Book excerpt: Since the summer of 1982, the Federal Aviation Administration (FAA) has been hosting task group working sessions of the National Airspace Review (NAR). The NAR is a cooperative venture by the aviation industry and government. The NAR is comprehensively reviewing current air traffic control procedures, flight regulations, and airpsace for the purpose of validating the current system or identifying near-term changes which will promote greater efficiency. As a component of the National Airspace System Plan, the NAR will provide the operational framework for moving into the next generation National Airspace System. In the area of procedures, task groups have covered: terminal services, weather programs, traffic flow management, helicopter operations, separation standards and the national Flight Data System. In the regulations area, task groups have covered: regulated terminal airspace areas, and some aspects of airways and routes establishment and revocation. In the area of airspace task groups have covered: terminal and en route airspace configuration, routes, United States/Canada/Mexico interface, charts, Air Route Traffic Control Center infrastructure, and airspace reclassification. Study areas remaining to be reviewed are FAA Handbooks, several regulatory areas, and international airspace. Working sessions covering these areas will extend to the fall of 1984.

NextGen is a fundamentally transformative change that is being implemented incrementally over a period of many years. Currently, the FAA is putting into place the foundation that provides support for the future building blocks of a fully operational NextGen. NextGen is a challenging undertaking that includes ground systems, avionics installed in a wide range of aircraft, and procedures to take advantage of the new technology. Transformation in the Air assesses the FAA's plan for research on methods and procedures to improve both confidence in and the timeliness of certification of new technologies for their introduction into the National Airspace System. This report makes recommendations to include both ground and air elements and document the plan's relationship to the other activities and procedures required for certification and implementation into the National Airspace System.

Book excerpt: GAO was asked to review the Federal Aviation Administration's (FAA) planning, management, and acquisition of automated systems for air traffic control and management purposes, and the plan for upgrading the current computer and communications systems for air traffic control and making extensive improvements to the National Airspace System (NAS). The stated aims of the NAS plan are: (1) consolidation of facilities; (2) standardization of computer hardware and software; and (3) greater reliance on automation for improved safety, fuel efficiency, and productivity. To determine if the plan's objectives are reasonable, they should be quantified, linked to implementing systems and actions, and compared with their associated cost. The plan needs more detail to support: increased future demands, improved safety and services, reduction of operating costs, and replacement of facilities and equipment. It should also include cost information on individual programs, projects, or systems as well as information on the plan's benefits and savings. A major issue is whether FAA will comply with Public Law 89-306 in procuring computers for the air traffic control (ATC) system. Although GAO has recommended that FAA comply with the law and with General Services Administration implementing procedures for computer procurements, in a testimony before a congressional committee, an FAA official said that the agency does not intend to do so. Serious omissions have been made in planning the procurement of computer systems and, as a result, FAA is procuring new computers that may not be needed. FAA has experienced many problems in developing less complex ATC automation and related projects. The successful implementation of the NAS plan depends on many factors, including the support of all parties involved. To have lasting use, the plan must be revised annually.
