Book excerpt: Nanotechnology a term encompassing nanoscale science, engineering, and technology is focused on understanding, controlling, and exploiting the unique properties of matter that can emerge at scales of one to 100 nanometers. A key issue before Congress regarding nanotechnology is how best to protect human health, safety, and the environment as nanoscale materials and products are researched, developed, manufactured, used, and discarded. While the rapidly emerging field of nanotechnology is believed by many to offer significant economic and societal benefits, some research results have raised concerns about the potential adverse environmental, health, and safety (EHS) implications of nanoscale materials. Stakeholders generally agree that concerns about potential detrimental effects of nanoscale materials and devices both real and perceived must be addressed to protect and improve human health, safety, and the environment; enable accurate and efficient risk assessment, risk management, and cost-benefit trade-offs; foster innovation and public confidence; and ensure that society can enjoy the widespread economic and societal benefits that nanotechnology may offer. Congressionally-mandated reviews of the National Nanotechnology Initiative (NNI) by the National Research Council and the President's Council of Advisors on Science and Technology have concluded that additional research is required to make a rigorous risk assessment of nanoscale materials.

Book excerpt: The governance of emerging technologies does not follow a single governance paradigm because of complex interactions between government, industry, and civil actors. In this Element, we will argue that for emerging technologies, governance is a 'convergent paradigm'. We introduce governance issues associated with emerging technologies generally before turning to the specifics of nanotechnology. We then approach governance theory and practice by considering different perspectives on governance by their different orientations with respect to object and process. Finally, we construct a matrix of object and process oriented governance activities observed in the case of nanotechnology in the United States.

Available in PDF, EPUB and Kindle. Book excerpt: Eight Federal reports provide a complete overview of the safety, health and environmental issues involved with nanotechnology and nanomaterials. The reports include: Risk Management Methods, & Ethical, Legal, and Societal Implications of Nanotechnology * Responsible development of nanotechnology depends upon managing the potential risks posed by this technology. One of the purposes of the Capstone Workshop on Risk Management Methods & Ethical, Legal, and Societal Implications of Nanotechnology was to discuss the information available and the research needed on risk management methods to inform decisions about the environmental, health, and safety (EHS) implications of nanomaterials. The other purpose was to explore the important role played by ethical, legal, and societal implications (ELSI) of nanotechnology. EPA Nanotechnology White Paper * This document describes the issues that EPA should consider to ensure that society benefits from advances in environmental protection that nanotechnology may offer, and to understand and address any potential risks from environmental exposure to nanomaterials. Nanotechnology will have an impact across EPA. Nanomaterial Research Strategy * With the use of nanotechnology in the consumer and industrial sectors expected to increase significantly in the future, nanotechnology offers society the promise of major benefits. The challenge for environmental protection is to ensure that, as nanomaterials are developed and used, unintended consequences of exposures to humans and ecosystems are prevented or minimized. In addition, knowledge concerning how to sustainably apply nanotechnology to detect, monitor, prevent, control, and clean up pollution is needed. EPA Building a Scientific Foundation for Sound Environmental Decisions - Science in Action * Research is needed to develop pollution control technologies and determine the application of nanotechnology to reduce waste during manufacturing processes or to enhance manufacturing efficiencies so that pollution is prevented. For example, nanomaterials from natural bio-products (such as plant extracts) may replace some petroleum-based materials, thus reducing the pollution that occurs in the production and disposal of these products. Nanoscale Materials Stewardship Program * Nanotechnology at the National Institutes of Health * There are unanswered questions about the potential risks of nanoscale materials to human health and the environment. Under the Toxic Substances Control Act (TSCA), EPA has the obligation to ensure that potential risks are adequately understood and controlled to protect human health and the environment. Nanotechnology Programs Progress Review - National Institutes of Health * Three main areas describe the NIH investment in nanotechnology: (1) areas of funding, (2) major initiatives at NIH, and (3) an overview of NIBIB program areas and investments. Nanotechnology - A Report of the U.S. Food and Drug Administration Nanotechnology Task Force - The report addresses scientific issues as distinct from regulatory policy issues in recognition of the important role of the science in developing regulatory policies in this area, rapid growth of the field of nanotechnology, and the evolving state of scientific knowledge relating to this field.

Book excerpt: High inflation, rising unemployment, and deteriorating inequalities are among the biggest problems facing the globe. Inflation and unemployment exert an upward influence on income inequality and reinforces social inequality. Given that ascending inflation disproportionately impacts individuals with limited financial means, the sharp increase in energy prices, which has also pushed up food prices during 2022-2023, has hit poorer households particularly hard. Inflationary pressures are gradually easing, but core inflation remains elevated and more stubborn than expected. Bitter and bloody wars in Ukraine since February 2022 and the Gaza Strip since October 2023 have cost many lives and devastated many others. The rising geopolitical tensions, and tighter monetary policy are likely to have negative effects on global trade and there is a high risk of rising unemployment and worsening inequalities both within and between countries. This edited book looks for solutions to the problems of inflation, employment, and inequality.

The safety of nanotechnology for human health and the environment is a great unknown, however, and no legal system in the world has yet devised a way to reasonably address the uncertain risks of nanotechnology. To do so will require creating new legal institutions. This volume of essays by leading law scholars and social and physical scientists offers a range of views as to how such institutions should be formed. It is essential reading for anyone who may wonder how we can continue to innovate technologically in a way that both delivers the benefits and sustains human health and the environment.

Available in PDF, EPUB and Kindle. Book excerpt: In the food industry, scientists are exploring the potential of nanotechnology to enhance the flavor and other sensory characteristics of foods, introduce antibacterial nanostructures into food packaging and encapsulate and deliver nutrients directly into targeted tissues, among other applications. However, as with any new technology, along with the benefits, there is the potential for unanticipated adverse effects. There is still a great deal to learn about any health outcomes related to introducing nanosized materials into foods and food packaging materials. Developing nanotechnology into a safe, effective tool for use in food science and technology will require addressing these and other questions. Assuring consumer confidence will be equally important to the success of this new emerging technology. The Institute of Medicine held a one-day workshop, summarized in this volume, to further explore the use of nanotechnology in food. Specifically, the workshop was organized around three primary topic areas: (1) the application of nanotechnology to food products; (2) the safety and efficacy of nanomaterials in food products; and (3) educating and informing consumers about the applications of nanotechnology to food products.
