Book excerpt: The condition of Doverspike No. 2 Dam is considered to be good, except that the dam has no outlet works and no formally engineered spillway facilities. A low spot on the crest of the dam located at the junction of the embankment and the right abutment appears to be the intended spillway overflow section. On the dates of inspection, the pool level was found to be approximately 5 feet below the low spot on the crest of the dam, and as reported by the representative of the owner, the pool is normally maintained at that level by seepage and evaporation losses from the reservoir. According to the recommended criteria, intermediate size dams in the significant hazard category are required to pass from 50 percent of the probable maximum flood (PMF) to full PMF. In view of the downstream damage potential, the lower limit of the recommended range is considered to be applicable to this dam. The flood discharge capacity was evaluated according to the recommended procedure and the dam was found to impound less than 20 percent of the PMF without overtopping the embankment. Therefore, the flood discharge capacity of the dam is classified to be inadequate.

Field observations indicate that the capacity of the discharge channel is significantly less than the capacity of the emergency spillway overflow section, and a major portion of the flow passing the control section would spill onto the embankment, posing a potential for erosion of the embankment. The condition of the embankment is considered to be good. According to the recommended criteria, intermediate size dams in the high hazard category are required to pass full probable maximum flood (PMF) without overtopping the embankment. The flood discharge capacity was evaluated according to the recommended criteria and was found to pass about 30 percent of the PMF without overtopping the embankment. Therefore, the spillway capacity is rated to be inadequate. Because overtopping of the embankment during the passage of 50 percent of the PMF for a duration of 3.2 hours with a maximum depth of 0.4 foot is not considered to present a serious breach potential, the spillway is not considered to be seriously inadequate.

The crest of the emergency spillway is about 0.9 foot above the crest level of the primary spillway, as measured during this inspection. The outlet works consist of a reinforced concrete intake tower, two 12-inch cast-iron supply pipes, and two 30-inch cast-iron outlet pipes. Pipes through the embankment are encased in concrete. Flow through the outlet pipes is controlled by manually sluice gates located in the intake tower. The two 30-inch outlet pipes constitute the emergency drawdown facility for the reservoir. (Author).

The upstream face of the dam is protected by hand-placed riprap. The crest and the downstream slope extending from crest level to a berm at midheight of the embankment is covered with grass. The downstream slope below the berm level is protected by riprap. The flood discharge facilities for the dam consist of an 85-foot-wide rectangular concrete overflow structure located on the left abutment (looking downstream). A concrete wall parallel to the flow direction divides the overflow structure into two open channels. The 50-foot-wide channel adjacent to the left abutment consitutes the primary spillway of the reservoir. The remaining 35-foot section of the overflow structure adjacent to the embankment provides auxiliary spillway capacity. The crest of the auxiliary spillway section is 0.4 foot above the crest level of the primary spillway, as measured during this inspection. The outlet works consist of a reinforced concrete intake tower, two 10-inch cast-iron supply pipes, and two 24-inch cast-iron outlet pipes. Pipes through the embankment are encased in concrete. Flow through the outlet pipes is controlled by manually operated sluice gates located in the intake tower. The two 24-inch outlet pipes constitute the emergency drawdown facility for the reservoir. The condition of the embankment is considered to be poor. The spillway structures were found to be significantly deteriorated. Extensive seepage on the order of 100 to 200 gallons per minute was observed seeping through the spillway structures. The abutment walls of the spillway were constructed about 2 feet below the mean dam crest elevation, posing a potential for erosion of the embankment and the abutment in the event of large flows through the spillway. The downstream face of the dam was found to be on a steep slope (approximately 1.5H to 1V) with swampy areas at the downstream toe level of the dam. The downstream end of the outlet pipe was found to be blocked by debris and siltation, indicating that it has not been functional for some time. In view of the above deficiencies and lack of any design information, it is considered advisable that the dam be evaluated in detail by a professional engineer to assess the structural integrity of the embankment and prepare and execute plans for the rehabilitation of the spillway structures and outlet facilities. According to the recommended criteria, small dams in the high hazard category are required to pass from 50 percent to full probable maximum flood (PMF). In view of the downstream damage potential the upper limit of the recommended range is considered to be applicable to this dam. The flood discharge capacity was evaluated according to the recommended criteria and was found to pass 20 percent of the PMF without overtopping the abutment walls of the spillway.

No conditions were noted at this time that would significantly affect the structural performance of the dam. Therefore, according to the recommended criteria, the flood discharge facilities of the dam are adequate. Presently, the pool elevation is approximately 170 feet below the dam crest level. The following recommendations should be implemented on a continuing basis: (1) The cracking observed on the crest should continue to be evaluated by the design engineers. Also, attention should be given to the slump and seepage observed on the left abutment. Erosion ditches on the right abutment should be filled; and (2) A formal warning system should be developed to alert the downstream residents in the event of emergencies.

The channel is 61 feet wide at the overflow section and then converges uniformly to a width of about 40 feet at midheight of the embankment. The discharge channel terminates at a plunge pool at the toe level of the dam. Commonwealth inspection reports indicate that the spillway discharge channel was directly founded on timber cribbing.

Book excerpt: Based on the evaluation of the existing conditions, Brookville Water Works Dam was found to be in good condition and adequately maintained. The flood discharge capacity of the dam was evaluated according to the recommended procedure and was found to pass less than the 100-year flood without overtopping the embankment portion of the dam. The recommended spillway capacity range is between the 100-year flood and 50 percent of the probable maximum flood (PMF). Considering the low downstream damage potential, the lower limit of the recommended spillway capacity range was considered to be applicable to this dam. Therefore, the flood discharge capacity is classified to be inadequate. However, considering that the slopes of the earth embankment are protected with riprap and the dam has a concrete core wall, and further that the dam has withstood overtoppings in the past without breaching, overtopping of the earth embankment during the passage of 100-year flood can be permitted. Therefore, enlargement of the spillway is not considered to be justified. (Author).

Book excerpt: The Pine Creek Dam consists of an earth embankment approximately 1130 feet long with a maximum height of about 33 feet. As built, the crest of the dam was 60 feet wide with a 2 horizontal to 1 vertical sslope on both the upstream and downstream faces. Over the years, significant fill has been placed on the downstream side of the embankment, increasing the crest width to 300 to 400 feet. A two-lane roadway crosses the crest of the dam. Near the left abutment (looking downstream) the side slope of the spillway discharge channel defines the toe of the present embankment. However, for the remaining major portion of the embankment, no discernible demarcation exists between the embankment and the natural ground that can be identified as the toe of the embankment. Fill placed on the downstream side of theembankment gradually merges to the right abutment. The flood discharge facilities for the dam consist of a combined primary and emergency spillway located near the left abutment. The spillway structures include an ogee overflow section, circular arc in plane view, which discharges into a rectangular concrete discharge channel. A single-span highway bridge crosses the spillway discharge channel, approximately 70 feet downstream from the crest of the overflow section. The crest of theogee overflow section of the spillway is located at an elevation approximately 10 feet below the low point on the crest of the dam.

Book excerpt: Maple Lake Dam is an earthfill embankment 14.4 feet high and 283 feet long, excluding spillway. The emergency spillway is located at the left abutment, consisting of an earth channel having a trapezoidal cross section. The bottom width of the spillway at the reservoir outlet is 56 feet. A service spillway, consisting of a 12-inch riser pipe and an 8-inch diameter outlet pipe, is located approximately 100 feet from the right abutment. The outlet works was reported to consist of an 8-inch diameter asbestos cement pipe, extending upstream of the riser pipe to the reservoir and terminating with two sections of an 8-inch diameter vitrified clay pipe, having a concrete plug at the inlet. Based on visual inspection, the Maple Lake Dam is judged to be in good condition. Under the present conditions, the spillway will pass approximately 37 percent of the PMF. Should the top of the dam be restored to its design elevation, the spillway could pass the SDF without overtopping the dam.

The appurtenant structures of the dam consist of a combined primary and emergency spillway located on the left abutment (looking downstream) and outlet works near the right abutment. Based on the evaluation of the existing conditions, the condition of Storage Dam is considered to be good. Numerous seeps were observed along the left abutment, but these seeps are not considered to be a threat to the integrity of the embankment. However, a slump and an associated wet area were observed along the toe of the dam near the left abutment. This condition should be investigated and necessary repairs performed. The flood discharge capacity of the Storage Dam spillway was evaluated according to the recommended procedure and it was found to be 40 percent of the probable maximum flood (PMF) without overtopping the embankment. Therefore, according to the recommended criteria, the flood discharge capacity of the dam is classified to be inadequate.
