Book excerpt: In Britain, between 1980 and 1998, the number of people classified as obese tripled to 21per cent of women and 17 per cent of men. It is estimated that this costs the economy, as a whole, 2 billion and the NHS 0.5 billion in treatment. However the response of the NHS is patchy, with no national guidelines and only 28% of health authorities taking action to address the problem. There is little activity related to the management of obesity outside of general practice but only a small proportion of GPs follow a protocol. This report recommends that there should be strategies to reduce obesity and that the Department of Health should build on the plan in the National Service Framework on coronary heart disease and work with partners and professional bodies to clarify responsibilities. It should also work with the National Institute of Clinical excellence to disseminate information. The Department of Health should also lead a cross government strategy to promote the benefits of physical activity and there should be local targets to encourage cycling and walking. It should also work with the food industry to improve the balance of diet. Much of this work needs to be aimed at school children to promote a healthy lifestyle throughout life and guidance to schools on commercial sponsorship should be strengthened so that there is no conflict with messages on healthy eating.

Book excerpt: The Culture Media and Sport Committee says that the main outcomes of the BBC Trust's strategic review do not move the BBC on to the extent required by current circumstances, and that the incoming Chairman will have much to get grips with. The new licence fee agreement was reached "unexpectedly" in October 2010 between the Department for Culture Media and Sport and the BBC, but without any time for wider consultation with viewers or Parliament. The Committee believes the agreement reached is a reasonable one, but the process undermined confidence in both the Government's and the BBC's commitment to transparency and accountability. On the partnership between BBC and S4C, it is unclear how S4C can retain its independence under the new arrangements. It is extraordinary that the Government and the BBC should agree such wide-ranging changes without consultation or giving S4C any notice or say at all. The Committee is particularly concerned that National Audit Office still does not have the promised access to conduct independent assessments of the BBC's value for money. The Committee is also disappointed that banded information on talent salaries is still not in the public domain. The BBC opened itself to predictable ridicule with the decision to hire a "migration manager" who had to commute from the United States to manage the transition to the new Salford site. The report concludes that big questions remain over how radically the BBC needs to reconfigure both content and delivery in the years ahead.

Book excerpt: In this report into the governance and regulation of the BBC, the Communications Committee finds too many different processes for varying types of complaint, making it very difficult for viewers, listeners and users of BBC content to know where to go to complain. The BBC needs to provide a clear overview of how the complaints process works and publish this in one place on its website and there needs to be a clearing house to direct people through the complaints process. The confusion is in part because the BBC Trust and Ofcom have 'overlapping jurisdiction' in several areas of content regulation, with the exception of issues of impartiality and accuracy and commercial references, which the BBC Trust regulates. In particular, the Committee wants the BBC and Ofcom to consider granting Ofcom the right to regulate the BBC on matters of impartiality and accuracy. In addition, creativity must not be allowed to be stifled by an overly bureaucratic 'compliance culture'. Best practice for programme making needs to be established to ease concerns that it isn't always clear to viewers what is reality, reconstructed and constructed footage. Greater clarity is needed on the governance role of the Non-Executives on the on the BBC Executive Board, who should be recruited from a wider range of backgrounds than they are presently. Terms of access for the NAO to the BBC must be agreed, ensuring that the NAO does not comment on any matters of broadcast content or journalistic integrity.

Book excerpt: The second edition of the Routledge Handbook of Public Diplomacy, co-edited by two leading scholars in the international relations subfield of public diplomacy, includes 16 more chapters from the first. Ten years later, a new global landscape of public diplomacy has taken shape, with major programs in graduate-level public diplomacy studies worldwide. What separates this handbook from others is its legacy and continuity from the first edition. This first edition line-up was more military-focused than this edition, a nod to the work of Philip M. Taylor, to whom this updated edition is dedicated. This edition includes US content, but all case studies are outside the United States, not only to appeal to a global audience of scholars and practitioners, but also as a way of offering something fresher than the US/UK-centric competition. In Parts 1–4, original contributors are retained, many with revised editions, but new faces emerge. Parts 5 and 6 include 16 global case studies in public diplomacy, expanding the number of contributors by ten. The concluding part of the book includes chapters on digital and corporate public diplomacy, and a signature final chapter on the noosphere and noopolitik as they relate to public diplomacy. Designed for a broad audience, the Routledge Handbook of Public Diplomacy is encyclopedic in its range and depth of content, yet is written in an accessible style that will appeal to both undergraduate and postgraduate students.

Available in PDF, EPUB and Kindle. Book excerpt: International diplomacy and a changing global economy did not bring about the fall of the Iron Curtain. Radio did, and it was mightier than the sword. Based on first-hand interviews and documents from the Central Committee of the Soviet Communist Party, Michael Nelson shows that Western radio—principally, the British Broadcasting Corporation, Radio Free Europe, Radio Liberty, and the Voice of America—were unrivaled forces in the fight against communism and the fall of the Iron Curtain. The Communists did everything in their power to prevent the infiltration of Western thought into their world, resorting to jamming radio signals, assassinating staff, and bombing stations. The Russians, for example, decided to stop the mass production of short-wave radios so that their citizens could not hear Western broadcasts. War of the Black Heavens reveals that, due to administrative incompetence, short-wave radio production continued, making worthless many of the billions of dollars spent on jamming. These radio programs introduced a forbidden, exciting culture to millions of eager listeners. Pop music, talk shows, news, and information about consumer goods all relayed a message of the good life, subtly undermining the values of the communist regimes. Western radio actively connected listeners with the cultures of Europe and North America. War of the Black Heavens describes an unheralded story of success and adds a new interpretation that helps us understand some of the most momentous political events of this century.

Available in PDF, EPUB and Kindle. Book excerpt: The National Audit Office has played an important role in the checks and balances of the UK parliamentary and political system over the last 40 years. This new book, more than just a history of the UK’s supreme audit institution, examines the very definition of accountability through both an historic and an academic lens, critically exploring questions about the role of audit in a democracy and how well it is working. Holding Government to Account draws on several unique sources of evidence, including interviews with senior officials from the National Audit Office and the civil service, as well as senior parliamentarians with experience of the NAO’s relationships with government and legislature. These interviews are supplemented by an analysis of previously unpublished manuscript material in the National Archives, examination of NAO reports and parliamentary and other reports focused on accountability. The book begins with a history of the National Audit Office in the context of the UK’s wider history. It then offers an overview of the constitutional, political and human legacies of the Exchequer and Audit Department, followed by a close examination of the National Audit Office’s leadership and decision-making from inception in 1984 through to the present. The authors conclude with an exploration of the way in which the meaning of public sector audit has evolved over time, in accordance with its wider political, ideological and material context. In doing so, they demonstrate that any question about the National Audit Office’s future and organisation is really a question about what democracy and good government mean in a modern bureaucratic state. Holding Government to Account will be of keen interest to students enrolled in courses on accounting, public administration, law and politics as well as to politicians, civil servants and Supreme Audit Institutions internationally.

This book was released on 2013-12-16 with total page 76 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the three years to December 2012, the BBC gave 150 senior managers severance payments totalling £25 million. The BBC paid more salary in lieu of notice than it was obliged to in 22 of the 150 severance payments for senior managers in the three years to December 2012, at a cost of £1.4 million. It is unacceptable for the BBC, or any other public body, to give departing senior managers huge severance payments that far exceed their contractual entitlements. Some of the justifications put forward by the BBC were extraordinary. The Committee welcomes the changes that the BBC's Director General, Lord Hall, has made to cap severance pay. Recommendations include: the BBC should remind its staff that they are all individually responsible for protecting public money and challenging wasteful practices; to protect licence fee payers' interests and its own reputation, the BBC should establish internal procedures that provide clear central oversight and effective scrutiny of severance payments; the BBC Executive and the BBC Trust need to overhaul the way they conduct their business, and record and communicate decisions properly; the BBC Trust should be more willing to challenge practices and decisions where there is a risk that the interests of licence fee payers could be compromised; the BBC Trust and the BBC Executive need to ensure that decision-making is transparent and accountability taken seriously, based on a shared understanding of value for money, with tangible evidence of individuals taking public responsibility for their decisions.

This book was released on 2009 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is the Committee's annual review of how the FCO is managing its resources, examining the departmental annual report for 2007-08 (Cm. 7398, ISBN 9780101739825). Chapters cover: new strategic framework; performance measurement; global network; essential services; FCO Services; personnel issues; transparency and openness; financial management; public diplomacy and communication; the British Council; the BBC World Service. The Committee is concerned that the FCO is facing serious financial pressures in this financial year due to the Treasury's withdrawal of its support for the Overseas Pricing Mechanism (OPM) which used to protect departments from the weakening of sterling. There is a risk that the FCO may not be able to meet higher international subscriptions over the next two financial years, causing its performance against Public Service Agreement targets to suffer. The likely increase in the UN Regular Budget and other international subscriptions will push this figure even higher. The FCO should have to shoulder the financial burden from within its already tight budget to pay for subscriptions which also benefit other Government departments. The Committee recommends that additional nondiscretionary costs should properly be met by the Treasury.

Available in PDF, EPUB and Kindle. Book excerpt: Why does the United States need European allies, and why is it getting more difficult for those allies to partner with Washington in standing up to China, pushing back against Russia, and pursuing other common interests around the world? This book addresses the economic, demographic, political, and military trends that are fundamentally upending the ability and willingness of European allies to work with Washington. Brexit and its impact on Britain’s economy and its military, Germany’s seemingly relentless economic and political rise, France’s continuing economic malaise, Italy’s aging population and its withdrawal from major overseas operations, and Poland’s demographic decline and single-minded obsession with Russia will combine to make partnership with Washington nearly impossible. In short, the constellation of allies and partners the United States has relied on since 9/11 will look very different a decade from now. How should Washington respond? It doesn’t hold all the cards, but this book offers an array of practical recommendations for American leaders. By leveraging these proposals, U.S. policy-makers can avoid the worst-case scenarios and make the most of limited opportunities.
