The outlet facilities consist of a 16-inch cast-iron blow-off pipe and 10- and 12-inch cast-iron supply pipes. Based on the evaluation of the existing conditions, the condition of Bear Rock No. 1 Dam is considered to be unsafe/nonemergency due to the seriously inadequate spillway capacity (30% of PMF). The condition of the embankment is considered to be fair.

The spillway discharge channel is a stone masonry chute, which terminates at a plunge pool. A dike along the right side of the spillway discharge channel is provided to prevent flow towards the toe of the dam. The outlet facilities consist of a 16-inch cast-iron blow-off pipe and a 12-inch cast-iron supply pipe. Based on the evaluation of the existing conditions, the condition of Bear Rock No. 2 Dam is considered to be unsafe/nonemergency. The structural condition of the embankment is considered to be good. The spillway capacity was evaluated according to the recommended procedure and was found to pass 30 percent of the probable maximum flood (PMF) without overtopping the embankment.

Book excerpt: Based on a visual inspection, review of post-construction engineering studies, and available engineering data, the Hinckston Run Dam is considered to be in good condition. Deficiencies were limited to general deterioration of the concrete spillway section, and apparent inoperability of the valves within the intake tower. The size classification of the facility is intermediate, and the hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility is the Probable Maximum Flood (PMF). Results of the hydrologic and hydraulic analysis indicate the facility can pass and/or store about 38 percent of the PMF prior to overtopping of the embankment. Overtopping, even under floods of PMF magnitude, is not expected to cause failure of the unusually massive embankment configuration which is composed of erosion-resistant, hot-poured slag. Thus, the spillway system is considered to be inadequate, but not seriously inadequate.

The downstream slope of the dam is 1-1/2 horizontal to 1 vertical and is protected with well-established grass. The upstream slope is protected by riprap extending to the crest level of the dam. The flood discharge facilities for the dam consist of a primary spillway incorporated into the outlet facilities and an open channel emergency spillway located on the right abutment. The outlet facilities consist of a 20-inch cast-iron supply line and a 20-inch cast-iron blow-off pipe. Based on the evaluation of the existing conditions, the condition of Big Brown Dam is considered to be poor. Extensive swampy areas were observed along the toe of the dam. This condition, together with the steep downstream slope of the embankment raises concern as to the continued stability of the embankment. The flood discharge capacity of the dam was found to be at the lower limit of the recommended spillway capacity range of 50 percent to full PMF relative to the size and hazard classification of the dam.

An ungated drop spillway with an 158-foot long sharp crested weir is located approximately 60 feet from the right abutment (looking downstream). The 80 acre lake is used for recreation by the residents of Bear Creek Village. It is unknown when the dam was constructed. In the state inspection report of April, 1915 it is stated, 'This dam was constructed a great many years ago, but it has been repaired from time to time, so that more than likely none of the original structure is now in existence.' Examination of the results of the hydrologic and hydraulic analysis indicate that the drop spillway is capable of passing 11 percent of the Probable Maximum Flood (PMF) without overtopping of the embankment. Failure of the dam would significantly increase the hazard to loss of life downstream of the dam. Therefore, the capacity of the drop spillway is classified as 'seriously inadequate.' The dam is considered to be 'unsafe (non-emergency).'

Erosion ditches on the right abutment should be filled; and (2) A formal warning system should be developed to alert the downstream residents in the event of emergencies.

The flood discharge capacity was evaluated according to the recommended criteria and was found to pass about 30 percent of the PMF without overtopping the embankment. Therefore, the spillway capacity is rated to be inadequate. Because overtopping of the embankment during the passage of 50 percent of the PMF for a duration of 3.2 hours with a maximum depth of 0.4 foot is not considered to present a serious breach potential, the spillway is not considered to be seriously inadequate.

The dam is constructed with a masonry spillway located about 35 feet left of the right abutment. The crest of the spillway is 100 feet long and about 11 feet below the top of its wingwalls. Based on a visual inspection, operational history, and available engineering data, the dam is consisered to be in poor condition. The defunct facility has been essentially abandoned since 1952 and its reservoir is sediment filled. Results of the hydrologic and hydraulic analysis indicate that the facility is capable of passing and/or storing only 36 percent of the PMF without embankment overtopping. Structural deficiencies noted by the inspection team included substantial embankment overgrowth, an access road cut through the embankment near the left abutment, cracking of the masonry spillway wingwalls, and a sediment filled reservoir. Due to the seriously inadequate spillway and overall poor condition, the facility is considered unsafe but non-emergency as failure is not considered imminent.

Book excerpt: The PA-647 dam is one of the seven flood control structures in the Wheeling Creek watershed. The dam consists of an earth embankment approximately 500 feet long with a maximum height of 95 feet from the downstream toe and a crest width of 15 feet. The flood discharge facilities for the dam consist of a drop inlet type primary spillway located near the left abutment (looking downstream) and an emergency spillway on the right abutment. Based on the evaluation of the conditions as they existed on the dates of inspection and as revealed by visual observations, the condition of PA-647 dam is considered to be good. The spillway capacity is classified to be adequate according to the recommended criteria.
