Book excerpt: The purpose of this project is to develop an investment analysis model that integrates the capabilities of four types of analysis for use in evaluating interurban transportation system improvements. The project will also explore the use of new data warehousing and mining techniques to design the types of databases required for supporting such a comprehensive transportation model. The project consists of four phases. The first phase, which is documented in this report, involves development of the conceptual foundation for the model. Prior research is reviewed in Chapter 1, which is composed of three major sections providing demand modeling background information for passenger transportation, transportation of freight (manufactured products and supplies), and transportation of natural resources and agricultural commodities. Material from the literature on geographic information systems makes up Chapter 2. Database models for the national and regional economies and for the transportation and logistics network are conceptualized in Chapter 3. Demand forecasting of transportation service requirements is introduced in Chapter 4, with separate sections for passenger transportation, freight transportation, and transportation of natural resources and commodities. Characteristics and capacities of the different modes, modal choices, and route assignments are discussed in Chapter 5. Chapter 6 concludes with a general discussion of the economic impacts and feedback of multimodal transportation activities and facilities.

Book excerpt: Across the nation, there are opportunities to improve coordination among transportation modal agencies, including aviation, transit, ports, highway, rail, pedestrian, and bicycle modes. Virginia's statewide multimodal transportation planning effort VTrans2025 addresses multimodal coordination of transportation investments in the state. Virginia's Secretary of Transportation submitted a final report of the VTrans2025 effort to the Virginia General Assembly in November 2004. The purpose of this study was to demonstrate an analytical methodology that could aid efforts such as this to coordinate and prioritize multimodal investments. The methodology developed can help decision makers to identify and prioritize proposed multimodal investment networks (MINs). These are large-scale coordinated investments in transportation projects across modes. The body of this report describes relevant literature and provides an overview of the developed methodology: (1) prioritization of the MINs, and (2) statistical comparison of modal plans. The analytical methodology developed will be of interest to multimodal transportation planning efforts across the nation, particularly where there is a need for systematic evidence-based approaches to coordinating the efforts of modal transportation agencies. Most data in the report are presented solely for purposes of demonstrating the methodology. The methodology developed in this project fosters improved coordination in planning and programming transportation investments across modal agencies. The potential benefits of the methodology include identification of lower-cost investment alternatives when considering multiple modes relative to considering only single modes to meet a particular travel demand; selection and programming of multimodal solutions that have the highest performance relative to the available or required levels of investment; and increased transparency and accountability of the multimodal agencies for the uses of funding that can be allocated across multiple transportation modes. The costs of implementing the methodology developed in this study are minimal and include one-time training of staff of the modal agencies in the use of the identification and priority-setting methodology and software demonstrated in the current study; and regular interaction and dialogue among the staff of the modal agencies that are involved in the identification and prioritization of investments across modes

Book excerpt: Debunking outdated and inaccurate beliefs about investment management and reveals the new realities of the post-modern financial markets There have been a lot of big changes in the investment world over the past decade, and many long-cherished beliefs about the structures and performance of various investments no longer apply. Unfortunately the news seems not to have reached many thought leaders and investment professionals who persist in trying, and failing, to apply 20th-century thinking to 21st-century portfolio management. Nowhere is this more true than when it comes to the subject of alternative investments. Written by an all-star team of investment management experts, this book debunks common myths and misconceptions about most classes of alternative investments and offers valuable advice on how to develop investment management and asset allocation strategies consistent with the new realities of the ever-changing world of alternative investments. Covers most alternative asset classes, including private equity, real estate, managed futures, hedge funds, commodity indices, and more Debunks long-held assumptions about the structure and performance of various investment classes that continue to dominate the industry Explores the implications for investment managers of the proliferation of international marketable securities and global financial markets Provides an overview of both the micro and the macro aspects of each alternative investment class

Book excerpt: "These proceedings contain a summary of the Transportation Research Board conference on U.S. and international approaches to performance measurement for transportation systems that was conducted on September 9-12, 2007, at the Arnold and Mabel Beckman Center of the National Academies in Irvine, California. The theme for this third in a series of international conferences, Better Decisions and Better Communication, was selected to highlight opportunities for and experiences in using performance measurement as a strategic tool to better communicate goals and objectives and results to a wide range of stakeholder groups. Presentations highlighted cases in which performance measures have proved useful in guiding resource allocation decisions, improving day-to-day operations, establishing and demonstrating agency competency and accountability and, in some instances, making the case for more resources. The conference consisted of five plenary sessions, each followed by a series of corresponding, concurrent breakout sessions. The topics of the five plenary sessions were Performance Measures as an Organizational Management Tool to Establish Accountability, Communicating Performance Results Effectively to Your Customers, Data and Tools, Hot Topics (addressing the use of performance measures to gauge the effectiveness of tolling and congestion pricing and other innovative transportation strategies to address sustainability and safety issues), and Performance-Based Contracting and Measuring Project Delivery. Three resource papers were developed for the conference. The conference attracted 180 participants from Canada, Denmark, Germany, Italy, Japan, Mexico, Sweden, the United Kingdom, and the United States and featured 70 transportation specialists offering real-world expertise, from the application of performance metrics to case studies drawn from six countries. This range of experiences provided attendees with a comprehensive overview of the performance measurement techniques and approaches being applied to transportation systems in the United States and abroad."--Pub. desc.

Book excerpt: Abstract : Freight transportation of goods and commodities is a necessity and often accounts for a significant portion of the overall investment in the industrial development, especially in the natural resource industry. The economic costs of developing an infrastructure have long been factored into the project costs, but environmental and/or social impacts have received less attention. In addition, alternative transportation modes are rarely compared from both economic and environmental perspectives. This project uses a case study to assess the environmental impacts (emissions) of different transportation options for transporting ore between a planned mine and a processing plant, and concentrate from the processing plant to an intermediate location (Escanaba, MI). The ore transportation options include truck only option and two multimodal (truck-rail) options, while the concentrate transportation options include truck only, rail only and one multimodal (truck-rail) option. Environmental impact assessment is done by a process called Life Cycle Assessment (LCA) using SimaPro Version 8 software and includes all aspects related to the construction, operation, and maintenance (stages) of transportation infrastructure and equipment required for the project. The end of life stage was excluded from the analysis. The different processes that occur during the three stages are identified and data for each process is either collected from local sources or from datasets available in SimaPro. The analysis is conducted for four alternative mine lives, ranging from ten to thirty years. The output of the LCA is provided in the overall Global Warming Potential (GWP) in terms of kilogram equivalents of CO2 (kg CO2eq) and the emissions generated by each transportation option are compared on the basis of one ton (US ton) of ore/concentrate transported. Overall, the results suggest that multimodal options generate the lowest emissions among all alternatives, for both ore and concentrate transportation. Operations stage accounts for the majority of the emissions for all six options, regardless of the life of the mine, but there are large differences in the operational emission quantities from truck only vs. multimodal options. It is also revealed that the construction emissions can be significant, especially for short mine lives, but emissions from maintenance activities remain fairly low for all options and all mine lives. In addition to quantifying the emissions from each alternative, the integration of results into economic analysis is investigated. An overview of Life Cycle Cost Analysis (LCCA) for freight transportation options is discussed and the emission results from LCA are converted to dollar value for transporting one ton of ore/concentrate using costs of carbon from literature.

Book excerpt: This report analyzes approaches taken by state departments of transportation (DOTs), their local partners, and other project sponsors to satisfy National Environmental Policy Act (NEPA) requirements for transportation projects involving more than one mode. Specific objectives of the research were to: 1) characterize the challenges inherent in satisfying the NEPA requirements of multiple U.S. DOT agencies; 2) identify strategies and tactics that state and local transportation agencies have used to overcome these challenges; and 3) suggest new and innovative strategies that can be applied by state and local transportation agencies in future multimodal NEPA processes. Twelve case studies illustrate successful practices and provide examples of institutional arrangements used to comply with NEPA requirements for two or more U.S. DOT agencies. The case studies demonstrated that there is no single best way to approach the NEPA process for multimodal situations. Success may depend more on the willingness and motivation of the agencies to work together, to find common ground, and to work around differing processes, and less upon a specific organizational structure. An effective interagency approach depends on how well the project sponsor and other agencies are able to work together and bridge their procedural differences.
