An historical background, tracing the evolution of colonial militias to the present day National Guard is used to focus on some of the deep rooted perceptions prevalent in the thinking of today's National Guard leaders and an historical trace of how NG divisions became split between states. Division command influence and the influence of the State Adjutant General are reviewed and compared to analyze the effects these diverse influences have on mobilization readiness in split divisions. Command supervision of readiness training is discussed and resources available to both the division and the state are compared. A new type division structure, containing a mix of National Guardsmen and active army personnel, is presented as a possible means for insuring attainment of the pre-mobilization readiness posture required for National Guard divisions under the total force concept.
