Book excerpt: This book explores the differences in Muslim attitudes and approaches to the public square in sub-Saharan Africa via a comparative-historical analysis of Muslim politics in Northern Nigeria and Senegal since independence in 1960. While Northern Nigeria has been mired in intermittent religious conflicts and violence, Senegal has maintained peaceful and tolerant relationships in inter-faith and public affairs. Yet, the two Muslim societies had similar Islamic backgrounds in Sufi orders —Qadiriya and Tijaniya in Northern Nigeria; and Tijaniya, Muridiya, Qadiriya and Lahiniya in Senegal — known for their peaceful approach to public affairs. Furthermore, the two Muslim societies belong to the “black African Islamic cultural zone.” These common traits would suggest similar approaches to public affairs, but this has not been the case. The salient factors which are analyzed in the book include the historical factors (the success or failure to establish an Islamic state and the impact of different colonial administrations and ideologies), the extent of homogeneity of the social structure in each country, and strength of the contemporary state in both countries. The combination of these factors illustrates the experiences of the Muslims which further determine their divergent approaches to the public square.

The book examines both of these major Sufi tariqas in Senegal, as well as the Qadiriyya, and the semi-Sufi Laayeene movement, from their initiation to the late 20th century, showing their influence on Senegalese societies, and on the country's political life, both in the French colonial era and after independence. conceiving Islam outside of a Sufi affiliation. However, the leaders (the shaykhs) who, succeeded the founders, have been more concerned with the management of inherited material interests than in the spiritual education and guidance of the masses of followers. Nowadays, Senegal's shaykhs are more similar to traditional West African chiefs than to the dedicated Islamic educators their ancestors were, and most of their followers are content with this situation as they benefit materially from it. The study of the state of Islam in Senegal, and the religious factors that influence it, can help those concerned with this matter to reflect upon the future of Islam in that country in light of its past.

Historically and geographically less exposed to Western influences than Senegal, northern Nigeria today secludes women and bars them from public life, whereas Senegalese social and religious norms are less discriminatory. In Senegal, Muslim women have achieved at least a toehold in the modern sector, and a feminist agenda is supported by a nascent women's movement. By contrast, in northern Nigeria (where women were denied the vote until 1976 and today less than one percent attend universities today), patriarchy and social conservatism are so pervasive that women's only hope of advancement, the authors argue, lies in promoting gender equality as a matter of reform within Islamic law, or sharia. Muslim fundamentalists, who use different interpretations of sharia to justify their opposition to equality, are striving in both countries to roll back even the minor gains of Muslim women; But here again, the authors predict, the greater openness of Senegal to modern economic and social influences (as well as the buffer against fundamentalism provided by Muslim brotherhoods) make Senegal less likely than northern Nigeria to be swept by fundamentalist reaction. -- Reviewed by By Gail M.
