The dam embankment is approximately 600 ft. long, has a maximum toe to crest height of 32.3 ft., and a crest width of 12 ft. Flood discharge facilities consist of an ungated, 60 ft. wide spillway channel and a 30 in. corrugated metal reservoir drain conduit controlled by a sluice gate. Based on the evaluation of available design information and visual observations of conditions as they existed on the dates of the field reconnaissances, the general condition of Cowans Gap Dam is considered to be good. The spillway can pass a maximum of 61 percent PMF without overtopping the embankment crest. (Author).

The top width of the dam is 14 feet. The spillway is located at the left abutment of the dam and consists of a concrete lined chute. The weir consists of a 125 foot long concrete ogee. The inspection and review of data of Lyman Run Dam did not reveal any problems which require emergency action. The dam appears to be in good condition with the exception of the seepage, well maintained and safely operated. Lyman Run Dam is a high hazard-intermediate size dam. The Spillway Design Flood is the PMF(Probable Maximum Flood). The spillway and reservoir are capable of controlling the PMF. Based on criteria established by the Corps of Engineers, the spillway is termed adequate.

Book excerpt: The assessment of Sugar Creek Dam is based upon visual observations made at the time of inspection, review of available records and data, hydraulic and hydrologic computations and past operational performance. The inspection and review of Sugar Creek Dam did not reveal any problems which would require emergency action. The dam appears to be in fair condition and in need of minor maintenance. The Sugar Creek Dam is a high hazard-small size dam. The spillway design flood (SDF) for a dam of this size and classification is 1/2 PMF to PMF. The PMF has been selected as the spillway design flood based on the downstream potential for loss of life. The spillway and reservoir are considered capable of controlling approximately 50% of the PMF. The 0.1 feet of overtopping of the embankment crest during the 1/2 PMF event for a duration of 1 hour was not considered sufficient to cause failure of the structure. Based on the judgement of the evaluating engineer, the location and duration of the overtopping as well as the existence of a concrete curb on the upstream and downstream edge of the embankment crest would sufficiently contain the overtopping to the spillway area minimizing damage to the embankment and spillway. The spillway is considered inadequate.

Book excerpt: Lake Jean Dam is a zoned earth embankment approximately 26 feet high and 780 long, including spillway. The emergency spillway is an uncontrolled, rectangular, concrete and rock cut chute channel located at the right abutment. The crest of the spillway is 20 feet long and is spanned by a concrete bridge which supports a portion of the bituminous roadway that covers the embankment crest. Drawdown capability is provided by means of a 30-inch diameter cast iron blowoff pipe controlled at the inlet by a 30-inch diameter sluice gate. The facility consists of a main dam (Lake Jean Dam) and two appurtenant saddle dams (east and west dikes). Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store about 73 percent of the PMF prior to overtopping the east dike. Thus, based on the screening criteria contained in the recommended guidelines, the spillway is considered to be inadequate, but not seriously inadequate. Should the saddle dams be regraded to their design elevation, the spillway would then pass floods in excess of the PMF and would be considered adequate.

The western stream contains Romobe Lake (PennDER I.D. No. 58-10) which is 1750 feet upstream from Hathaway Pond Dam. The eastern tributary contains Ball Lake and an unnamed smaller pond in series. Ball Lake is 2450 feet upstream and will retain considerable storage while the smaller unnamed pond was considered to have no effect on Hathaway Pond Dam. Two homes, a trailer, and township road are located 1800 feet downstream from Hathaway Pond Dam. These could suffer economic damage in the event of a dam failure.

Book excerpt: Galvin Pond Dam is owned by Mr. Walter Kirby and is classified as a 'Significant' hazard - 'Small' size dam. The dam was found to be in fair overall condition at the time of inspection. Hydraulic/hydrologic evaluation, performed in accordance with procedures established by the Baltimore District, Corps of Engineers, revealed that the spillway capacity is less than the peak inflow to the impoundment during the 100-year flood. A spillway design flood (SDF) in the range of the 100-year flood to the 1/2 Probable Maximum Flood (1/2 PMF) is required for Galvin Pond Dam. Because the dam is on the low end of the 'Small' size category in terms of storage capacity and height, the 100-year flood was chosen as the SDF. The spillway is therefore considered 'Inadequate.' Several items of remedial work should be immediately initiated by the owner. These include: (1) Develop remedial measures to ensure that the dam is not overtopped by the 100-year flood; (2) Repair the two 12-inch steel pipes, fill the embankment to original crest elevation and reseed with grass; (3) Cut the trees and brush on the dam; and (4) Provide means to draw down the reservoir during an emergency.

It was observed during the inspection that a new concrete cap had been placed on the structure. The concrete appeared to be in good condition. The dam was constructed with dry rubble masonry with an upstream earthfill. No concrete exists on the downstream face of the structure or on the bench located along the downstream face of the structure. The rubble masonry appeared to be in good condition and well maintained.

Book excerpt: Pottsgrove Dam is a 37-foot high earth embankment approximately 900 feet long. The embankment is comprised of three sections of which the center section is about 560 feet long. The left and right sections are approximately 90 and 250 feet long (including spillway), respectively, and each form an angle of about 60 degrees with the center section. The facility is served by a concrete and masonry chute channel spillway with an uncontrolled concrete, ogee-shaped weir located within the right embankment section. The spillway has a crest length of 64 feet and is 4.6 feet deep (below wingwall level). In addition, the facility is equipped with a 16-inch diameter cast iron pipe (C.I.P.) blowoff line, and 10- and 12-inch diameter C.I.P. supply lines controlled by gate valves housed within a structure located at the downstream toe of the embankment. The condition of Lake Walter Dam is considered to be good. The swampy condition at the toe of the dam is not considered to be significant at this time; however, the condition should be monitored to document if seepage is developing.

Book excerpt: Warner Dam is owned by William S. Newlin, Jr., and is classified as a 'Low' hazard - 'Small' size dam. The dam was found to be in fair overall condition at the time of inspection. Hydraulic/hydrologic evaluations revealed that the spillway capacity is less than the peak inflow to the impoundment during the 100-year flood. A spillway design flood (SDF) in the range of the 50- year flood to the 100-year flood is required for Warner Dam. The 100-year flood was chosen as the SDF. The spillway is therefore considered 'Inadequate.' It is recommended that the owner immediately develop remedial measures to provide adequate spillway capacity. The inspection revealed certain items of remedial work which should be performed by the owner without delay. These include: (1) Provide adequate spillway capacity; (2) Repair the spalling on the downstream face of the concrete corewall; (3) Ensure that the outlet works are operable, or develop an emergency drawdown plan; and (4) Cut all trees on the embankment at ground level. All trees with a trunk diameter greater than 3 inches should have their root systems removed. All resultant areas of erosion and cavities should be filled, graded, compacted and seeded. In addition, the following operational measures are recommended to be undertaken by the owner: (1) Develop a detailed emergency operation and warning system; (2) During periods of unusually heavy rainfall, provide around-the-clock surveillance of the dam; and (3) When warning of a storm of major proportions is given by the National Weather Service, activate the emergency operation and warning system.
