Book excerpt: The assessment of Lake Pinecrest Dam is based upon visual observations made at the time of inspection, review of available records and data, hydraulic and hydrologic computations and past operational performance. In general, Lake Pinecrest Dam appears to be in fair condition. No seepage was noted on the downstream slope or along the toe of the dam. Several wet areas were observed along the downstream toe of the dam. The spillway is in a deteriorating condition. Several cracks were observed in the spillway walls. Discharges from the spillway are eroding the outlet of the structure. Lake Pinecrest Dam is a high hazard-small size dam. The spillway design flood for a dam of this size and classification is in the range of 1/2 PMF to PMF. The spillway design flood for this dam was selected as the PMF based on the downstream potential for loss of life and property damage. The spillway and reservoir are capable of controlling approximately 66% of the PMF without overtopping the earthen embankment. Based on criteria established by the corps of Engineers, the spillway is termed inadequate.

The spillway is capable of controlling approximately 45% of the PMF. The dam breach analysis indicated that a significant increase in the downstream potential for loss of life and property damage exists should the dam fail. Based on criteria established by the Corps of Engineers, the spillway is termed seriously inadequate. The spillway exit and entrance channels are in poor condition. The heavy vegetation creates the potential for water infiltration and made visual inspection of the embankment difficult. Lake Louise Dam is classified as an unsafe non-emergency dam.

Book excerpt: The Lake of the Four Seasons Dam consists of two earthfill impounding structures. The main embankment (dam) is an earthfill dam, 1500 feet long and 29 feet high. At the left abutment of the main embankment (dam) are two spillways. One spillway consists of a concrete culvert type spillway, modified to function as an orifice. Immediately adjacent to the concrete structure at the left abutment is an open earth cut channel which serves as a temporary auxiliary spillway for the dam. The second impounding structure (dike) is located approximately 1/2 mile southwest of the main embankment. The dike is approximately 600 feet long, and 26 feet high. A permanent concrete ogee spillway is located approximately 500 feet southwest of the dike on the left abutment. The spillway and reservoir are capable of controlling approximately 54% of the PMF. Definitions used by the Corps of Engineers indicate that the spillway should be rated as inadequate. However, the temporary and permanent (as designed) auxiliary spillway has the potential for erosion of the exit channel and subsequent erosion of the toe of dam. It is possible that a failure of the dam could result at less than 1/2 PMF by erosion of the embankment toe.

Book excerpt: Shickshinny Lake Dam is an earthfill dam, 365 feet long and 33 feet high. The crest width of the dam is 17 feet. The upstream slope is 3H:1V and the downstream slope is 2.5H:1V. Both the upstream and downstream slopes are grass covered. Some riprap exists on the upstream slope. The principal spillway consists of a reinforced concrete riser and a 30 inch reinforced concrete pipe which passes under the dam. The top of the riser unit is provided with an anti-vortex device. A gate valve is provided on an inlet pipe just inside the riser unit. Based on our hydraulic and hydrologic analysis it was determined that the spillway and reservoir are capable of controlling approximately 52% of the PMF. Based on criteria established by the Corps of Engineers, the spillway is termed inadequate. No major deficiencies were observed during the inspection. Seepage was noted at the left abutment contact and did not appear to be excessive. Erosion was observed at the outlet structure for the spillway and drainline.

Book excerpt: Lake Catalpa Dam is an earthen embankment with dry masonry walls on both the upstream and downstream sides. Portions of the downstream slope have been replaced with concrete walls. The maximum height is 23 feet. The crest width ranges from 27.5 feet to 30 feet, the crest length is 160 feet. A paved road passes over the crest of the dam. Parapet walls are present both upstream and downstream above the roadway elevation. The reservoir drain is operated by a sluice gate located in the valve house and consists of a 30 in. pipe of unknown material. The spillway is a three sided weir structure placed against the upstream wall with a total crest length of 26 feet. The weir crest is formed by an ogee crest with fish screens along the entire length. The ogee slopes to the entrance of a tunnel through the dam. The tunnel is 6 feet wide and 8.1 feet to 12.7 feet high. The tunnel discharges into an open rectangular shaped channel, at the downstream end of the structure. This rectangular channel continues for about 20 feet where it discharges into a tributary of Leonard Creek. The spillway and reservoir are capable of controlling approximately 33% of the PMF. Based on criteria established by the Corps of Engineers, the spillway is termed inadequate.

Book excerpt: Based on available records, visual inspection, calculations, past operational performance, and consideration of the existing normal pool level, Wanamie Dam is judged to be in fair condition. The existing spillway is a gorge that was eroded when the spillway washed out in 1955. The spillway can pass the Probable Maximum Flood (PMF), which is the Spillway Design Flood (SDF), with 7.9 feet of freeboard. Based on the size and hazard classification of the dam, the recommended SDF varies between the 1/2 PMF and the PMF. The selected SDF is based on the criteria and the downstream conditions. The pool level at maximum PMF level is 5.2 feet below the normal pool level that existed prior to 1955. The spillway capacity is rated as adequate. This rating is dependent upon removal of the remains of the timber structure in the spillway. The only significant stability problem that exists at the embankment is a bulge near the left abutment of the embankment. The owner presently has no intention of returning the dam to its design condition because there is no present requirement for increased water supply storage at the dam. There are no functional emergency drawdown facilities at the dam. Maintenance of the dam is inadequate.

Book excerpt: The dam's location is Wright Township, Luzerne County, U.S.G.S. Quadrangle - Wilkes-Barre West, Pa. The overall appearance and general condition of the dam and appurtenances are fair. Based on visual observations, it is apparent that no maintenance of the dam has been performed for some time. The trees and brush should be removed from the embankment. The spillway crest, discharge channel and walls should be repaired. The spillway bridge and pier should also be rehabilitated or removed since the structure could block the spillway if it collapses. The embankment and spillway appear stable since no signs of movement were noted and the core wall and downstream slope are adequate.

Book excerpt: Pole Run Dam No. 4 is a 30 foot high earthen embankment across Pole Run, a tributary of North Mahanoy Creek. The 780 foot long dam impounds a nine acre reservoir within an 0.58 square mile drainage basin. Very limited data exists regarding the physical features of the dam. The average measured downstream slope is 2H:1V, and the slope is covered with stone and vegetation. Since the average freeboard of the structure is less than one foot at normal pool level, the upstream slope could not be measured. A portion of the upstream slope is covered with stone, and this stone could be seen to extend at least two feet below the water and it is probable that it extends several feet below that elevation. The crest width ranges from 15 feet to 27 feet. The spillway is located at the right abutment, and consists of an open concrete channel with concrete retaining walls. The water supply intakes could not be inspected as they are below water and the pipes are buried in the embankment. The outlet pipes were inspected and three pipes were found. Near the toe of the dam, valves were located which are presumably used to control flow through the pipes.
