Book excerpt: Spring Mill Dam, built in 1889 and 1900, is owned by Northampton Borough Municipal Water Authority. The dam and reservoir are currently used as a secondary water supply for Northampton Borough, Pennsylvania. The dam and its appurtenant facilities are considered to be in good condition. The dam is classified as a Small size structure with a Significant hazard classification, consistent with its appreciable economic loss and possible loss of life in the event of failure. In accordance with criteria established by Federal (OCE) Guidelines, the spillway design flood for this Small size dam and 'Significant' hazard classification ranges from the 100 year event to 0.5 PMF (Probable Maximum Flood). As height of this dam is near the lower limit for small size dams, and the total capacity is less than one-third the upper limit, the selected spillway design flood is the 100 year event. Hydrologic and hydraulic computations presented in Appendix D indicate that the structure will not pass the 100 year event without overtopping. It is further assessed that the 100 year event would not cause failure or significantly increase the potential for excessive property damage and loss of life downstream of the dam. Therefore, the spillway systems of this structure are considered to be Inadequate but not Seriously Inadequate.

About 1,270 feet of the embankment is roughly parallel to U.S. Route 22/Interstate 78. The remaining 280 feet of the embankment forms an angle of about 60 degrees with the highway. The shorter leg contains the maximum section and the principal spillway. The principal spillway consists of a concrete drop inlet riser, a 222 foot long, 30 inch reinforced concrete pipe with eight anti-seep collars, and an impact basin. The emergency spillway was excavated through rock at the right abutment. The grass-lined trapezoidal channel is approximately 150 feet wide and 30 feet wide. The dam and its appurtenant facilities are considered to be in good condition. Calculations indicate that the existing spillway systems are capable of passing the Probable Maximum Flood (PMF) without overtopping. Therefore, the spillway system is considered to be adequate.

These features are shown on Plate 3, entitled 'Typical Embankment Sections'. The dam is approximately 1,335 feet long and the height, measured from the crest to the principal spillway discharge pipe inlet, is 47 feet. Borrow materials were obtained from the spillway excavation and within the reservoir area. The core of the dam is composed of clayey materials derived from the borrow areas, and the shell is composed of more previous materials selectively excavated from the borrow pits. The 10 foot wide cutoff trench has 1H:1V side slopes and a grout cap at the base of the trench. The foundation was grouted using a single line grout curtain with six foot hole spacings. The average hole depth is 15 feet and the maximum hole depth is 30 feet. The upstream slope is 3H:1V, the lower two-thirds of the slope is protected with 18 inches of riprap over a 12-inch filter blanket and the upper portion is protected with grass. The downstream slope is 2.5H:1V and protected with grass.

Based on the size and hazard classification of the dam, the Spillway Design Flood (SDF) at the dam varies between 1/2 the Probable Maximum Flood (PMF) and the PMF. Based on the downstream conditions, the selected SDF is the 1/2 PMF. Under existing conditions, the spillway will pass about 12 percent of the PMF without overtopping of the dam. If the low areas on the top of the dam were filled to the design elevation, the spillway would pass 16 percent of the PMF. It is judged that Larsen Dam could not withstand the depth and duration of overtopping that would occur during the 1/2 PMF. However, it is judged that a high hazard dam located immediately downstream would fail due to overtopping prior to the overtopping failure of Larsen Dam. Therefore, the spillway capacity of Larsen Dam is rated as inadequate. No immediate stability problems were evident at the time of the inspection, but deficiencies do exist that could eventually affect the stability of the dam and appurtenances if they are not corrected.

If the right abutment and embankment were raised to the original design elevation, the spillway would be capable of discharging about 0.38 PMF without overtopping. The 0.4 PMF is judged to cause failure of the embankment by overtopping, but failure does not significantly increase the danger to human life or property; thus, the spillway rating for this structure is considered to be Inadequate but not Seriously Inadequate.

When the old spillway was relocated to the right abutment, the embankment section was reconstructed and is a homogeneous embankment with an eight foot wide cutoff trench founded on impervious materials. The upstream and downstream slopes were both constructed at 2.5H:1V with a 10 foot crest width. The upstream slope of the whole embankment is protected with riprap, minimum thickness being 18 inches on the new embankment and 12 inches on the old embankment. The gatehouse tower contains a steel sluice gate manufactured by the Caldwell-Wilcox Company. Documentation in the files indicates that the intake pipe is 42 inches in diameter, located at the base of the embankment, and encased in concrete with anti-seep collars.

The spillway and the low overbanks adjacent to the spillway have sufficient capacity to the Probable Maximum Flood (PMF) without overtopping the dam. Based on criteria established for these studies by the Department of the Army, Office of the Chief of Engineers (OCE), the spillway capacity is rated as adequate. The existing spillway and the adjacent overbanks can accommodate a flood with a peak inflow of 115 percent of the PMF peak flow. (Author).

Book excerpt: Lake Naomi Dam originally built in 1895, is owned by the Pocono Pines Corp. and serves as a recreation lake for the organization. The dam is classified as a 'Significant' hazard structure based on its potential to cause extensive property damage downstream and the remote chance for loss of life in the event of failure. The dam is also classified as an 'Intermediate' size dam by virtue of its 1,492 acre-foot normal storage capacity. On the basis of the visual inspection on 10 May 1979, and available documentation, the dam and its appurtenant structures are considered to be in good condition. Specifically, the inspection of the dam detected no significant problems with the embankment. The main spillway was assessed to be in fair condition. The auxiliary spillway, although not used very often, showed signs of leakage through the downstream toe and appears highly susceptible to erosion based on the visual inspection. Since the very limited design documentation and visual inspection was insufficient to evaluate the stability of the dam and its appurtenant structures, additional investigations are required for a comprehensive evaluation.
