In the wake of the INF Treaty, the superpower summit at Reykjavik, and the proposals of Mikhail Gorbachev, NATO is reevaluating nearly every aspect of its defense posture. This book is designed to contribute to that reevaluation by analyzing what deterrent value BNW have, and whether they offer the military capability necessary to offset the potential damage to Alliance cohesion. To help sort out answers to these questions, CSIA held a conference on BNW, organized by fellows Stephen Biddle and Peter Feaver. This paper, in presenting the results of that conference, has three purposes: to introduce the issues raised by BNW in the post-INF era, to present a survey of the specialist debate, and to analyze the disagreements underlying the debate. This 'surreal' mission was unlike any other in history, and raised a number of conceptual and practical difficulties. This comprehensive study observes how the British Army imagined nuclear war, and how it planned to fight it. Using new archival sources, Simon J. Moody analyses British thinking about tactical nuclear weapons, the role of the Army within NATO strategy, the development of theories of tactical nuclear warfare, how nuclear war was taught at the Staff College, the role of operational research, and the evolution of the Army's nuclear war-fighting doctrine. He argues that the British Army possessed the intellectual capacity for organisational adaptation, but that it displayed a cognitive dissonance about some of the more uncomfortable realities of nuclear war.

Nina Tannenwald disputes the conventional answer of 'deterrence' in favour of what she calls a nuclear taboo - a widespread inhibition on using nuclear weapons - which has arisen in global politics. Drawing on newly released archival sources, Tannenwald traces the rise of the nuclear taboo, the forces that produced it, and its influence, particularly on US leaders. She analyzes four critical instances where US leaders considered using nuclear weapons (Japan 1945, the Korean War, the Vietnam War, and the Gulf War 1991) and examines how the nuclear taboo has repeatedly dissuaded US and other world leaders from resorting to these 'ultimate weapons'. Through a systematic analysis, Tannenwald challenges conventional conceptions of deterrence and offers a compelling argument on the moral bases of nuclear restraint as well as an important insight into how nuclear war can be avoided in the future.

Book excerpt: Nearly 40 years after the concept of finite deterrence was popularized by the Johnson administration, nuclear Mutual Assured Destruction (MAD) thinking appears to be in decline. The United States has rejected the notion that threatening population centers with nuclear attacks is a legitimate way to assure deterrence. Most recently, it withdrew from the Anti-Ballistic Missile Treaty, an agreement based on MAD. American opposition to MAD also is reflected in the Bush administration's desire to develop smaller, more accurate nuclear weapons that would reduce the number of innocent civilians killed in a nuclear strike. Still, MAD is influential in a number of ways. First, other countries, like China, have not abandoned the idea that holding their adversaries' cities at risk is necessary to assure their own strategic security. Nor have U.S. and allied security officials and experts fully abandoned the idea. At a minimum, acquiring nuclear weapons is still viewed as being sensible to face off a hostile neighbor that might strike one's own cities. Thus, our diplomats have been warning China that Japan would be under tremendous pressure to go nuclear if North Korea persisted in acquiring a few crude weapons of its own. Similarly, Israeli officials have long argued, without criticism, that they would not be second in acquiring nuclear weapons in the Middle East. Indeed, given that Israelis surrounded by enemies that would not hesitate to destroy its population if they could, Washington finds Israel's retention of a significant nuclear capability totally "understandable."

"Defense's Nuclear Agency, 1947-1997" traces the development of the Armed Forces Special Weapons Project (AFSWP), and its descendant government organizations, from its original founding in 1947 to 1997. After the disestablishment of the Manhattan Engineering District (MED) in 1947, AFSWP was formed to provide military training in nuclear weapons' operations. Over the years, its sequential descendant organizations have been the Defense Atomic Support Agency (DASA) from 1959 to 1971, the Defense Nuclear Agency (DNA) from 1971 to 1996, and the Defense Special Weapons Agency (DSWA) from 1996 to 1998. In 1998, DSWA, the On-Site Inspection Agency, the Defense Technology Security Administration, and selected elements of the Office of Secretary of Defense were combined to form the Defense Threat Reduction Agency (DTRA).
