Book excerpt: Saw Mill Dam is a zoned earth embankment with an impervious core, an outer previous shell, a cutoff trench and drainage blanket and rock toe. These features are shown on Plate 3, entitled 'Typical Embankment Sections'. The dam is approximately 1,335 feet long and the height, measured from the crest to the principal spillway discharge pipe inlet, is 47 feet. Borrow materials were obtained from the spillway excavation and within the reservoir area. The core of the dam is composed of clayey materials derived from the borrow areas, and the shell is composed of more previous materials selectively excavated from the borrow pits. The 10 foot wide cutoff trench has 1H:1V side slopes and a grout cap at the base of the trench. The foundation was grouted using a single line grout curtain with six foot hole spacings. The average hole depth is 15 feet and the maximum hole depth is 30 feet. The upstream slope is 3H:1V, the lower two-thirds of the slope is protected with 18 inches of riprap over a 12-inch filter blanket and the upper portion is protected with grass. The downstream slope is 2.5H:1V and protected with grass.

The dam is classified as a Small size structure with a High hazard classification consistent with its potential in the event of sudden failure for extensive property and loss of life downstream along Perkiomen Creek. In accordance with criteria established by Federal (OCE) Guidelines, the spillway design flood for this 'Small' size dam and 'High' hazard classification is 0.5 to the full Probable Maximum Flood (PMF). As the total storage capacity is nearer the lower limited for the Small size classification, and as the watershed controlled by Deep Creek Dam is small compared to the watershed controlled by downstream knight Dam, the selected spillway design flood is 0.5 PMF. Hydrologic and hydraulic calculations indicate that the spillway structure is capable of discharging about 0.21 PMF without overtopping the embankment at the right abutment. If the right abutment and embankment were raised to the original design elevation, the spillway would be capable of discharging about 0.38 PMF without overtopping. The 0.4 PMF is judged to cause failure of the embankment by overtopping, but failure does not significantly increase the danger to human life or property; thus, the spillway rating for this structure is considered to be Inadequate but not Seriously Inadequate.

Hydrologic and hydraulic computations presented in Appendix D indicate that the structure will not pass the 100 year event without overtopping. It is further assessed that the 100 year event would not cause failure or significantly increase the potential for excessive property damage and loss of life downstream of the dam. Therefore, the spillway systems of this structure are considered to be Inadequate but not Seriously Inadequate.

The purpose of a Phase I investigation is to expeditiously identify those dams which may pose hazards to human life or property. The assessment of the general condition of the dam is based upon available data and visual inspections. Detailed investigations, testing and detailed computational evaluations are beyond the scope of a Phase I investigation; however, the investigation is intended to identify the need for more detailed studies. In reviewing this report, it should be realized that the reported condition of the dam is based on observations of field conditions at the time of inspection along with data available to the inspection team. In cases where the reservoir was lowered or drained prior to inspection, such action, while improving the stability and safety of the dam, removes the normal load on the structure and may obscure certain conditions which might otherwise be detectable if inspected under the normal operating environment of the structure.

Book excerpt: Martins Dam is an earth and masonry dam about 22.5 feet high and 260 feet long. Very limited data exists regarding the physical features of the dam. The dam was overtopped in September 1979, during Hurricane David, washing away a considerable portion of downstream rock fill at the maximum section and exposing the dry masonry interior of the dam, originally the downstream face of the dam. Erosion had also taken place at the left and right downstream abutment junctions, and a corrugated metal spillway extension was washed away. The spillway is located at approximately the mid-point of the dam and discharge flows through a 36 inch diameter steel pipe. The dam and its appurtenant facilities are considered to be in fair condition. Calculations indicate that the existing spillway system is not capable of passing about 0.1 PMF (Probable Maximum Flood) without overtopping. It is assessed that 0.5 PMF would cause failure and significantly increase the potential for excessive property damage and loss of life in the major downstream damage center, King of Prussia Mall. Therefore, the spillway system of this structure is considered to be seriously inadequate, and the dam is in an 'unsafe, nonemergency condition.

Book excerpt: Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in good condition. In accordance with the Corps of Engineers' evaluation guidelines, the size classification of this dam is small and the hazard classification is high. These classifications indicate that the Spillway Design Flood (SDF) should be in the range of one-half the Probable Maximum Flood (PMF) to the full PMF. The recommended SDF for this structure is the full PMF. The spillway capacity is adequate for passing 34 % of the PMF peak inflow without overtopping the dam. Overtopping of the dam by the PMF will not cause failure. The spillway, therefore is considered to be inadequate, but not seriously inadequate. The following recommendations are presented for immediate action by the owner: (1) That the valve on the outlet pipe be maintained and operated at least once a year; (2) That a formal surveillance and downstream warning system be developed for use during periods of high or prolonged rainfall; (3) That provision be made to cut or remove the screen over the spillway in case of an emergency; and (4) That an operation and maintenance manual be prepared for guidance in the operation of the dam during normal and emergency conditions, and that a schedule be developed for the annual inspection of the dam and its appurtenant structures.

Book excerpt: Camp Delmont Dam is a concrete capped rockfilled timber crib structure with steel and timber sheetpile abutments about 190 feet long, with a maximum height of 19 feet. The dam has a maximum storage capacity of 236 acre feet and a maximum height of 19 feet which places it in the 'Small' size category. Because of the chance for appreciable damage to several cottages located downstream of the site and little chance for loss of life due to failure of the dam, the dam is judged to be a 'Significant' hazard structure. Due to the inhabitable dwellings located downstream of the dam, fifty percent of the Probable Maximum Flood (PMF) was selected as the appropriate Spillway Design Flood (SDF). An examination of the results of the hydrologic and hydraulic analyses indicates that the spillway and adjacent roadway are capable of passing 36% of the PMF without overtopping the dam abutments. The selected SDF for the dam is fifty percent of the PMF. Since the spillway is not capable of passing the SDF, the spillway is classified as 'Inadequate'. Further examination of the hydrologic and hydraulic analyses indicates that the spillway and adjacent roadway are capable of passing the 100 year event without overtopping the dam abutments. Based on visual observations and a review of the information obtained from Pennsylvania Department of Environmental Resources, Camp Delmont Dam appears to be in good condition.

Book excerpt: Mill Water Pond Dam is owned by the Bethlehem Mines Corporation. The dam was originally built as an industrial water supply dam for the Grace Mine. As the mine is no longer in operation, water from the reservoir is no longer used. The dam and its appurtenant facilities are considered to be in good condition. The dam is classified as a Small size structure with a High hazard classification, consistent with the dam's location immediately above an occupied dwelling and above commercial buildings and other residences farther downstream on Conestoga Creek. In accordance with criteria established by Federal (OCE) Guidelines, the spillway design flood for this Small size dam and High hazard classification is one-half to the full Probable Maximum Flood (PMF). As the dam height and total capacity are near the lower limit of the size classification, the selected spillway design flood is one-half the PMF. Mining of the deep iron ore body has caused extensive subsidence. The mine waste rock is disposed of downstream of the subsidence area. Therefore, currently, Mill Water Pond intercepts surface runoff only from about 0.31 square mile immediately above the dam. Hydrologic and hydraulic computations presented in Appendix D indicate the maximum spillway capacity is greater than the peak PMF inflow from the reduced watershed. Therefore, the spillway system of this structure is considered to be Adequate.
