As a result other instruments of national power may be exhausted before serious attention is given to the unique capabilities of the Armed Forces, and then only with a deep sense of having failed in employing other means. The interagency process, especially when military planners are involved throughout, can represent a significant force multiplier, but it suffers from deficiencies in methods, actors, and structure. Military officers, accustomed to a settled and demanding system of staff work, may be frustrated by governmental mechanisms which are known for elasticity and ambivalence. But the military should remain engaged in the interagency process both to make it more effective and to ensure that the military voice is heard at the table. Officers can educate the interagency community about military capabilities and, more importantly, about the limitations of force.

Book excerpt: The United States projects its immense national power primarily via diplomatic, informational, military, and economic means -- the tools used to implement strategic policy. The national interagency process is the vehicle by which these four tools are coordinated to meet the President's National Security Strategy. When this interagency process fails, and governmental organizations fail to harmonize national power, unity of effort is lost, and an incongruent, one-dimensional strategy results. At the national level, the hub of this interagency process is the National Security Council (NSC). A properly organized and directed NSC is essential to an effective interagency solution to national security. This paper examines the interagency process at the national level. For background, it will examine the origin and evolution of the NSC, focusing on the Clinton and Bush administrations and the current problems in Iraq. Following a review of today's NSC landscape and its challenges, the paper will examine several proposed solutions. Policy makers, pundits, independent organizations, and Congress have commented on and proposed solutions to the issue; new legislation, better executive direction, and specific agency policies are among the solutions they have put forth. In the end, it will be clear that change is necessary, and a viable way ahead that focuses on the strategic planning process is presented.

Book excerpt: Current efforts to focus and integrate America's national powers are entwine with parochialism and a lack of coordinating, enforceable directives. The National Security Counsel (NSC) should modify its efforts to take full advantage of all sources of power to ensure national security by first establishing the NSC/Deputies Committee as the element mandated to manage the interagency process. The National Interagency Coordination Group, NIACG, should use the six-phased campaign plan as the tool to coordinate and synchronize all capabilities. It should do this by establishing Joint Interagency Coordination Groups (JIACGs) to manage the interagency process at the regional level. The NIACG also must ensure that interagency doctrine is developed to achieve unity of effort by establishing common thought, purpose, and understanding to guide actions to meet national security objectives. The JIACGs should be manned by all sources of powers, but predominantly by DoS and DoD. DoD's and DoS's culture needs to change and embrace all sources of power. DoD needs to step aside and allow other sources of power to fully contribute towards the national security effort. Additionally, all other sources of power need to stand up and accept their responsibility. Also, an interagency college needs to be established so that mid- and senior- level interagency leaders are schooled in theory and doctrine and the planning process necessary to synchronize the nation's powers. Finally, Congress needs to empower all sources of power by making funds available for emergency or contingency requirements. The implementation of these recommendations would synchronize and nest national powers in an attempt to shape aggressors towards America's will, and save lives and money by preventing war. If war becomes necessary it would quickly be resolved by a concerted effort to stabilize the situ.

The actors in today's world range from drug lords and insurgencies in the South American continent, failing states in the African continent, non-state actors and terrorist in the Asian continent, and nuclear posturing from nation states vying for a greater role in world stage. These conditions along with those brought on by forces of nature reflect the range of security concerns our nation's leadership is faced with today. The new security landscape requires a coordinated response from all elements of the United States (U.S.) instruments of national power. The interagency process required for such coordination does not exist. In turn, the U.S. Department of Defense (DOD), as the most prepared of the interagency members, has found itself taking a larger role in operations of development and security assistance. This research paper describes reasons why DOD has been the primary agency in the United States Government (USG) response in complex, in particular nation building, civil military campaigns. This research will show reasons why post conflict operations within the military realm of responsibility tend to creep outside this boundary including nation building. Initiatives and directives issued to correct deficiencies throughout the 1990s to the present will be discussed. A short comparative analysis of two military operations will highlight the need for an interagency planning, coordinating, and training mechanism. Finally, this report will show what the USG can do to start building a planning and coordination framework capable of providing an interagency response at the national level.

Book excerpt: To achieve national strategy, all elements of national power must be used in concert with one another. Our Nation accomplishes this through the Interagency Process (IAP), which is rife with problems that inhibit effective coordination and execution of the national strategy. The problems within the IAP bear much similarity to those experienced by the U.S. military prior to the Department of Defense Reorganization Act of 1987 (Goldwater-Nichols Act). Goldwater-Nichols enforced the "jointness" that the individual services were reluctant to support and profoundly enhanced the warfighting capability of the Armed Forces. The apparent success of Goldwater-Nichols is worthy of study in solving the interagency problems. The major problems inherent in the IAP are analogous to those present in the military prior to the Goldwater-Nichols Act, and should be addressed in the same way -- through legislation. Legislation should include measures to create a common interagency culture, doctrine, regional focus, and directive authority at both the national and regional levels. These measures must be broad and far-reaching to ensure that the United States uses all its elements of national power in pursuit of national strategy.

In order to establish a deliberate, effective, and efficient interagency process, the NSC must be empowered with lasting authority to develop adept interagency coordinators and orchestrate interagency doctrine. Implementing "universal" doctrine, the NSC must lead Executive Branch agencies/departments in developing personnel capable of representing their organizations in planning and executing joint-interagency operations. The central question therefore is: Can Dutch interagency coordination in international affairs be conducted more effectively? An analysis of American and Dutch interagency efforts demonstrates the similarity between the reasons for the U.S. government to create mechanisms for interagency coordination and the shortfalls in the Dutch governmental system. This analysis also provides the basis for further research on the usability in the Netherlands of four U.S. concepts for interagency coordination: (1) the NSC as the interagency process 'watchdog', (2) the need to identify one strategic goal, (3) the political military planning process, and (4) the management tools related to the political-military planning process. The outcome is that the Dutch government could apply these concepts. However, in the U.S. experience, interagency coordination has not always been conducted successfully. Therefore, the U.S. lessons learned have to be taken into account in case the Dutch government considers implementation of these concepts.

Over the past century and through many conflicts, the role of the U.S. military has changed from being a self-defense force to being a global force focused on a commitment to world peace and democracy. The evolution of the Services into a joint, unified fighting machine is a fascinating study of overcoming personalities, almost fanatical parochialism, and much debate on what is best for the nation. The evolution of democratic principals and a global military presence makes it essential that the leaders of organizations involved in political and military intercourse fully recognize and understand the role of all departments and agencies of the U.S. Government as well as nongovernmental organizations (NGOs) and multinational organizations. The IAP applied during military contingency operations has been a topic of discussion and debate since its inception. Many studies have discussed the shortfalls of the IAP, and each administration has struggled to recognize and make use of lessons from previous conflicts.
