Book excerpt: Based on the criteria established for these studies, Elk Lake Dam is judged to be in fair condition. The recommended Spillway Design Flood (SDF) for the size and hazard classification of the dam is the Probable Maximum Flood (PMF). The existing spillway will pass about 84 percent of the PMF before overtopping of the dam occurs. The spillway capacity is rated as inadequate. Several deficiencies were observed at the dam. The most serious is the probable lack of an adequate impervious barrier through the dam. Although some maintenance has been performed, the existing maintenance program could be upgraded. The following remedial measures, listed in approximate order of priority, are recommended to be undertaken by the Owner without delay: (1) Clear brush and debris on and adjacent to the dam. (2) Engage the services of a professional engineer experienced in the design and construction of dams. Utilize his advice in removing the trees on and near the embankment. If any seepage becomes evident after the brush, trees, and debris are removed, the condition should be assessed by the engineer. (3) Fill the slots by the spillway bridge with concrete or other suitable impervious material. (4) Fill the burrowing animal hole adjacent to the spillway with suitable impervious material.

Failure of the dam would increase the hazard for loss of life downstream. As a whole, the dam is judged to be in fair condition. Deficiencies exist that are considered to be indicative of potential stability problems for the spillway. There is no functional outlet works at the dam. Maintenance at the dam is inadequate.

The original purpose of the impounded water was for ice harvesting and recreation. Presently, the lake is being used for recreation. The overall appearance of the dam is poor. Locations of observed deficiencies are shown on the General Plan. The profile and typical sections of the dam are presented and are based on field survey made on the days of inspection. The survey datum for this inspection is elevation 1355 feet above mean sea level for the normal water surface of the lake at the top of the spillway flashboard. On the inspection date (12/11/1980), the lake level was approximately at elevation 1355.5 or 0.5 foot above the spillway flashboard. Deficiencies observed during the field inspection are described, visible features are depicted in photographs.

Potential stability problems exist for the dam. A slope failure occurred over one reach at an unknown time in the past. Although the damage in that reach does not appear to be serious, a similar failure could occur in a more critical area and threaten the overall stability of the dam. In addition, steel beams that support the roof of the spillway outlet channel are badly corroded and create a hazardous condition. Although some maintenance has been performed, the program should be expanded to correct all deficiencies.

Crystal Lake Dam is located on the headwaters of the Lehigh River in Lehigh Township, Wayne County, Pennsylvania. The overall appearance of the dam and appurtenant structures is fair. The toe of the dam and entire embankment are covered with brush and small trees, up to one inch in diameter, obscuring the slopes from view and making of visual inspection difficult. Accordingly, some deficiencies may have gone unnoticed. The embankment slopes are irregular and do not appear to have been constructed to any particular design template. Settlement of the embankment was observed on both sides of the spillway and adjacent to the corewall along the entire length of the dam. These low areas vary in depth from only a few inches to nearly three feet. Erosion all along the upstream slope was observed at, or near, the normal pool level which has resulted in a nearly vertical two-foot drop in the slope. It is reported that riprap was placed on the slope during construction, although it was somewhat sparse in many places. There is very little riprap now remaining on the upstream slope.

Book excerpt: The purpose of a Phase I Investigation is to identify expeditiously those dams which may pose hazards to human life or property. The assessment of the general condition of the dam is based upon available data and visual inspections. Detailed investigations, and analyses involving topographic mapping, subsurface investigations, testing, and detailed computational evaluations are beyond the scope of a Phase I Investigation; however, the investigation is intended to identify any need for such studies. Phase I inspections are not intended to provide detailed hydrologic and hydraulic analyses. In accordance with the established Guidelines, the spillway design flood is based on the estimated 'Probable Maximum Flood' for the region (greatest reasonably possible storm runoff), or fractions thereof. The spillway design flood provides a measure of relative spillway capacity and serves as an aid in determining the need for more detailed hydrologic and hydraulic studies, considering the size of the dam, its general condition and the downstream damage potential.

The embankment has a top width of 42 feet and downstream and upstream slopes of 2H:1V an 1H:1V, respectively. The dam was constructed in 1928-29 to provide a lake for recreational purposes. Based on the visual observations, discussions with the Owner's representative, and information obtained from the Pennsylvania Department of Environmental Resources, Division of Dam Safety, Hunter Lake Dam is considered to be in fair condition.

Book excerpt: Lake Como Dam is a composite structure consisting of an upstream earth embankment and a downstream near-vertical stone wall. The dam is 12.2 feet high and 196 feet long, including spillway. The spillway is located near the middle of the dam, consisting of a 28.3-foot long sharp crested concrete weir, terminating with vertical concrete endwalls. There are no facilities to drain the reservoir. Based on visual inspection, field survey, available records, calculations and past operational performance, Lake Como Dam is judged to be in fair condition. Because the spillway capacity of 535 cfs is less than the estimated 1240 cfs peak discharge of the 100-year flood, the spillway capacity is rated as inadequate. Considering the rotted condition of the plank sheeting to the right of the spillway wall, further deterioration of the sheeting may cause leakage and the stability of the dam could, in time, be affected.
