Book excerpt: The main objectives of Phase II of the National AIDS Strategy, approved in 1993, include: working to stop the spread of HIV; providing care, treatment, & support for persons living with HIV/AIDS; and searching for effective vaccines, drugs, and therapies. This report presents findings of a mid-term review of Phase II. The purpose of this review was to examine whether all elements necessary for the success of the Strategy were in place & functioning effectively; to ascertain if information needed to evaluate its success was available or being collected; to collect information about the Strategy from a cross-section of key non-government stakeholders to be used as a baseline for a final evaluation; and to determine whether any mid-course corrections to the Strategy were necessary. Review findings are presented in four sections covering the following: overall & internal co-ordination; implementation; the balance among Strategy activities; and information availability & collection. Appendices include information on the review methodology.

Book excerpt: This document reports results of a panel study designed to obtain the views & perceptions of non-government stakeholders regarding the responsiveness & success of the National AIDS Strategy over time, and to supplement information from various government sources. The study asked the same individuals the same questions on the same topics as the panel study conducted for the mid-term review of the Strategy. This is intended to track these individuals' experiences, perceptions of whether the Strategy is on track, and the perceived success/failure of the Strategy over time. Two additional questions were asked to provide more data for the final evaluation of the Strategy. The first section of the document describes the methodology employed, including the research design, the selection of panel members, and the composition of the panel as compared to the mid-term review panel. The subsequent sections present findings of the panel study regarding four specific aspects of the Strategy: implementation, co-ordination, balance among activities, and information provided. The final section summarizes the main findings & observations. Appendices include copies of questionnaires used in the study.

Book excerpt: The Correctional Service of Canada (CSC) is a participant in phase II of the National AIDS Strategy, whose goals include stopping the spread of HIV/AIDS and develop ways to provide care, treatment & support to people affected. CSC is involved because inmates have been identified as a population vulnerable to HIV & AIDS. This report presents the findings of the final evaluation of the CSC component of the Strategy, with a focus on three issues: its relevance & continued need, the achievement of Strategy objectives, and the cost-effectiveness of activities & approaches undertaken. Evaluation methodology included a file & document review, an assessment of co-ordination mechanisms, interviews with CSC regional & headquarters staff, questionnaires to institutional health services managers to assess impacts of the Strategy at the institutional level, and a review of high-risk behaviour of inmates as reported in the 1995 Inmate Survey. Introductory sections describe the evaluation methodology and the context for CSC participation in the Strategy. Section 3 describes CSC activities under phase II in the areas of policy development, program delivery & evaluation, and issue management. The final section presents results of the evaluation findings related to CSC activities under phase II.
