Book Synopsis Designing Public Procurement Policy in Developing Countries by : Murat A. Yülek
Download or read book Designing Public Procurement Policy in Developing Countries written by Murat A. Yülek and published by Springer Science & Business Media. This book was released on 2011-12-29 with total page 281 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book presents effective strategies for developing countries to leverage their public sector demand for manufactured imports to promote industrialization, trade, and technology transfer. Technology transfer and its absorption is considered one of the most crucial and complicated challenges for developing countries, which are characterized by insufficient infrastructure, low technological intensity of the domestic capital stock, and high levels of manufactured imports. Which strategies and policy tools can governments employ to link demand with technology transfer, thereby enhancing absorption capacity and development in emerging economies? This book is part of a broader project launched by PGlobal Global Advisory and Training Services Ltd., in cooperation with Istanbul Commerce University (İTUCU) and the Scientific and Technological Research Council of Turkey (TÜBİTAK). The contributors to this book are policymakers, academicians, and experts who are working together to identify problems and develop policy recommendations for public procurement with respect to economic development. The book includes theoretical, empirical, and case study analyses of technology transfer mechanisms, public procurement policies, and countertrade and offset strategies. The lessons learned from these chapters will be of interest to both academics and policymakers concerned with technology transfer, industrial policy, and economic development.

Book Synopsis The Devil In The Detail by : Paul Holden
Download or read book The Devil In The Detail written by Paul Holden and published by Jonathan Ball Publishers. This book was released on 2011-11-02 with total page 530 pages. Available in PDF, EPUB and Kindle. Book excerpt: The South African 'Arms Deal' was never a single event. Rather it was, and still is, a series of scandals and outrages, all contributing towards a dubious momentum that takes South Africa further away from transparent democratic practice. The Devil in the Detail, written by two of South Africa's leading researchers on the subject, takes the reader on a journey of insight. Witness at close hand the breaking open of State secrets, with tales of outrageous personal enrichment. Explore how the Arms Deal emerged out of the criminal networks of both the old SADF and the ANC's security apparatus, raising questions as to whether South Africa's remarkable transition was not oiled, at key points, by criminal intent and collusion. Follow the trail of the various offset deals done after the Arms Deal - cumulatively worth just as much as - and discover that corruption continues to impact on defence spending in South Africa. Examine the economics and witness how the Arms Deal was not only economically irrational, but virtually suicidal, almost single-handedly derailing the post-apartheid economic project. Finally, read about the rise of the 'shadow state', the politicisation of prosecutions, and the rise of the 'spooks'. The remarkable conclusion of this landmark study is that years after the deal took place, the forces that drove its decisions have only grown in strength, further blighting South Africa's prospects for a future in which all may have a share.

This book was released on 2013-10-07 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the wake of the Great Recession of 2008–09, economists feared that protectionist policies might sweep the world economy, echoing the wave of tariff escalations during the Great Depression of the 1930s. To some surprise, officials were more restrained and largely avoided traditional forms of protection (tariffs and quotas), leading some observers to underestimate the incidence of new protectionism. In fact, policymakers increasingly turned to more opaque behind-the-border nontariff barriers (NTBs). Using a combination of statistical analysis and case studies, the authors show that local content requirements (LCRs), a form of NTB, have become increasingly popular. How much was global trade actually reduced on account of LCRs? A conservative estimate might be $93 billion. Case studies featured cover the healthcare sector in Brazil, wind turbines in Canada, the automobile industry in China, solar cells and modules in India, oil and gas in Nigeria, and “Buy American” restrictions on government procurement in the United States.

Book excerpt: In Africa no European country has had an influence as Britain. The first tangible break in the development was achieved by the South African parliament in 1934. But already Britain had shaped and predetermined South Africas future. The country wanted no other than evolutionary change, and this theme informed all administrations. Deception was the name of the game as was the violation of resolutions of the United Nations. Thus by the 1990s Britain was relative to other European countries in a far better position to influence the policies of an African National Congress run government.
