Book excerpt: Based on a visual inspection, operational history, and available engineering data, the dam is considered to be in good condition. The size classification of the facility is small and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility ranges between the 1/2-PMF (Probable Maximum Flood) and the PMF. Due to the relatively small storage capacity and the unusually stable embankment configuration the SDF for the facility is considered to be the 1/2-PMF. Results of the hydrologic and hydraulic analysis indicate the facility is capable of passing and/or storing a flood of 1/2-PMF magnitude. Consequently, the spillway is considered adequate. It is recommended that the owner: (a) Develop a formal emergency warning system to notify downstream residents should hazardous conditions develop. Included in the plan should be provisions for around-the-clock surveillance of the facility during periods of unusually heavy precipitation. (b) Observe the cracking in the spillway overflow wall and outlet conduit headwall in future inspections and take remedial measures if necessary. (c) Develop formal manuals of operation and maintenance to ensure the continued proper care of the facility.

Book excerpt: The New Dam consists of an earth embankment approximately 330 feet long with a maximum height of 37 feet from the downstream toe and a crest width of 32 to 35 feet. The flood discharge facilities for the dam consist of a combined primary and emergency spillway located on the right abutment (looking downstream). The spillway is an earth channel excavated into the right abutment and includes neither an overflow control structure, nor an energy dissipation structure at the downstream end. The width of the channel varies from 30 feet at the upstream end to 20 feet at the downstream end. The channel follows the right abutment for approximately 200 feet, then turns left, and discharges freely over the hillside into the stream valley. The outlet works consist of a 24-inch cast-iron blowoff pipe and a concrete intake tower. The concrete intake tower is located on the upstream side of the dam approximately mid-height of the embankment. All the operating equipment on the intake tower has seriously deteriorated and is no longer functional. The blow-off pipe appears to extend 50 to 100 feet further upstream from the intake tower. No low-level intake structure was visible. Flow through the outlet conduit is controlled by a valve located at the downstream end. The valve was reportedly left open to draw down the lake.

Book excerpt: Based on the evaluation of the existing conditions on March 14 and April 16, 1979, the condition of Little Blue Run Dam is considered to be good. No conditions were noted at this time that would significantly affect the structural performance of the dam. The flood discharge facilities for the dam were designed to pass the probable maximum flood (PMF) without overtopping the embankment. Therefore, according to the recommended criteria, the flood discharge facilities of the dam are adequate. Presently, the pool elevation is approximately 170 feet below the dam crest level. The pool elevation is expected to reach spillway crest level in about the year 2010. The following recommendations should be implemented on a continuing basis: (1) The cracking observed on the crest should continue to be evaluated by the design engineers. Also, attention should be given to the slump and seepage observed on the left abutment. Erosion ditches on the right abutment should be filled; and (2) A formal warning system should be developed to alert the downstream residents in the event of emergencies.

Book excerpt: Periodic state inspection reports reveal the dam has been adequately maintained over the years. In fact, the majority of these reports state its general appearance to be good. The inspection reports, however, clearly document what appeared to be a steadily deteriorating condition relative to the concrete. Leaks at various locations along the spillway have also been ovbserved but apparently were never considered significant. In addition, minor settlement of the embankment crest near the spillway was also mentioned. Records indicate that consideration was given to the construction of a new facility around 1960. Subsurface investigations of the dam site and proposed borrow areas were performed, but construction was not undertaken. Thus the facility in existence today is virtually the same one constructed in 1903.

Book excerpt: Beaver Dam is an earth embankment approximately 32 feet high and 385 feet long (including spillway). The dam is constructed with a masonry spillway located about 35 feet left of the right abutment. The crest of the spillway is 100 feet long and about 11 feet below the top of its wingwalls. Based on a visual inspection, operational history, and available engineering data, the dam is consisered to be in poor condition. The defunct facility has been essentially abandoned since 1952 and its reservoir is sediment filled. Results of the hydrologic and hydraulic analysis indicate that the facility is capable of passing and/or storing only 36 percent of the PMF without embankment overtopping. Structural deficiencies noted by the inspection team included substantial embankment overgrowth, an access road cut through the embankment near the left abutment, cracking of the masonry spillway wingwalls, and a sediment filled reservoir. Due to the seriously inadequate spillway and overall poor condition, the facility is considered unsafe but non-emergency as failure is not considered imminent.

The dam has a crest length of 545 feet, a maximum height of 35 feet and a storage volume of 149.3 acre-feet at the spillway crest level. The dam is classified by Corps of Engineers guidelines to be a small size, high hazard structure. Based on the visual observations and the data available, the dam is categorized as being in an unsafe, non-emergency condition. The visual inspection revealed that the masonry spillway on the right abutment has deteriorated to the extent that its structural integrity during extended, large discharge conditions, is questionable.
