Book excerpt: This volume engages in an in-depth discussion of Nigerian politics. Written by an expert group of Nigerian researchers, the chapters provide an overarching, Afrocentric view of politics in Nigeria, from pre-colonial history to the current federal system. The book begins with a series of historical chapters analyzing the development of Nigeria from its traditional political institutions through the First Republic. After establishing the necessary historical context, the next few chapters shift the focus to specific political institutions and phenomena, including the National Assembly, local government and governance, party politics, and federalism. The remaining chapters discuss issues that continue to affect Nigerian politics: the debt crisis, oil politics in the Niger Delta, military intervention and civil-military relations, as well as nationalism and inter-group relations. Providing an overview of Nigerian politics that encompasses history, economics, and public administration, this volume will be useful to students and researchers interested in African politics, African studies, democracy, development, history, and legislative studies.

Available in PDF, EPUB and Kindle. Book excerpt: Here Timothy Tackett tests some of the diverse explanations of the origins of the French Revolution by examining the psychological itineraries of the individuals who launched it--the deputies of the Estates General and the National Assembly. Based on a wide variety of sources, notably the letters and diaries of over a hundred deputies, the book assesses their collective biographies and their cultural and political experience before and after 1789. In the face of the current "revisionist" orthodoxy, it argues that members of the Third Estate differed dramatically from the Nobility in wealth, status, and culture. Virtually all deputies were familiar with some elements of the Enlightenment, yet little evidence can be found before the Revolution of a coherent oppositional "ideology" or "discourse." Far from the inexperienced ideologues depicted by the revisionists, the Third Estate deputies emerge as practical men, more attracted to law, history, and science than to abstract philosophy. Insofar as they received advance instruction in the possibility of extensive reform, it came less from reading books than from involvement in municipal and regional politics and from the actions and decrees of the monarchy itself. Before their arrival in Versailles, few deputies envisioned changes that could be construed as "Revolutionary." Such new ideas emerged primarily in the process of the Assembly itself and continued to develop, in many cases, throughout the first year of the Revolution. Originally published in 1996. Book excerpt: This book examines the role of the legislature in the democratic governance of Nigeria. Once one of the foremost political institutions of governance established in the early days of Colonial administration in Nigeria, the legislature has had an inconsistent role since statehood, subject to repeat dissolution at the hands of various military regimes. Focusing on the Nigerian Fourth Republics National Assembly (1999-present), this book discusses in detail the ways in which the national assembly has handled each of its major functions, the nature of the relationship between the assembly and the legislature, and the institutional mechanism through which its internal business is facilitated and executed. Furthermore, the chapters examine the level of assertiveness of the legislature, and the degree of importance and weight attached to their contributions to governance in motions, resolutions, and law-making. This book offers a unique look into legislative studies, an area which has been historically overlooked in the research on the Nigerian government, and will be useful to students and researchers in African studies, democracy and state-building and legislative studies.

Book excerpt: This book evaluates the legislative effectiveness of Nigeria’s National Assembly under the Fourth Republic. The assessment covers five Assemblies (4th–8th) and focuses specifically on lawmaking, cost of running the National Assembly, and the budget making process. It empirically assesses the effectiveness of the Nigerian national legislature beyond previous emotional and sentimental evaluations of the institution. It has developed a model ‘Institutional Legislative Effectiveness Score’ used in assessing the institutional performance of the National Assembly from two perspectives: first, by comparing the performances of the two chambers in the same Assembly; and second, by comparing the performances of the institution across Assemblies. Aside lawmaking, the book also covers the major topical issues that characterized public evaluation of the institution. These include: size of the institution, budgeting process, cost of funding the institution, and the debate on the appropriate way in reforming the National Assembly.

Book excerpt: Scores of talented and dedicated people serve the forensic science community, performing vitally important work. However, they are often constrained by lack of adequate resources, sound policies, and national support. It is clear that change and advancements, both systematic and scientific, are needed in a number of forensic science disciplines to ensure the reliability of work, establish enforceable standards, and promote best practices with consistent application. Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. The benefits of improving and regulating the forensic science disciplines are clear: assisting law enforcement officials, enhancing homeland security, and reducing the risk of wrongful conviction and exoneration. Strengthening Forensic Science in the United States gives a full account of what is needed to advance the forensic science disciplines, including upgrading of systems and organizational structures, better training, widespread adoption of uniform and enforceable best practices, and mandatory certification and accreditation programs. While this book provides an essential call-to-action for congress and policy makers, it also serves as a vital tool for law enforcement agencies, criminal prosecutors and attorneys, and forensic science educators.

Book excerpt: This book unpacks two decades of Nigeria’s National Assembly spanning 4th–8th legislative sessions. It focuses on the core areas of legislative functions – lawmaking, appropriation, oversight and representation – in examining the achievements, challenges and prospects of the legislature. This is particularly important because Nigeria being the most populous country in Africa is a crucial bastion of democratic governance in the region. Therefore, conducting deep diagnostics of the federal legislature as the custodian of popular mandate and the anchor of accountability offered immense opportunity for learning that would catalyze further institutional reforms and democratic consolidation.
