The structure is classified as a 'large' size, 'high' hazard structure. Corps of Engineers guidelines recommend the Probable Maximum Flood (PMF) as the Spillway Design Flood for a 'large' size, 'high' hazard dam. Pond 3's Spillway Design Flood is the Probable Maximum Flood. Spillway capacity is 'adequate' because the non-overtopping flood discharge was found, by using the HEC-1 computer program, to be in excess of 100 percent of the PMF. The Phase I investigation of Pond 3 revealed deficiencies and conditions which should be corrected or improved through implementation of the following recommended remedial, monitoring and/or improvement efforts.

At 0.5 PMF, the embankment overtopping depth and duration would be 0.58 feet and eight hours and 40 minutes respectively. In the opinion of the evaluating engineer, this overtopping depth and duration would not cause a catastrophic failure of the embankment.

The dam was found to be in fair overall condition at the time of inspection. Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District, Corps of Engineers, for Phase I Inspection Reports, revealed that the spillway will not pass the 100-year flood without overtopping the dam. A spillway design flood (SDF) in the range of the 100-year flood to the 1/2 Probable Maximum Flood (1/2 PMF) is required for Polk Dam. The 100-year flood was chosen as the SDF. During the 100-year flood, the dam is overtopped by a maximum of 0.61 foot for a duration of 1.50 hours. The spillway is therefore considered 'inadequate.' It is recommended that the owner immediately initiate an engineering study to further evaluate the spillway capacity and develop recommendations for remedial measures to reduce the overtopping potential of the dam. Several items of remedial work should be performed by the owner without delay.

Book excerpt: The PA-482 dam is one of the 14 flood control projects in the Harmon Creek watershed. The dam consists of an earth embankment approximately 460 feet long with a maximum height of 38 feet from the downstream toe and a crest width of 14 feet. The flood discharge facilities for the dam consist of a drop inlet primary spillway located at the center of the embankment and an emergency spillway on the left abutment (looking downstream). The primary spillway structures consist of a two-stage reinforced concrete riser, a 24-inch-diameter reinforced concrete conduit, and a reinforced concrete impact basin at the downstream end of the outlet pipe. The emergency spillway is a 200-foot-wide trapezoidal earth channel excavated into the left abutment. The reservoir outlet for the dam consists of a 15-inch steel pipe extending from the upstream toe of the dam to the drop inlet structure. Flow through the reservoir outlet is controlled by a manually operated sluice gate lcoated in the drop inlet structure.

Book excerpt: PA 480 was designed by the U.S. Department of Agriculture, Soil Conservation Service (SCS) for floodwater detention. The total length of the dam is 555 feet, including the emergency spillway on the right abutement; the maximum height of the dam is 66 feet. The principal spillway is a drop-inlet structure consisting of a two-stage reinforced concrete riser connected to a 30 inch diameter reinforced concrete outlet pipe. The low-level inlet on the concrete riser is a 9 inch high by 15 inch wide orifice; this inlet maintains the normal pool level. There is 25.1 acre-feet of storage at normal pool level, all of which is reserved for a 50-year accumulation of sediment. Hydraulic/hydrologic evaluations, revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for PA 480. The 1/2 PMF was selected as the SDF. The spillway is therefore considered to be 'adequate'.

This is based on visual observations of the non-uniform slope, wet zones and state inspection reports. The downstream control was observed to be damaged and probably is not operable. No control or mechanism was observed to permit upstream flow control. The principal spillway is assessed to be in very poor condition. This is based on visual observations of the weir wall and training dike retaining wall. Both structures are partially collapsed and badly deteriorated and safe performance is questionable in the event of long-term, high discharge conditions.
