Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers' Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.

This book was released on 2019-03-24 with total page 234 pages. Available in PDF, EPUB and Kindle. Book excerpt: Audits provide essential accountability and transparency over government programs. Given the current challenges facing governments and their programs, the oversight provided through auditing is more critical than ever. Government auditing provides the objective analysis and information needed to make the decisions necessary to help create a better future. The professional standards presented in this 2018 revision of Government Auditing Standards (known as the Yellow Book) provide a framework for performing high-quality audit work with competence, integrity, objectivity, and independence to provide accountability and to help improve government operations and services. These standards, commonly referred to as generally accepted government auditing standards (GAGAS), provide the foundation for government auditors to lead by example in the areas of independence, transparency, accountability, and quality through the audit process. This revision contains major changes from, and supersedes, the 2011 revision.

House of Commons. Committee of Public Accounts and published by The Stationery Office. This book was released on 2004 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Inland Revenue collects over £200 billion a year in tax and National Insurance contributions from 30 million taxpayers, ranging from individuals to multinational corporations. The total amount of debt from unpaid taxes stood at £12 billion at the end of March 2004, of which £3 billion was more than a year old. Following on from a NAO report (HCP 363, session 2003-04; ISBN 0102927596) published in March 2004, the Committee has examined the progress made by the Inland Revenue to speed up debt recovery, whether more can be done to encourage prompt payment and the application of good practice in debt management. Findings include that the Department should impose a surcharge on persistent late payers; use other government departmental records to find taxpayers it cannot trace; seek additional powers for enforcing debts similar to those of other tax authorities; and include debt management data in its performance measures.
Book Synopsis Tax Expenditure Reporting and Its Use in Fiscal Management by : International Monetary Fund. Fiscal Affairs Dept.

This book was released on 2019-03-27 with total page 19 pages. Available in PDF, EPUB and Kindle. Book excerpt: This note aims to inform governments on how to account for tax expenditures and use that information in fiscal management. The emphasis is on developing and emerging market economies, where the use of such accounts is in its infancy because of data constraints, insufficient human and financial resources, and weak fiscal institutions. Most developing economies, more-over, do not have tax policy units in their Ministry of Finance to provide analytical support to the govern¬ment and legislature that integrates all revenue policy aspects. As a result, the tax policy framework can be fragmented: line ministries compete in the provision of sectoral tax incentives, but do not report on their cost. The note is organized as follows. The second section outlines the role that tax expenditure measurement and reporting can play in fiscal management. The third section provides a step-by-step approach on how tax expenditure accounts can be built, with emphasis on data, methods and models, and institutional requirements. The section is concerned primarily with the direct cost of tax expenditures—that is, the revenue forgone because of them. It does not deal with their indirect costs, which could include economic efficiency losses and additional tax administration resources, and it does not address assessment of the benefits of tax expenditures. The fourth summarizes the current sta¬tus of tax expenditure reporting in developing econo¬mies, with some reference to advanced economies. The last section concludes.

Available in PDF, EPUB and Kindle. Book excerpt: "Think of the federal government as a gigantic insurance company (with a side line business in national defense and homeland security) which only does its accounting on a cash basis-only counting premiums and payouts as they go in and out the door. An insurance company with cash accounting is not an insurance company at all. It is an accident waiting to happen." Peter R. Fisher, former Bush Administration Undersecretary of the Treasury "Our objective in preparing the fiscal year 2005 Financial Report of the U.S. Government is to give Congress and the American people a timely and useful report on the cost of the Federal Government's operations." John W. Snow, former Bush Administration Secretary of the Treasury "Scoring the budget on an accrual basis-the private sector norm and, I believe, a sensible direction for federal budget accounting-would better underscore the tradeoffs we face. Under accrual accounting, benefits would be counted as they are earned by workers rather than when they are paid out by the government." Alan Greenspan, former Chairman of the Federal Reserve Board "The significance of these accrual-based reports is that they show the implications of current budgetary decisions over a longer time horizon…. This information is therefore an important element of the debate about the real effects of governmental commitments." Paul H. O'Neill, former Bush Administration Secretary of the Treasury "[A] practical management tool for policy-makers and a source of useful information for the public about the assets, liabilities, and operations of the government." Lawrence H. Summers, former Clinton Administration Secretary of the Treasury "We believe that the publication of this financial report is an important step in providing the American public with useful information about their government's assets, liabilities and operations." Robert E. Rubin, former Clinton Administration Secretary of the Treasury In December 2005, the White House published its Financial Report of the United States Government-only 2000 copies were printed despite the purpose of the report being to explain the country's financial wellbeing to Congress and the American people. Now, for the first time, that report is widely published so the American people can see what's really going on with the nation's finances.

Book Synopsis HM Revenue & Customs by : Great Britain. National Audit Office
Download or read book HM Revenue & Customs written by Great Britain. National Audit Office and published by The Stationery Office. This book was released on 2008 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although most tax payments are made on time, around one-third are not. The level of debt in HM Revenue and Customs fluctuates on a daily basis. The difference is mainly because these systems exclude some debt that is due but is paid almost immediately and there are timing differences in when debt is downloaded from the main tax systems. This report analyses trends in debt levels using figures from the debt management systems. It examines: The Department's performance in managing debt; how the Department manages and prioritises debts; the Department's methods for collecting debt and how it encourages taxpayers to pay on time. It finds that though the Department has improved its management of tax debt, over the last year debt as a proportion of net receipts and the age of debt has increased on some taxes.

This book was released on 2007-06-12 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: In January 2004, the Inland Revenue entered into a contract with Capgemini to provide IT services to support the Department's business. The contract, known as ASPIRE (Acquiring Strategic Partners for the Inland Revenue), replaced two previous contracts with EDS and Accenture and, following the merger of the Inland Revenue and HM Customs & Excise in 2005, the latter's IT services contract with Fujitsu was incorporated within ASPIRE in April 2006. This change from one supplier to another was the first of this scale in the public sector, and the contract provides wider lessons for the public sector in re-competing major contracts, particularly relating to the payment of transition costs. The cost of the contract has risen from £2.83 billion to £8.5 billion over the 10 year term. Following on from a NAO report on this topic (HCP 938, session 2005-06; ISBN 9780102939170) published in July 2006, the Committee's report examines the procurement process, the transition to a new supplier and the performance of the ASPIRE contract to date. Findings include: i) before concluding the deal, the Department should have evaluated bids against a range of demands for IT services and analysed the effect of different scenarios on suppliers' prices and profit margins; ii) it should have evaluated the performance of consultants and the lessons to be learned from their use, not only for their own benefit but for that of other departments; iii) by contributing to bid costs and paying transition costs to secure competition for the contract, the Department incurred a premium of £51.9 million; iv) it should set more challenging performance targets to impose sufficient discipline on suppliers; and v) the Government should not be placed in the invidious position of having to commission further work from a contractor in order to recover compensation for underperformance.
Book Synopsis National Audit Office - Department for Business, Innovation and Skills: Student Loan Repayments - HC 818 by : Great Britain: National Audit Office
Download or read book National Audit Office - Department for Business, Innovation and Skills: Student Loan Repayments - HC 818 written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2013-11-28 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: Until the Department for Business, Innovation and Skills (BIS) has a robust strategy for maximizing the collection performance of student loans and improves its information on borrowers, it will not be well-placed to secure value for money. BIS forecasts that the total value of outstanding student loans will increase from £46 billion in 2013 to approximately £200 billion by 2042, in 2013 prices. The number of borrowers due to repay is projected to increase from 3 million in 2012-13 to 6.5 million by 2042. The loan book is therefore becoming a substantial public asset. BIS and its collection partners HM Revenue & Customs and the Student Loans Company (SLC) work together in a joined-up way. In 2012-13, they collected £1.4 billion in student loan repayments, at a cost of £27m. BIS needs to make better use of data to support its collection strategy and improve its understanding of where it could invest to maximise the collection value of the loan book. In designing how student loans would work, BIS anticipated that a proportion of the loans would not be repaid. However, BIS has not set an annual target for the amount to be collected because repayments are affected by graduate earnings and economic factors outside its direct control. Annual repayment forecasts are consistently higher than amounts collected. While many borrowers may not be in employment, BIS and the SLC have carried out little analysis to establish how many may be working overseas or the level of repayments that may be missed
Book Synopsis National Audit Office - Department of Energy and Climate Change: The levy Control Framework - HC 815 by : Great Britain: National Audit Office
Download or read book National Audit Office - Department of Energy and Climate Change: The levy Control Framework - HC 815 written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2013-11-27 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: In establishing the Levy Control framework, the Government has recognised the importance of monitoring and controlling the considerable cost of energy schemes that consumers fund through their energy bills. The NAO concludes that the Levy Control Framework is a valuable tool for supporting control of the costs to consumers that arise from the Government's energy policies, and has prompted the Department of Energy and Climate Change to monitor actual and expected costs to consumers from the schemes it covers. However, the operation of the Framework has not been fully effective in some key areas. Spending and outcomes have not been linked in deliberations by the joint Treasury and departmental levy control board and reporting on Framework schemes has not supported effective public and parliamentary scrutiny of the overall costs and outcomes from levy-funded spending. As consumer-funded spending on energy policies increases and new schemes are introduced, the Department needs to assure Parliament and the public that it has robust arrangements to monitor, control and report on consumer-funded spending, and the outcomes it is intended to secure. The spending cap under the Levy Control Framework is set to rise from £2 billion in 2011-12 to £7.6 billion in 2020-21 (in 2011-12 prices). By establishing this cap, the Department has provided greater certainty for investors. The NAO's report highlights that the Framework does not cover the consumer-funded Energy Companies Obligation scheme and that it is not yet clear whether it will cover the new Capacity Market including electricity demand reduction measures.
Book Synopsis Cost reduction in central government by : Great Britain: National Audit Office
Download or read book Cost reduction in central government written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2012-02-02 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report by the National Audit Office on progress by central government departments in reducing costs concludes that departments took effective action in 2010-11, cutting spending in real terms by 2.3 per cent or £7.9 billion, compared with 2009-10. The analysis of departments' accounts supports the Efficiency and Reform Group's estimate that Government spending moratoria and efficiency initiatives, including cuts to back-office and avoidable costs, contributed around half of the figure, some £3.75 billion. However, the report warns that departments are less well-placed to make the long-term changes needed to achieve the further 19 per cent over the four years to 2014-15, as required by the spending review. This is partly because of gaps in their understanding of costs and risks, making it more difficult to identify how to deliver activities and services at a permanently lower cost. Fundamental changes will be needed to achieve sustainable reductions on the scale required. It is unclear how far spending reductions represent year-on-year changes in efficiency, or whether front-line services are affected; and the departments' forward plans examined by the NAO are not based on a strategic view. Departments' financial data on basic spending patterns is sufficient to manage budgets in-year, but information about the consequences of changes in spending is less good. Longer term reform is a Cabinet Office priority and departments will need to look beyond short-term cost cutting measures and make major operational change. Cost reduction plans also need to build in contingency measures to cover unexpected risks.
Book Synopsis Filling of Income Tax Self-assessment Returns by : Great Britain: National Audit Office
Download or read book Filling of Income Tax Self-assessment Returns written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2005-06-22 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: This NAO report examines the progress made by the Inland Revenue (now HM Revenue and Customs) to help ensure that correct Income Tax returns are sent on time from those who are required to submit them, focusing on the following issues: the reasons why taxpayers should file them on time and accurately; the Department's performance in getting returns in by the deadline and in chasing late returns; accuracy of taxpayers in submitting returns and of the Department in processing them; and the need to make forms easier for people to complete in order to reduce compliance and processing costs. The report makes a number of recommendations for improvements focused on seven areas, including achieving the 2008 Public Service Agreement target for the proportion of taxpayers who file on time; using sanctions to encourage timeliness of tax returns; improving the accuracy of Revenue processing methods; and improving the clarity of the self assessment form.

Book Synopsis Legislative scrutiny by : Great Britain: Parliament: Joint Committee on Human Rights
Download or read book Legislative scrutiny written by Great Britain: Parliament: Joint Committee on Human Rights and published by The Stationery Office. This book was released on 2008-02-06 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this report the Committee recommends amendments to the Health and Social Care Bill to ensure that private (or voluntary) sector care homes which accommodate publicly-funded residents are brought within the scope of the Human Rights Act. It also calls on the Government to implement recommendations in its earlier report on the human rights of older people in health care (HL 156-I/HC 378-I, session 2006-07, ISBN 9780104011447). The Committee's concerns arise from the meaning of "public function" and "public authority" in the Human Rights Act. It believes it was clear that Parliament intended the Act's requirement of public authorities to act compatibly with the European Convention on Human Rights to cover private-sector providers of publicly-funded services, and is disappointed that the Government has deferred a decision on a new statute to reinstate the original intention of the Act.
