Book excerpt: Township Line Dam is an earth embankment approximately 530 feet long with a height of 34 feet and crest width of 10 feet. The dam, originally constructed to impound and supply water for the Borough of West Chester, is presently being used for recreation, flood abatement and maintenance of a minimum discharge into the East Branch of Chester Creek. The concrete Ogee spillway has a crest width of 50 feet and is located at the south dam abutment. The spillway, for this 'Intermediate' size, 'High' hazard dam, is capable of discharging 48 percent of the PMF without overtopping of the earth embankment. A review of the hydrologic analysis indicates that the embankment would be overtopped by 0.15 feet for about 2 hours during a flood equal to 50 percent of the PMF. It is considered unlikely that the dam would fail during this event; therefore, the spillway is classified as 'Inadequate', but not 'Seriously Inadequate'. Based upon visual observations, review of the information obtained from the Pennsylvania Department of Environmental Resources, Division of Dam Safety, and conversations with the Owner's representative, Township Line Dam is considered to be in fair condition. However, the detection of potentially unstable conditions at this site was severely restricted due to thick vegetation covering the entire embankment. Certain conditions require further investigations, maintenance, or monitoring.

Book excerpt: Ashland Dam is a rolled earth embankment with a concrete core wall founded approximately 10 feet into rock. The embankment is approximately 69 feet high at its maximum section with a length of approximately 500 feet impounding a reservoir of approximately 331 acre-feet. The upstream slope is riprapped from the crest to the toe. The downstream slope contains a rock toe drain and is grass covered. The embankment was constructed over an existing 20 feet high dam which became the upstream toe of the new embankment. The principal intake system consists of two pipes located at the base of the dam which are used for water supply and for blow-off. The larger pipe, 16 inches I.D., feeds water into a treatment building at the downstream toe of the embankment. The smaller, 12 inch I.D., pipe also feeds water through the pumphouse and discharges into a blow-off pit approximately 40 feet below the structure. Excess water is discharged over the spillway located on the left abutment. The concrete ogee spillway is approximately 63 feet wide and discharges into the natural stream channel about 400 feet below the dam centerline.

Limited records indicate that the dam was constructed in 1832 and completed in 1833. The dam failed in 1850 and again in 1869. The facility is judged to be in fair condition although the embankment slopes are considered to be steep. Hydrologic and hydraulic calculations indicate that overtopping of the dam will occur at approximately 30% of the probable maximum flood. Therefore, the spillway is considered to be 'Seriously Inadequate.' The dam is classified as an 'Intermediate' structure by virtue of its forty-nine foot height, and as a 'High' hazard dam consistent with a potential at failure for extensive property damage and loss of life at the water treatment plant and further downstream at Mount Carbon, Pennsylvania. There is insufficient engineering and construction data to adequately evaluate the stability of the dam and condition of the outlet works.

The dam, a multiple purpose structure, was constructed as a portion of the Brandywine Creek Watershed Project. The reservoir has a normal pool storage capacity of 1,025 acre-feet for sediment accumulation and fish and wildlife. The normal pool surface area is 146 acres. An additional storage capacity of 596 acre-feet is utilized for flood water control. The top of dam elevation is 625.5, the crest width is 14 feet, and the side slopes are 3 horizontal to 1 vertical (3H:1V) upstream and 2.5H:1V downstream. A 12-foot wide berm is provided on the upstream face at Elevation 612.8 and the slope is lined with 18-inch thick riprap from the berm to Elevation 618.8. According to the 'As-Built' plans, the upstream and central portions of the embankment are composed of Zone I material, which is classified as a clayey silt. The central portion includes a cutoff trench with a 12-foot bottom width. The downstream shell (to Elevation 615.8) of Zone II material is classified as silty sand. The two zones are separated by a four-foot wide chimney drain which terminates in a drain trench at the downstream toe of the Zone I material.

A 210-foot long ungated overflow spillway is located along the length of the dam about 80 feet from the right abutment. The dam, which is classified as 'High' hazard, has a Spillway Design Flood (SDF) equal to the Probable Maximum Flood (PMF). A review of the results of the hydrologic and hydraulic analyses indicates that the spillway is capable of passing about 23 percent of the PMF. The spillway is classified as 'Inadequate' for passing the PMF; however, the spillway is not considered 'Seriously Inadequate' since the hazard potential due to a failure of the dam is not significantly greater than the hazard without a failure of the dam. Stability analyses were performed for both the overflow and non-overflow sections for the anticipated range of loading conditions. A review of the results indicates that the resultant of forces is located outside the middle third of the base width for 50 percent of the PMF, PMF and normal pool with ice loading conditions. Based on visual observations, review of the information provided by the Pennsylvania Department of Environmental Resources (DER), Division of Dam Safety, and conversations with the Owner's representative, Crum Creek Dam appears to be in good condition.

Book excerpt: Still Creek Dam is a zoned rolled earth embankment with riprap facing approximately 1,076 feet long and 86 feet high at the original streambed. The dam was designed with a central core of impervious fill materials extending down to the rock surface. The dam appears to be in relatively good condition. Although some seeps were noted in the downstream area, the seeps are not turbid and show no evidence of soil erosion. No sloughing, displacements or seepage were noted on the crest or face of the dam or at the natural abutments. Evaluation of watershed data from nearby Bear Creek together with the available design information indicates the spillway is capable of passing a flood similar to the Probable Maximum Flood. Therefore, the spillway is considered to be 'Adequate'. A few items of normal maintenance should be performed to improve the overall functioning of the dam. A formal warning system should also be developed for use in the event of impending abnormally high flows downstream.

The embankment is approximately 180 feet in length and has a maximum height of 30 feet. The side slopes are 2 horizontal to 1 vertical (2H:1V) upstream and 3H:1V downstream. The top of dam width varies between 22 and 35 feet. The dam impounds a reservoir with a normal pool storage capacity of 129 acre-feet. The reservoir was originally used for water supply but now serves only recreational purposes. A broad-crested spillway with a 40-foot crest length is located at the right abutment. The crest is at Elevation 395, 5 feet below the top of the dam. A masonry sidewall is provided along the left side of the spillway. The right sidewall of the spillway is formed by the nearly vertical rock abutment. The outlet channel is provided with masonry training walls along both sides for an approximate distance of 300 feet downstream.

Book excerpt: Ryerson Station State Park Dam is a 515-foot-long concrete gravity structure. A 200-foot-long ogee section near the right abutment (looking downstream) is the combined primary and emergency spillway of the dam. The maximum height of the dam is about 30 feet for the spillway and 42 feet for the nonoverflow section measured from the downstream toe. The width of the dam varies from a minimum of 6 feet at the crest of the nonoverflow section to about 30 feet at the base of the dam. The outlet works for the dam consist of a 36-inch-diameter conduit through the dam left of the spillway. Flow through the outlet conduit is controlled by a manually operated sluice gate located at the upstream end. The outlet works constitute the emergency drawdown facility for the reservoir. The dam is located in Ryerson Station State Park approximately one mile upstream from the town of Ryerson Station in Richville Township, Greene County, Pennsylvania.
