The upstream side of the dam is protected by riprap and the downstream slope is covered with grass. The spillway discharge facilities for the dam consist of an earth channel located at the right abutment. The outlet facilities consist of a 12-inch cast-iron pipe encased in concrete through the embankment. Based on the evaluation of the existing conditions, the condition of Shirf's Run dam is considered to be good. The only condition noted which requires attention is the lack of adequate erosion protection on the left side of the emergency spillway channel against the embankment. This condition is considered to pose breach potential in the event of large flows through the spillway. The flood discharge capacity of the dam was evaluated according to the recommended procedure and was found to pass approximately 50 percent of the probable maximum flood (PMF) without overtopping the embankment.

In view of the size of the dam which is closer to the lower limit of the small size classification, the 100-year flood was selected as the spillway design flood. The 100-year flood peak was determined according to the recommended procedure and was found to be in excess of the spillway capacity. Therefore, the capacity of the spillway is classified as inadequate. The following recommendations should be implemented immediately on continuing basis: (1) The owner should determine the nature and extent of modifications needed and implement these measures to provide adequate spillway capacity; (2) Around-the- clock surveillance should be provided during unusally heavy rainfall and/or runoff. In addition, a formal warning system should be developed to alert downstream residents in the event of an emergency; and (3) The owner should develop and follow a formal operating and maintenance plan and should inspect the dam regularly.

The crest width is approximately 10 feet. As designed, the downstream face of the dam was to be protected by grass, and a vertical concrete wall on the upstream side was to provide shoreline protection. Presently, the downstream face of the dam is covered with brush and trees up to 10 feet high and the concrete wall on the upstream side has partially collapsed. The spillway structures are comprised of an 18-foot-wide concrete ogee overflow section which discharges into an 18-foot-long concrete channel, incorporating an energy dissipator sill. Based on the evaluation of the existing conditions, the condition of Sample Run Dam is considered to be poor. The dam is abandoned and is in complete disrepair. A valve house located at the downstream toe of the dam has collapsed, covering most of the operating equipment with rubble. The flood discharge capacity of the dam was evaluated according to the recommended procedure and was found to pass 20 percent of the probable maximum flood (PMF).

Deficiencies were limited to general deterioration of the concrete spillway section, and apparent inoperability of the valves within the intake tower. The size classification of the facility is intermediate, and the hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility is the Probable Maximum Flood (PMF). Results of the hydrologic and hydraulic analysis indicate the facility can pass and/or store about 38 percent of the PMF prior to overtopping of the embankment. Overtopping, even under floods of PMF magnitude, is not expected to cause failure of the unusually massive embankment configuration which is composed of erosion-resistant, hot-poured slag. Thus, the spillway system is considered to be inadequate, but not seriously inadequate.

The total length of the dam is 555 feet, including the emergency spillway on the right abutement; the maximum height of the dam is 66 feet. The principal spillway is a drop-inlet structure consisting of a two-stage reinforced concrete riser connected to a 30 inch diameter reinforced concrete outlet pipe. The low-level inlet on the concrete riser is a 9 inch high by 15 inch wide orifice; this inlet maintains the normal pool level. There is 25.1 acre-feet of storage at normal pool level, all of which is reserved for a 50-year accumulation of sediment. Hydraulic/hydrologic evaluations, revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for PA 480. The 1/2 PMF was selected as the SDF. The spillway is therefore considered to be 'adequate'.

A dike along the right side of the spillway discharge channel is provided to prevent flow towards the toe of the dam. The outlet facilities consist of a 16-inch cast-iron blow-off pipe and a 12-inch cast-iron supply pipe. Based on the evaluation of the existing conditions, the condition of Bear Rock No. 2 Dam is considered to be unsafe/nonemergency. The structural condition of the embankment is considered to be good. The spillway capacity was evaluated according to the recommended procedure and was found to pass 30 percent of the probable maximum flood (PMF) without overtopping the embankment.

Book excerpt: Based on the evaluation of the existing conditions on March 14 and April 16, 1979, the condition of Little Blue Run Dam is considered to be good. No conditions were noted at this time that would significantly affect the structural performance of the dam. The flood discharge facilities for the dam were designed to pass the probable maximum flood (PMF) without overtopping the embankment. Therefore, according to the recommended criteria, the flood discharge facilities of the dam are adequate. Presently, the pool elevation is approximately 170 feet below the dam crest level. The pool elevation is expected to reach spillway crest level in about the year 2010. The following recommendations should be implemented on a continuing basis: (1) The cracking observed on the crest should continue to be evaluated by the design engineers. Also, attention should be given to the slump and seepage observed on the left abutment. Erosion ditches on the right abutment should be filled; and (2) A formal warning system should be developed to alert the downstream residents in the event of emergencies.

Book excerpt: The dam appears to be in poor condition. No maintenance program exists for the dam and the lack of maintenance has led to a general deterioration of the structure. An upstream shut-off exists for the 12 in. drainline, but the capability of the valve to operate is questionable. Wet areas were observed on the downstream slope of the dam. One area observed at the right abutment contact; and a second wet area was observed on the downstream slope adjacent to the right spillway wingwall, approximately 10 feet below the right crest. The seepage should be investigated to ascertain its effects on the stability of the structure. The spillway is in a deteriorating condition and the concrete in the channel walls and channel bottom should be repaired. Undercutting of the channel floor if left unchecked could lead to the potential failure of the spillway structure. Brush and small trees were observed on the upstream and downstream slope. The brush and small trees should be removed in a controlled manner. (Author).

Book excerpt: Galion Bay Dam consists of an earth embankment approximately 400 feet long with a maximum height of 37 feet from the downstream invert of the outlet conduit and a crest width of 20 feet. Galion Bay Dam is one of the three dams which impound Lake Rene. The other two dams are Wolf Creek Dam, located at the west end of Lake Rene, and Lake Rene Dam, located on the east side of the reservoir. Lake Rene Dam, which was constructed in 1955, was the original dam at the site. Galion Bay Dam and Wolf Creek Dam were constructed in 1971 in conjunction with the enlargement of Lake Rene. The flood discharge facilities for Lake Rene consist of primary and emergency spillways associated with Galion Bay and Wolf Creek dams. The Galion Bay Dam flood discharge facilities are comprised of a drop inlet primary spillway located at the center of the embankment and an emergency spillway on the right abutment (looking downstream). The primary spillway structure consists of a single-stage reinforced concrete riser, a 36-inch-diameter reinforced concrete conduit, and a plunge pool at the downstream end of the outlet pipe. The emergency spillway is a 30-foot-wide trapezoidal earth channel excavated into the right abutment. The reservoir outlet pipe for the dam consists of a 15-inch steel pipe extending from the upstream toe of the dam to the drop inlet structure.
