Available in PDF, EPUB and Kindle. Book excerpt: This 2019 Article IV Consultation with Namibia discusses that with the temporary stimuli now ended, the economy is rebalancing while the government is implementing a significant fiscal consolidation. A likely slow recovery, the need for further fiscal adjustment to bring public debt to a sustainable path, persistent inequalities and structural impediments to growth, point to a challenging outlook. Immediate measures are needed to deliver the authorities’ fiscal adjustment plans and bring public debt to a sustainable path. Policies should combine spending reductions and revenue increases that support long-term growth. Better targeting of cash transfers would protect the poor. Structural reforms are urgently needed to strengthen productivity and external competitiveness and boost long-term growth. Reforms should streamline business regulations, contain public sector wage dynamics, and reduce costs of key production inputs. Over time, it is important to remove non-tariff barriers to exports, foster the adoption of new technologies, and address shortages of skilled workers.

Available in PDF, EPUB and Kindle. Book excerpt: This 2017 Article IV Consultation highlights that Namibia’s economy has reached a turning point with ending of temporary expansionary factors. GDP sharply decelerated in 2016 and contracted in 2017 as construction in the mining sector came to an end and the government began consolidating. With the economy contracting and Southern Africa Customs Union’s receipts temporarily increasing, the current account balance improved significantly. The outlook remains positive with considerable vulnerabilities and risks. Growth is projected to resume in 2018, as mining production ramps up, construction activity stabilizes and manufacturing recovers, before converging to a long-term rate of about 3.5 percent, below the average of recent years.

Providing insight into the specific failures of Africa s tax systemand the associated problems of capital flight, tax evasion, tax avoidance, and tax competitionthis book explores the role of governments, parliaments, and taxpayers, and asks how stakeholders can help achieve tax justice. Arguing that tax revenues are essential for establishing independent states of free citizens, it demonstrates how the tax consensus promoted by multilateral agencies, such as the World Bank and the International Monetary Fund, has influenced tax policy in Africa and led to a reduction in government revenues in many countries. Book Synopsis Human Development Report 1996 by : United Nations Development Programme
Download or read book Human Development Report 1996 written by United Nations Development Programme and published by Human Development Report. This book was released on 1996 with total page 157 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Human Development Report, now in its seventh edition, updates the unique Human Development Indicators comparing human development in most countries of the world, and the data tables on all aspects of human development. The special focus of this edition is on the important link between economic growth and human development. The Report maintains that the link is not automatic but can be established through proper policy management, arguing the case for initiating and accelerating economic growth and at the same time accelerating and sustaining human development in different parts of the world. The Report also maintains that the quality of growth is as important as its quantity; otherwise, growth can be jobless, voiceless, ruthless, rootless, and futureless. It identifies employment as an important instrument in translating the benefits of economic growth into people's lives. An indispensable resource for courses in international development, the Report ranks 174 countries according to the Human Development Index (HDI). It also gives the global ranking of more than 100 countries in terms of Gender-Related Development Index (GDI) and the Gender Empowerment Measure (GEM). The first index represents HDI, taking into account gender inequality in capabilities, and the second represents female opportunities in selected economic and political areas. New to this edition is the Capability Poverty Measure (CPM), which is used as an alternative to the traditional income poverty measure. The Report concludes that the future challenge is how to forge and sustain the desired kind of linkage between economic growth and human development in a globalized world which represents both opportunities and threats for the nations of the world.

Book excerpt: This 2005 Article IV Consultation highlights that Namibia recorded robust real GDP growth, falling inflation, a strong external current account surplus, and continued low external indebtedness over the last two years. Real GDP grew by 6 percent in 2004, as new marine technologies prompted a surge in diamond production and most other sectors of the economy showed solid economic activity, aided by a decline in interest rates. Growth slowed in 2005, as diamond production fell relative to the high production base of the previous year and growth rates in other sectors moderated somewhat.

Book excerpt: 100 years since the end of German colonial rule in Namibia, the relationship between the former colonial power and the Namibian communities who were affected by its brutal colonial policies remains problematic, and interpretations of the past are still contested. This book examines the ongoing debates, conflicts and confrontations over the past. It scrutinises the consequences of German colonial rule, its impact on the descendants of victims of the 1904–08 genocide, Germany’s historical responsibility, and ways in which post-colonial reconciliation might be achieved.
Download or read book The Namibians written by and published by Minority Rights Group. This book was released on 1985-06-01 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: A Trust Betrayed: There are few peoples who have suffered as long and as bitterly as the Namibians. For the past century they have been a minority people under the domination of an alien occupying power: first the Germans, and then the South African regime - itself an oppressor of its own majority people - who have illegally occupied Namibia for over 70 years. The Namibian people have been murdered, imprisoned and tortured, their country has been turned into a battleground for contending armies, their land and natural resources have been stolen and exploited. Yet Namibia has been on the international agenda for many years, first under a League of Nations mandate and later as a UN Trust Territory. It has been the subject of numerous resolutions from the UN and other international bodies, and yet no international political action has brought nearer any tangible moves towards true independence. Instead the South African government has procrastinated, manipulated and perverted any attempts to reach a peaceful, yet just, settlement. The Namibians, Minority Rights Group report 19, gives a detailed account of Namibian history and the present situation. Written by Peter Fraenkel and Roger Murray, it contains new sections on the international diplomacy which has surrounded the Namibian question, internal political developments, the war and human rights abuses. It focuses on evidence of the exploitation of Namibian land, resources and labour by outsiders. It reports also the continued resistance of Namibians to South African domination and their support for the liberation movement of SWAPO, and its allies, in that struggle. An invaluable guide to the complexities of a horrifying situation, The Namibians is essential reading for the media, academics, students, aid agencies and all interested in international affairs and current events.

Book Synopsis When is Growth Pro-poor? by : Aart Kraay
Download or read book When is Growth Pro-poor? written by Aart Kraay and published by World Bank Publications. This book was released on 2004-03 with total page 41 pages. Available in PDF, EPUB and Kindle. Book excerpt: Growth is pro-poor if the poverty measure of interest falls. This implies three potential sources of pro-poor growth: (a) a high rate of growth of average incomes; (b) a high sensitivity of poverty to growth in average incomes; and (c) a poverty-reducing pattern of growth in relative incomes. I empirically decompose changes in poverty in a large sample of developing countries into these components. In the medium run, most of the variation in changes in poverty is due to growth, suggesting that policies and institutions that promote broad-based growth should be central to pro-poor growth. Most of the remainder is due to poverty-reducing patterns of growth in relative incomes, rather than differences in the sensitivity of poverty to growth in average incomes. Cross-country evidence provides little guidance on policies and institutions that promote these other sources of pro-poor growth.
