The inspection and review of data of the Brown's Lake Dam did not reveal any problems which would require emergency action. The dam appears to be in good condition and adequately maintained. Brown's Lake Dam is a high hazard-small size dam. The spillway design flood (SDF) for a dam of this size and classification is 1/2 PMF to the PMF. the PMF has been selected as the spillway design flood based on downstream potential for loss of life. The spillway and reservoir are capable of controlling the spillway design flood (PMF). Based on criteria established by the Corps of Engineers, the spillway is termed adequate. The following recommendations and remedial measures should be instituted as soon as possible. (1) A regularly scheduled maintenance program should be developed and implemented. (2) A warning system should be developed to warn downstream residents of large spillway discharges or imminent failure of the dam. (3) A safety inspection program should be implemented with inspections at regular intervals by qualified personnel. (4) The drainline valve should be operated on a regular basis.

Based on the size and hazard classification of the dam, the recommended Spillway Design Flood is the Probalble Maximum Flood (PMF). The spillway can pass about 82 percent of the PMF. Since the dam cannot pass the PMF but can pass the 1/2 PMF, the spillway capacity is rated as inadequate. Deficiencies exist that are considered to be pertinent to the stability of the dam. The deficiencies include the following: seepage, steep slopes, a depression on the top of the dam, growth of trees on the dam, and holes and a depression on the downstream slope of the dam. The type of design and methods of construction increase the concern for the deficiencies. The condition of the outlet works is unsatisfatory. There are no upstream closure facilities. Maintenance of the dam is inadequate. (Author).

Book excerpt: Lake Sophia Dam consists of an earth embankment approximately 340 feet long with a maximum height of 29 feet from the downstream toe and a crest width of 9 feet. The upstream side of the dam is protected by a small amount of riprap and the downstream face is covered with grass. The flood discharge facilities for the dam consist of a concrete open-channel spillway located near the left abutment. The outlet facilities consist of a 12-inch-diamenter corrugated metal pipe extending through the embankment along the original streambed. Based on the evaluation of existing conditions, the condition of Lake Sophia Dam is considered to be unsafe/nonemergency due to seriously inadequate spillway capacity. The flood discharge capacity was evaluated according to to the recommended procedure and was found to pass approximately 15 percent of the PMF without overtopping the dam. Results of the breach analysis indicate that downstream damage would be significantly increased due to a dam failure.

Book excerpt: Big Brown Dam consists of an earth embankment approximately 290 feet long with a maximum height of approximately 37 feet from the downstream toe, and a crest width in the range of 8 to 11 feet. The downstream slope of the dam is 1-1/2 horizontal to 1 vertical and is protected with well-established grass. The upstream slope is protected by riprap extending to the crest level of the dam. The flood discharge facilities for the dam consist of a primary spillway incorporated into the outlet facilities and an open channel emergency spillway located on the right abutment. The outlet facilities consist of a 20-inch cast-iron supply line and a 20-inch cast-iron blow-off pipe. Based on the evaluation of the existing conditions, the condition of Big Brown Dam is considered to be poor. Extensive swampy areas were observed along the toe of the dam. This condition, together with the steep downstream slope of the embankment raises concern as to the continued stability of the embankment. The flood discharge capacity of the dam was found to be at the lower limit of the recommended spillway capacity range of 50 percent to full PMF relative to the size and hazard classification of the dam.

The emergency spillway is located at the left abutment, consisting of an earth channel having a trapezoidal cross section. The bottom width of the spillway at the reservoir outlet is 56 feet. A service spillway, consisting of a 12-inch riser pipe and an 8-inch diameter outlet pipe, is located approximately 100 feet from the right abutment. The outlet works was reported to consist of an 8-inch diameter asbestos cement pipe, extending upstream of the riser pipe to the reservoir and terminating with two sections of an 8-inch diameter vitrified clay pipe, having a concrete plug at the inlet. Based on visual inspection, the Maple Lake Dam is judged to be in good condition. Under the present conditions, the spillway will pass approximately 37 percent of the PMF. Should the top of the dam be restored to its design elevation, the spillway could pass the SDF without overtopping the dam.

The earth fills flanking the overflow section gradually merge into the natural abutments with no discernible embankment-abutment junction. The dam does not appear to have any low level outlet facilities. It appears that this dam was constructed at the outlet of a natural lake to raise the lake level. The dam is classified to be in the significant hazard category. Below the dam, Whitelock Creek flows about 150 feet, falls over a stone wall, then flows under a bridge. A house located downstream of the bridge is considered to be in the floodplain of the creek. The stream flows adjacent to a rural residential area for approximately one mile, and then discharges to an essentially uninhabited valley. It is estimated that a failure of this dam would likely cause damage to the downstream bridges and property in the rural residential area. Loss of a few lives is considered possible.

The lack of embankment protection from spillway flows and the inadequate spillway capacity are the primary deficiencies which cause concern for the safety of this dam. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for this facility is in the range of the 100 year flood to 1/2 the Probable Maximum Flood (PMF). Based on the size of the dam and degree of downstream hazard, the selected SDF is the 100 year flood. The hydrologic and hydraulic computations indicate that the combination of reservoir storage and outlet works discharge capacity will not pass the SDF (100 year flood) prior to overtopping the embankment. In accordance with the criteria outlined and evaluated in Section 5.5 of this report, the discharge capacity for Duck Pond Dam is considered to be inadequate.

Book excerpt: The dam consists of a zoned, earthfill embankment that is 590 feet long and 52 feet high at its maximum section. The main spillway is a drop spillway located near the right abutment of the dam. It consists of a concrete riser connected to a 30-inch diameter reinforced concrete pipe under the embankment. The auxiliary spillway is an excavated channel along the left abutment of the dam. It is a grass-linked excavation in earth. Based on visual inspection, available records, calculations and past operational performance, PA-467 Dam is judged to be in good condition. The existing spillway can pass the Probable Maximum Flood(PMF) without overtopping of the dam. The spillway capacity is rated as adequate. There is a slope stability analysis for the embankment, and it indicates that the embankment has adequate factors of safety. There is no evidence of significant problems threatening the embankment.
