Book excerpt: As part of the health policy of a country, national medicine policy should be an essential section which aimed at rational use of pharmaceuticals. World Health Organization supports country to develop, implement and monitor the effectiveness of national medicines policy’s guidelines, strategies and plans. A good and effective national medicine policy will ensure the availability, affordability, accessibility and rational usability of essential medicine, and traditional, complementary and alternative medicine. National medicine policy will make sure that medicines in the country are not only safe, effective and of good quality, but they must also be cost effective. When this book was written, Malaysia still has not had any comprehensive document on the national medicine policy. A study was conducted to evaluate the status of the pharmaceutical sector in relation to the national medicine policy components. This book provides information about the status of medicine policy in the country and to what extent the medicine policy makers recognize and are aware of the existence of medicine policy in the country. How can we expect for effective and reliable policies, if policy makers do not know or are not sure about the national medicine policy and the various medicine policies available in the country! The book is designed for academicians, practitioners, students, as well as policy makers in the health care institutions. The authors hope that these group of readers will appreciate the significant contribution of effective and reliable medicine policy for a country, especially for the developing nations.

Available in PDF, EPUB and Kindle. Book excerpt: Medicines are considered essential public health commodities; perhaps the reason to control medicine prices in majority of the countries. However, Malaysia chooses not to do so and for years Malaysia health authorities and pharmaceutical companies have argued that the medicine prices are reasonable in the country and in many cases the lowest in the region. Nevertheless, for decades, no empirical evidence was available to support these claims. The present book fills this gap and offers an interesting and powerful analysis of the tale of tantalizingly high medicine prices, players in the pharmaceutical market, profit margins of pharmaceutical companies as well as the mark-ups of pharmacists and doctors. The book narrates the result of Malaysia’s free market policies on medicines-all faces are exposed and all tactics are uncovered.

Book excerpt: The separation of dispensing from doctor or what is simply called dispensing separation is a holty debated health policy proposition in Malaysia but rarely discussed. Each time the issue resurfaced, emotional opposition took place and extinguish the discussion of an important policy change that is long overdue in Malaysia. Consequently, both policy markers and the public are deprived of rational arguments for the policy. This book reported an economic evaluation study that has evaluated the benefit of dispensing separation policy from a Malaysian societal perspective using a cost-benefit analysis (CBA) framework. In the absence of empirical data or controlled trial on the policy, the study has also applied a decision modeling approach that make use of empirical data from published studies. This is the first time suach an approach was used in addressing this issue and we feel that this would have appeal not only to Malaysian policy, but also to other countries that are also contemplating such change.

Book excerpt: The monograph ‘Sustaining APEX: Universiti Sains Malaysia’s Mission to Transform Higher Education’ seeks to expand on and elaborate themes found in the previous two monographs in our Intellectual Discourse Series. In this monograph, we also take a deeper look at the problems of values and national development as well as issues of legitimacy and the efficacy of change and transformation in conditions of complex globalization. This monograph seeks to engage the difficult issues around science and technology and values, the social legitimacy of reform, and addresses the issues of newness, reputation, ranking and the problems of leadership. In doing this, we hope to tease out more of the implications of USM’s reform agenda and locate discussions of it within a broader discourse of globalization and its vicissitudes. The essential argument made in this monograph is that USM’s transformation agenda is a direct challenge to contemporary neo-liberal project for higher education. USM’s agenda entails a fuller idea and engagement with the educational and ethical mission of the university. Ecological sustainability, scientific and technological advancement as well as the sustainability of Malaysian culture, values, and sense of social justice is central to the mission of USM. Seeking to advance these in the current conditions of globalization and ensuring continued legitimacy for this project within such an environment is the challenge ahead. Book excerpt: The relationship between doctors and the pharmaceutical industry has received significant attention from both the policy makers and consumers groups over the last few years. lt had been reported in many international literatures that physicians meet with pharmaceutical representatives several times in a month and accept many gifts, cash payments, drug samples, meals, as well as travelling expenses to attend educational and recreational events. Within this context, a study was carried out to identify and to document various promotional techniques used by pharmaceutical industry directed towards general practitioners practicing in Malaysia. This study was a cross-sectional study, involving registered GPs practicing in Malaysia.

This emerging urban crisis challenges environment-based and economic-based approaches to sustainability, and highlights the complex and critical role that culture plays in ensuring that cities are viable for future generations. This publication assesses the use of cultural indicators as a tool for policymakers, drawing on case studies of Patan (Nepal), Penang (Malaysia), Cheongju (South Korea), and Kanazawa (Japan), and offers fresh insights into the role of culture in fostering community development, environmental awareness and balanced economic growth.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides an overview on the major findings of a questionnaire survey of academic profession in international perspective. More than 25,000 professors and junior staff at universities and other institutions of higher education at almost 20 countries from all over the world provide information on their working situation, their views and activities. The study “The Changing Academic Profession” is the second major study of its kind, and changes of views and activities are presented through a comparison of the findings with those of the earlier study undertaken in the early 1990s. Major themes are the academics’ perception of their societal and institutional environments, the views on the major tasks of teaching, research and services, their professional preferences and actual activities, their career, their perceived influence and their overall job satisfaction. Emphasis is placed on the influence of recent changes in higher education: the internationalisation and globalisation, the increasing expectation to provide evidence of the relevance of academic work, and finally the growing power of management at higher education institutions. Overall, the academics surveyed show that worldwide discourses and trends in higher education put their mark on the academic profession, but differences by country continue to be noteworthy. Academics consider themselves to be more strongly exposed to mechanism of regulations, incentives and sanctions as well as various assessments than in the past; yet their own freedom, and responsibilities and influence shape their identity more strongly and are reflected in widespread professional satisfaction.
