Book excerpt: Au sein des territoires français, des femmes et des hommes politiques utilisent des blogs dans le cadre de leurs pratiques de communication. Ils ne sont pas les seuls : certains habitants n'hésitent pas à donner leur point de vue sur la vie politique locale à travers des dispositifs semblables. L'émergence de ces nouvelles formes d'expression politique au sein d'une sphère publique déjà fortement marquée par les médias locaux et la communication des collectivités territoriales pose question. Ce mémoire de thèse analyse conjointement les pratiques de communication de ces quatre catégories d'acteurs : les membres du personnel politique, les journalistes, les professionnels de la communication des collectivités et ces nouveaux blogueurs. Les stratégies et les pratiques observées au cours de l'enquête montrent que le recours aux Tic s'envisage dans la prolongation de stratégies indépendantes de leurs dimensions techniques. Ainsi, les acteurs multiplient les dispositifs techniques et diversifient leurs pratiques de communication, tout en les rationalisant et en les spécialisant en fonction des stratégies de communication qu'ils élaborent. Pour eux, il s'agit autant d'affirmer leur autonomie dans la publicisation de discours sur le local, que de gérer leurs relations aux instances traditionnelles de la médiation politique, au premier rang desquelles les journalistes. Il s'agit également d'affirmer la légitimité de leur travail de médiation et de garantir leur accès A une sphère publique locale en mutation. En ce sens, tout en adaptant leurs façons de faire à ces évolutions, ils concourent à redéfinir les caractéristiques de la sphère publique : la prééminence de sa dimension politique est fragilisée, les manières de produire des informations changent et, in fine, le rapport au territoire la marque en profondeur.

Book excerpt: En prenant pour objet les projets expérimentaux publics ou industriels en matière de TIC, dans ou à la marge de la sphère politique française, dès la fin des années soixante, cette recherche analyse, du point de vue des Sciences de l'information et de la communication les enjeux liés à l'extension du dispositif des TIC dans les activités politiques et à la redéfinition du sujet politique dans les procédures démocratiques. L'introduction des TIC dans la sphère politique est située dans le large processus de technologisation du politique, depuis la mise en place du suffrage universel jusqu'à la fin du XXème siècle, avec le développement des techniques de la publicité commerciale, des sondages d'opinion et du marketing. Nous observons ainsi la progressive rationalisation et technicisation de l'expérience politique du sujet, en particulier dans la pensée en sciences humaines et sociales portant sur la psychologie des foules politiques, les effets des médias, le marketing politique et le projet de régulation sociale de la "démocratie assistée par ordinateur". Les techniques de représentation du sujet produites dans ces discours sont ensuite étudiées dans le cadre des politiques publiques des TIC menées en france, dès la fin des années 1970, et dans des projets expérimentaux d'informatisation des procédures électorales. En mettant en avant les logiques d'acteurs publics, politiques et industriels, nous nous attachons également à souligner le poids des logiques législatives, communicationnelles, marketing et commerciales dans la conception et l'expérimentation de produits-services à caractère politique. Nous concluons par le constat d'un processus émergent de colonisation de l'expérience politique du sujet, caractérisé par la construction idéologique d'un sujet/consommateur des TIC et par l'usage instrumental des liens sociaux et du vécu politique à des fins politiques ou économiques

Concerns about the president's behavior were raised in a polarized media environment with low public trust, where extreme right-wing media outlets amplified conspiracy theories and false claims in opposition to impeachment. How then was it possible for pro-impeachment protests seeking major social change to succeed? And why did pro-Park protesters and government efforts to defend Park ultimately fail? Based on interviews with key players in the impeachment movement and original analyses of news reports and social media posts, Networked Collective Actions untangles the intricate interactions among different actors that were supported and sometimes constrained by the technological, socio-political, and legal environments in which they occurred. Moreover, Hyunjin Seo develops a theoretical framework for understanding collective actions in dynamic information ecosysems and analyzes how information consumption patterns might prompt someone to either immediately reject a certain piece of information or to reconsider and adopt that same information. Seo provides a nuanced examination of the role of journalism in a democracy where non-traditional intermediaries (e.g., social media influencers and bots) have emerged as important producers and filters of information, and in light of declining trust in news media.
