Based on the visual observations, discussions with the owner, and information obtained from the pennsylvania Department of Environmental Resources, Division of Dam Safety, Arlington Lake Dam is considered to be in poor condition.

The recommended Spillway Design Flood (SDF) for the size and hazard category of the dam varies between 1/2 of the Probable Maximum Flood (PMF) and the PMF. Based on the criteria and the downstream conditions, the selected SDF is the PMF. Based on existing conditions, the spillway will pass about 20 percent of the PMF before overtopping of the dam occurs. Failure of the dam would increase the hazard to loss of life downstream. If the dam were raised to its design elevation, the spillway would pass about 28 percent of the PMF. The spillway capacity would still be rated as seriously inadequate. As a whole, the dam is judged to be in poor condition. Lack of maintenance has caused the spillway to deteriorate to such an extent that it is on the verge of collapse. It is unlikely that the spillway could withstand any flood of significant duration. (Author).

Consequently, the spillway is assessed as being inadequate, but not seriously inadequate. Recommended owner procedures are listed.

Book excerpt: Hemlock Lake Dam is an earth embankment about 450 feet long and 27 feet high. An ungated overflow spillway is located at the right abutment. A paved roadway has been constructed on the dam crest and a bridge has been constructed over the spillway. The dam was constructed in the early 1950's to provide a lake for recreational purposes. Hemlock Lake Dam has a maximum storage capacity of 117 acre-feet and a maximum height of 27 feet. The dam is classified as 'Small' size. Due to the potential for excessive property damage and the loss of more than a few lives in the damage center which consists of 5 houses with door sills as low as 5 feet above the stream bed located within 1,500 feet downstream of the dam, the structure classified as a 'High' hazard. Examination of the results of the hydrologic and hydraulic analyses indicates that the spillway is capable of passing approximately 26% of the Probable Maximum Flood (PMF) without the dam being overtopped. The selected Spillway Design Flood (SDF) for this 'Small' size, 'High' hazard potential structure is the PMF. The water surface elevation at the damage center is 2.4 feet higher for the breach condition than for the non-breach condition. The spillway is classified as 'Seriously Inadequate, Unsafe, Non-Emergency' since breaching of the dam significantly increases the downstream hazard potential. Based on visual observations and a review of the information obtained from the Pennsylvania Department of Environmental Resources (DER), Hemlock Lake Dam appears to be in poor condition.

An ungated drop spillway with an 158-foot long sharp crested weir is located approximately 60 feet from the right abutment (looking downstream). The 80 acre lake is used for recreation by the residents of Bear Creek Village. It is unknown when the dam was constructed. In the state inspection report of April, 1915 it is stated, 'This dam was constructed a great many years ago, but it has been repaired from time to time, so that more than likely none of the original structure is now in existence.' Examination of the results of the hydrologic and hydraulic analysis indicate that the drop spillway is capable of passing 11 percent of the Probable Maximum Flood (PMF) without overtopping of the embankment. Failure of the dam would significantly increase the hazard to loss of life downstream of the dam. Therefore, the capacity of the drop spillway is classified as 'seriously inadequate.' The dam is considered to be 'unsafe (non-emergency).'

Book excerpt: Pocono Lake Dam is a concrete ogee spillway with concrete non-overflow sections keyed on each side into a zoned earth embankment. The embankment contains an upstream impervious fill protected with three feet of dumped riprap over a one foot filter bed. The facility is considered to be in good condition and well maintained. Hydrologic and hydraulic calculations indicate the dam will pass the Probable Maximum Flood without overtopping. Therefore, the spillway system is considered to be 'Adequate'. Visual inspection of the dam and reservoir detected no significant problems with the structure. There was some leakage noted around the stilling basin walls, which was assessed to be drainage from the rock toe. Some minor cracking of the spillway walls was noted and the loss of some joint sealer was noted in the bride. These conditions are not considered to be critical.
