiatives aimed at measuring ICBT in Africa. The paper also summarizes discussions conducted with many stakeholders in Africa between December 2016 and May 2018 regarding the measurement, the determinants, and the implications of ICBT. The methodologies used to measure ICBT in Africa differ widely, but they do confirm that informal trade in Africa is both sizeable and volatile. Both evidence on the determinants of ICBT and discussions with stakeholders suggest that policies should aim to reduce the existing costs associated with formal trade and provide positive incentives for traders and producers to move into the formal economy in order to avoid the loss of economic potential stemming from informal trade.
