Book excerpt: Ambitious in its scope and scale, this environmental history of World War II ranges over rear bases and operational fronts from Bora Bora to New Guinea, providing a lucid analysis of resource exploitation, entangled wartime politics, and human perceptions of the vast Oceanic environment. Although the war’s physical impact proved significant and oftentimes enduring, this study shows that the tropical environment offered its own challenges: Unfamiliar tides left landing craft stranded; unseen microbes carrying endemic diseases disabled thousands of troops. Weather, terrain, plants, animals—all played an active role as enemy or ally. At the heart of Natives and Exotics is the author’s analysis of the changing visions and perceptions of the environment, not only among the millions of combatants, but also among the Islands’ peoples and their colonial administrations in wartime and beyond. Judith Bennett reveals how prewar notions of a paradisiacal Pacific set up millions of Americans, Australians, New Zealanders, and Japanese for grave disappointment when they encountered the reality. She shows that objects usually considered distinct from environmental concerns (souvenirs, cemeteries, war memorials) warrant further examination as the emotional quintessence of events in a particular place. Among native people, wartime experiences and resource utilization induced a shift in environmental perceptions just as the postwar colonial agenda demanded increased diversification of the resource base. Bennett’s ability to reappraise such human perceptions and productions with an environmental lens is one of the unique qualities of this study. Impeccably researched, Natives and Exotics is essential reading for those interested in environmental history, Pacific studies, and a different kind of war story that has surprising relevance for today’s concerns with global warming.

Book excerpt: The June 2019 OMB Circular No. A-11 provides guidance on preparing the FY 2021 Budget and instructions on budget execution. Released in June 2019, it's printed in two volumes. This is Volume I. Your budget submission to OMB should build on the President's commitment to advance the vision of a Federal Government that spends taxpayer dollars more efficiently and effectively and to provide necessary services in support of key National priorities while reducing deficits. OMB looks forward to working closely with you in the coming months to develop a budget request that supports the President's vision. Most of the changes in this update are technical revisions and clarifications, and the policy requirements are largely unchanged. The summary of changes to the Circular highlights the changes made since last year. This Circular supersedes all previous versions. VOLUME I Part 1-General Information Part 2-Preparation and Submission of Budget Estimates Part 3-Selected Actions Following Transmittal of The Budget Part 4-Instructions on Budget Execution VOLUME II Part 5-Federal Credit Part 6-The Federal Performance Framework for Improving Program and Service Delivery Part7-Appendices Why buy a book you can download for free? We print the paperback book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. It's much more cost-effective to just order the bound paperback from Amazon.com This book includes original commentary which is copyright material. Note that government documents are in the public domain. We print these paperbacks as a service so you don't have to. The books are compact, tightly-bound paperback, full-size (8 1/2 by 11 inches), with large text and glossy covers. 4th Watch Publishing Co. is a HUBZONE SDVOSB. https: //usgovpub.com

Book excerpt: Harpers Ferry National Historical Park is most widely known today for the attempted slave revolt led by John Brown in 1859, the nucleus for the interpretation of the current national park. Here, Teresa S. Moyer and Paul A. Shackel tell the behind-the-scenes story of how this event was chosen and preserved for commemoration, providing lessons for federal, state, local, and non-profit organizations who continually struggle over the dilemma about which past to present to the public. Professional and non-professional audiences alike will benefit from their important insights into how federal agencies interpret the past, and in turn shape public memory.

Available in PDF, EPUB and Kindle. Book excerpt: In this book Judith Cherry analyses the impact of economic and cultural globalization on efforts to promote inward foreign direct investment (IFDI) in South Korea over the past four decades. The book traces the development of Korean IFDI policy from one of restriction and control to one of encouragement and promotion. Specifically, it focuses on the challenges inherent in reforming the ‘software’ of IFDI promotion (socio-cultural issues, mindsets and perceptions) as opposed to changing its ‘hardware’ (systems, laws and regulations). Although the Korean government has made sustained efforts over the past decade to enhance Korea’s attractions as a host for inward investment, it has faced significant challenges in improving Korea’s IFDI performance. The discussion in this book of the wide range of transparent and non-transparent barriers that continue to hamper efforts to promote inward investment draws not only on the Korean debate concerning strategies for maximizing the benefits of IFDI, but also on the assessment of the Korean business and investment environment revealed in interviews conducted with European investors and officials in Seoul. Foreign Direct Investment in Post-Crisis Korea will appeal to students and scholars of international business, economics and globalization, as well as those with a more general interest in Korean society.

Available in PDF, EPUB and Kindle. Book excerpt: After World War II, the discovery and production of onshore oil in the United States faced decline. As a result, offshore prospects in the Gulf of Mexico took on new strategic value. Shell Oil Company pioneered many of the early moves offshore and continues to lead the way into -deepwater.- Tyler Priest's study is the first time the modern history of Shell Oil has been told in any detail. Drawing on interviews with Shell retirees and many other sources, Priest relates how the imagination, talent, and hard work of personnel at all levels shaped the evolution of the company. The narrative also covers important aspects of Shell Oil's corporate evolution, but the company's pioneering steps into the deepwater fields of the Gulf of Mexico are its signature achievement. Priest's study demonstrates that engineers did not suddenly create methods for finding and producing oil and gas from astounding water depths. Rather, they built on a half-century of accumulated knowledge and improvements to technical systems. Shell Oil's story is unique, but it also illuminates the modern history of the petroleum industry. As Priest demonstrates, this company's experiences offer a starting point for examining the understudied topics of strategic decision-making, scientific research, management of technology, and corporate organization and culture within modern oil companies, as well as how these activities applied to offshore development.

Available in PDF, EPUB and Kindle. Book excerpt: The 1973 coups d’état in Uruguay and Chile were significantly different from other military coups in Latin America. These two dictatorial regimes began a new era in the subcontinent. They became staunch bearers of a National Security State doctrine and introduced radical new economic policies. More tellingly, they gave birth to extreme models of society built on the foundations of what can arguably be considered ideological genocides, relying on both rudimentary and sophisticated methods of repression and authoritarianism to establish neoliberal systems that have lasted until today. 2013 marked the 40th anniversary of the fall of democratic rule in those countries. After four decades, the governments of Uruguay and Chile continue to show deficiencies in bringing the perpetrators of severe human rights violations to face justice. 40 Years are Nothing: History and Memory of the 1973 coups d’état in Uruguay and Chile is inspired by the strong memories that these coups still create. The range of topics addressed in the contributions gathered here demonstrate that the 1973 coups continue to be key points of interest for researchers across the globe and that the study of these topics is far from exhausted.
