Book excerpt: This Country Economic Report (CER) is a contribution to the ongoing debate among decision makers and diverse stakeholders in Namibia on the outlook for sustained growth and employment creation that addresses distribution issues as well. The report addresses the following main questions. What has been the past growth and employment record and what can be learned? What are the main binding constraints to growth? What has been the impact of this growth on poverty and inequality in Namibia? What are the prospects for broad-based growth in key sectors? What key elements of an employment strategy would complement a growth strategy? It begins with a discussion of Namibia's history and background, then its growth and employment record. The next section identifies binding constraints to growth. Chapter 4 discusses poverty and inequality, while the last chapter analyzes growth prospects in agriculture, fisheries and manufacturing.

Book excerpt: This 2015 Article IV Consultation highlights that Namibia’s GDP growth slightly moderated to 4.2 percent in 2014, largely owing to lower global demand for Namibia’s main export commodities. Inflation remained contained, owing to low international commodity prices. The government’s large-scale fiscal program contributed to job creation, and unemployment declined somewhat. Namibia’s growth outlook is clouded with downside risks, while facing significant policy challenges. Its main policy challenges are therefore to strengthen its resilience to exogenous shocks and manage systemic risks in the financial sector, while promoting inclusive growth and job creation.

Public debt is rising rapidly, from a low base. The authorities intend to unwind the fiscal expansion in 2014. Fiscal consolidation would help keep public debt to a manageable level, support the economy’s external position, and provide room to maneuver if further shocks arise, including a potential fall in revenues from the Southern African Customs Union. The authorities reaffirmed their intention to support the exchange rate peg against the South African rand.

Available in PDF, EPUB and Kindle. Book excerpt: Since achieving independence in 1990, Namibia's remarkable growth has been fueled by foreign direct investment and enabled by prudent economic management. Since 2016, however, growth has declined steadily and the economy fell into recession, exposing the vulnerability of Namibia's economic growth model to external and climate shocks. These challenges were exacerbated by the Coronavirus (COVID-19) pandemic, an economic slowdown in neighboring South Africa, worsening terms of trade on the back of declining global demand and commodity prices, a decline in Southern African Customs Union (SACU) revenues, and the effects of crippling droughts on agricultural and industrial production. Namibia has very high levels of poverty and inequality, which are largely driven by high levels of unemployment. The primary objective of this Country Private Sector Diagnostic (CPSD) is to identify near and medium-term reform opportunities to revitalize the private sector and help reposition Namibia's growth on a green, resilient, and inclusive trajectory. This CPSD explores priority reform opportunities to address five cross-cutting bottlenecks: (1) enhancing the role and performance of the state-owned enterprise (SOE) sector through a more effective competition policy environment; (2) strengthening implementation of the public-private partnership (PPP) framework to expand private investments, especially in infrastructure; (3) leveraging the potential for digital transformation of the economy; (4) addressing inefficiencies in logistics and trade facilitation; and (5) tapping opportunities in the water sector for green and resilient growth. The diagnostic then looks in depth at three sectors prioritized by the Namibian government - renewable energy, climate-smart agribusiness, and housing, and provides recommendations for reducing sector-specific bottlenecks to stimulate growth potential.
