Book excerpt: Deer Lake Dam is an earthfill structure with a concrete core wall. The length of the earthfill structure is about 1,430 feet of which 630 feet crosses the valley and 800 feet is along the right bank of the reservoir. A 245 foot long spillway is located across the original streambed. The concrete gravity spillway section has a crest elevation of 3 feet below the low point of the embankment and contains three sluice gates (Appendix F, Plate IV). The lake was used as a recreational facility, but considerable siltation has occurred in the reservoir. Two sluice gates are partially opened to permit drying out of the silt for future removal. To increase flow in the left corner of the reservoir, and to prevent stagnant water in this area used for swimming, a box culvert was constructed through the embankment. This culvert is in very poor condition. The embankment crest elevation is about 12 feet above streambed, although most of the length is not more than 8 or 9 feet.

The assessment of the general condition of the dam is based upon available data and visual inspections. Detailed investigations, and analyses involving topographic mapping, subsurface investigations, testing, and detailed computational evaluations are beyond the scope of a Phase I Investigation; however, the investigation is intended to identify any need for such studies. Phase I inspections are not intended to provide detailed hydrologic and hydraulic analyses. In accordance with the established Guidelines, the spillway design flood is based on the estimated 'Probable Maximum Flood' for the region (greatest reasonably possible storm runoff), or fractions thereof. The spillway design flood provides a measure of relative spillway capacity and serves as an aid in determining the need for more detailed hydrologic and hydraulic studies, considering the size of the dam, its general condition and the downstream damage potential.

An ungated drop spillway with an 158-foot long sharp crested weir is located approximately 60 feet from the right abutment (looking downstream). The 80 acre lake is used for recreation by the residents of Bear Creek Village. It is unknown when the dam was constructed. In the state inspection report of April, 1915 it is stated, 'This dam was constructed a great many years ago, but it has been repaired from time to time, so that more than likely none of the original structure is now in existence.' Examination of the results of the hydrologic and hydraulic analysis indicate that the drop spillway is capable of passing 11 percent of the Probable Maximum Flood (PMF) without overtopping of the embankment. Failure of the dam would significantly increase the hazard to loss of life downstream of the dam. Therefore, the capacity of the drop spillway is classified as 'seriously inadequate.' The dam is considered to be 'unsafe (non-emergency).'

Book excerpt: Greenwood Dam is an earthfill embankment, originally constructed in 1880. The embankment height was increased in 1901 or 1904 and again in 1935 to its present configuration. The length of the embankment is about 850 feet with a maximum height of 32 feet. Four 20-inch pipes are placed under the embankment with valves at the downstream end without control at the upstream end. The pipes are supported on a masonry wall. The outlets of these pipes are not visible because they are submerged under the backwater of the Lake Hauto Dam, which is located immediately downstream. The spillway is located in the left abutment, about 100 feet from the end of the dam. The spillway is a concrete ogee weir and the discharge channel is cut out of the rock. The length of the ogee section is 94.5 feet and the weir crest is 2.0 feet above the approach channel. The left side of the spillway is sloped and cement paved. The right side is a vertical wall of stone, laid in mortar.

The principal features of the dam include the embankment, a concrete drop inlet type primary spillway and an emergency spillway section at the right abutment. The emergency spillway is constructed as an earth structure with the overflow section about six feet lower than the crest of the main embankment. The embankment crest design elevation is 1126 and its length is 795 feet from the left abutment to the emergency spillway. The height of the dam is 35 feet above the streambed. A two foot thick blanket drain is located under the downstream slope of the embankment. This blanket is composed of a filter material and is about 450 feet by 40 feet in plan dimension. The primary spillway is a reinforced concrete riser located at the upstream toe of the embankment near the center of the dam.

Book excerpt: Wild Acres Lake Dam is located on a branch of Hornbecks Creek in Delaware Township, Pike County, Pennsylvania. The facility is an integral part of the surrounding development known as Wild Acres. The community is nestled in the mountains of Pike County less than five miles west of U.S. Route 209 which parallels the Delaware River in this area. Observations made during the visual inspection indicate the embankment and adjacent dike are in good condition. Heavy brush growth and small trees were observed along the embankment crest and upstream face. No evidence of seepage through the downstream embankment face, excess settlement, sloughing, erosion or animal burrows was encountered by the inspection team. Some rock slope protection has been displaced immediately adjacent the spillway right wingwall, leaving small bare areas on both the upstream and downstream embankment faces. The top of the concrete corewall exhibits excessive cracking and spalling along its entire length except for that portion associated with the dike along the right abutment which is in relatively good condition.

The existing spillway will pass about 84 percent of the PMF before overtopping of the dam occurs. The spillway capacity is rated as inadequate. Several deficiencies were observed at the dam. The most serious is the probable lack of an adequate impervious barrier through the dam. Although some maintenance has been performed, the existing maintenance program could be upgraded. The following remedial measures, listed in approximate order of priority, are recommended to be undertaken by the Owner without delay: (1) Clear brush and debris on and adjacent to the dam. (2) Engage the services of a professional engineer experienced in the design and construction of dams. Utilize his advice in removing the trees on and near the embankment. If any seepage becomes evident after the brush, trees, and debris are removed, the condition should be assessed by the engineer. (3) Fill the slots by the spillway bridge with concrete or other suitable impervious material. (4) Fill the burrowing animal hole adjacent to the spillway with suitable impervious material.

Available in PDF, EPUB and Kindle. Book excerpt: Penn Lake Dam is an earth embankment approximately 350 feet long and 44 feet high at its maximum section. The spillway consists of twelve 42-inch diameter, 20-foot long pipes located approximately 1,000 feet left (looking downstream) of the dam. Earth swales on both sides of the battery of pipes function as auxiliary spillways. The 56 acre reservoir is used for recreation by members of the Penn Lake Association. Examination of the results of the hydrologic and hydraulic analyses indicates that the spillway (pipes and swales) is capable of passing 48 per cent of the Probable Maximum Flood (PMF) without overtopping of the embankment. Failure of the dam would increase the hazard of loss of life downstream of the dam. The capacity of the spillway system is therefore classified as 'Seriously Inadequate.' The dam is considered to be unsafe (non-emergency). Based on visual observations made during the date of the inspection, the dam is considered to be in poor condition.

Book excerpt: Based on a visual inspection, operational history, and hydrologic and hydraulic analysis, the dam is considered to be in fair condition. The size classification of the facility is small and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility ranges between the 1/2 PMF (probable Maximum Flood) and the PMF. Since the facility is classified near the upper bounds of the small category with regard to available storage capacity, the SDF is considered to be the PMF. Results of the hydrologic and hydraulic analysis indicate that under existing conditions the facility will pass and/or store only about 17 percent of the PMF prior to embankment overtopping at the low area adjacent the left abutment. If the low area were regraded to the design top of dam, the spillway system would then pass about 28 percent of the PMF prior to embankment overtopping. Under existing conditions, spillway discharges are controlled by the existence of a township-owned roadway embankment and culvert that is situated about 100 feet downstream of the spillway weir.
