Book excerpt: The Onondaga Dam is located on Onondaga Creek in the Town of Lafayette, Onondaga County, New York, approximately 13.2 miles upstream from Onondaga Lake. The dam is used as a flood protection facility for the City of Syracuse. The visual inspection revealed that the embankment is in good condition and has been properly maintained throughout its life. No conditions were detected which might indicate instability of the structure. The surficial cracking of the exposed concrete of the spillway structure indicates that more serious spalling may soon occur. A protective coating designed to protect the structure from penetration of moisture into the concrete surfaces would serve to slow the spalling process and preserve the concrete in its present condition. This coating should be undertaken in the course of standard maintenance procedures.

For this storm and lesser storm events, a high tailwater condition resulting in flooding of downstream areas would occur. Therefore, overtopping would not significantly increase the hazard to loss of life downstream from that which would exist just before such overtopping and the spillway is assessed as inadequate.

However, the dam has some deficiencies which require further investigation and remedial action. Analysis performed indicated that the structure is only marginally stable under normal conditions and is unstable when subjected to severe loading conditions. The spillway has sufficient capacity to discharge the Probable Maximum Flood (PMF), therefore, it has been assessed as 'Adequate' according to the Corps of Engineers screening criteria. The dam has several problem areas which if left uncorrected, have the potential of hazardous conditions. These areas are: (1) Repair the deteriorated portions of the concrete on the downstream edges of the concrete paving; (2) Repair the undermining of the concrete paving; (3) Provide a program of periodic inspection and maintenance of the dam and appurtenances; and (4) An emergency action plan must be developed and maintained.

The DeRuyter Dam is an earthen dam, 68 feet in height, which is used as a flow augmentation reservoir for the New York State Barge Canal. The visual inspection and screening analysis revealed deficiencies which require investigations and remedial measures. The drainage area into DeRuyter Lake is 5.62 square miles. Computations using the Corps of Engineers' screening criteria, establishes the spillway capacity as 821 cfs. This is 17 percent of the PMF. The PMF and 1/2 PMF discharges are 4,741 and 496 cfs, respectively. Approximately 73 percent of the total PMF runoff can be held in surcharge storage between the spillway crest and top of dam. The spillway has been determined inadequate to pass the PMF. However, the spillway is not-considered seriously inadequate, based on the Corps of Engineers' Screening Criteria, since the dam is capable of passing the 1/2 PMF without the dam being overtopped. Rising waters flooding residences around the lake could pick up floatable debris which would clog the stone arch spillway culvert structure causing the dam to be overtopped. Complete clogging of the high level spillway could cause the dam to be overtopped by 2-3 feet.

Book excerpt: The dam consists of an earthen embankment, approximately 2,826 feet in length, with a maximum height of 39.5 feet. The impoundment is perched on a prominent hilltop which is surrounded by a densely populated residential area. This facility provides local storage of potable water for use in the water distribution system of the City of Syracuse. The dam consists of an earthen embankment which was originally constructed with a gunite liner. Leakage through the gunite liner necessitated the installation of a nylon reinforced hypalon rubber liner over the gunite lining. Water is fed to this facility through a transmission line which is connected to the water source at Skaneateles Lake. There is no spillway at the Westcott Reservoir Dam. The hydrologic/hydraulic analysis indicates that the impoundment will contain the runoff from the Probable Maximum Flood without overtopping the structure.

In addition, a detailed emergency operation- action plan and warnng system should be developed. The spillways do not have sufficient capacity to discharge the peak outflow from one-half the Probable Maximum Flood (PMF). For this storm event and lesser events, high discharges will cause damage in the channel downstream of the dam. However, dam failure would not significantly increase the hazard to loss of lie downstream from that which would exist just prior to an overtopping-induced failure. Therefore, the spillway is assessed as inadequate.
