The examination of documents and visual inspection of the Higinbotham Brook dams and appurtenant structures did not reveal conditions which constitute a hazard to human life or property. The total discharge capacity of the spillways is adequate for the Probable Maximum Flood (PMF). The following remedial actions are required during this construction season: (1) Repair the erosion areas on and in the vicinity of Dam 1. Seed and mulch all unprotected areas to establish erosion resistant vegetation; (2) Repair the eroded area in the downstream channel; (3) Periodically monitor the slopes in the reservoir area and repair as required; (4) Provide a program of seeding and mulching of all earth surfaces on the dams and in the reservoir area to establish erosion protection material. If vegetation cannot resist long term erosion action, an alternate method may be required; and (5) Provide a program of periodic inspection and maintenance of the dams and appurtenances. This program must include yearly operation and lubrication of the reservoir drain system.

Its spillway has also been adjudged to be seriously inadequate and the dam assessed as unsafe, nonemergency. Due to the appreciable size of Eaton Reservoir, the breaching of that dam would undoubtedly have a serious effect on Clayton's Dam. Similarly, the failure of either of these dams would have a serious effect on two small dams also on Eaton Brook, located 0.5 miles and 1.7 miles downstream of Clayton's Dam.

Inspection of this dam revealed that there are a number of deficiencies on this structure some of which are rather serious. Further analysis is required to evaluate and remedy these deficiencies. The most serious of these deficiencies are the two areas of seepage on the downstream slope of the northern section of the dam. The hydrologic/hydraulic analyses performed indicate that the outflows from the Probable Maximum Flood (PMF) will result in the dam being overtopped. The outflows from one-half of the PMF will not result in the dam being overtopped. Therefore, the spillway capacity is rated as inadequate. However, since the outflows from one half the PMF will result in flow around the southwestern end of the embankment, further investigation is required to determine the effects of this condition. The valves for the service spillway pipes are located at the downstream end of the two pipes. This is an undesirable situation since the pipes are constantly subjected to a pressure head. The existing valves should be removed and replaced by valves at the upstream end of the pipes.

Using the Corps of Engineers' screening criteria for the initial review of spillway adequacy, it has been determined that the embankment would be overtopped by all storms exceeding 21 percent of the Probable Maximum Flood (PMF). Dam overtopping, the resulting erosion of the embankment and hence, dam breaching would cause water surface levels downstream to reach depths which would pose significant danger to residents. Therefore, the spillway is adjudged to be seriously inadequate and the dam is assessed as unsafe, nonemergency. The classification 'unsafe' applied to a dam because of a seriously inadequate spillway is not meant to connote the same degree of emergency as would be associated with an 'unsafe' classification applied for a structural deficiency. It does not mean that there appears to be a serious deficiency in spillway capacity and if a severe storm were to occur, overtopping and failure of the dam could take place, significantly increasing the hazard to life downstream of the dam. Book excerpt: Visual inspection of this dam and engineering analyses which have been performed revealed that several deficiencies exist on this structure. The worst of these deficiencies was the localized spalling and erosion of the gunite covering the dam. This was observed in three areas on the downstream face and toe. A more thorough examination of the gunite when there is no discharge over the spillway is needed to evaluate the extent and cause of this deterioration. If the gunite is not repaired, the interior concrete of the dam will become exposed to erosion. Using the Corps of Engineer's Guidelines for the initial review of spillway adequacy, it has been determined that the structure would be overtopped by all storms exceeding 31 percent of the Probable Maximum Flood (PMF). During a one-half PMF storm, the abutments of the dam would be overtopped by 3.4 feet. The dam is a concrete arch-gravity structure with bedrock at both abutments. While overtopping is not likely to induce failure from erosion, a stability analysis indicates that the factor of safety is below the recommended level during the one-half PMF storm. If the dam were to fail, it would increase the degree of flooding in downstream residential areas. Therefore, the spillway is assessed as seriously inadequate.

The hydrologic/hydraulic analysis performed indicates that the spillway does not have sufficient capacity to discharge the peak outflow from storms exceeding 7.5 percent of the Probable Maximum Flood (PMF). Since the spillway already extends across the full width of the gorge, there is no way to effectively increase its length or capacity. In addition, it should be noted that even if the dam did not exist, downstream flooding would occur during large storm events due to the configuration of the bedrock channel.
