Book excerpt: Results show that the strength of family-based networks was associated with Home-Based Involvement, and the strength of Head Start networks was associated with Home-Based Involvement, School-Based Involvement, and Home-School Conferencing. Home-Based Involvement was moderately associated with academic readiness, and Home-School Conferencing was negatively associated with academic readiness. The association between Head Start network strength and Home-School Conferencing was stronger for non-Hispanic parents than for Puerto Rican Hispanics while the strength of the relationship between parent education and Home-Based Involvement was stronger for Puerto Rican Hispanic parents. Findings support prior research showing an association between the strength of parents' social networks and parent involvement. They also challenge the notion that social network size predicts involvement and that more involvement is associated with greater academic readiness. Compared with parent involvement, parent education and ethnicity emerged as stronger predictors of academic readiness.

A racial and gender bias exists in the literature on parental involvement that marginalizes the voice of African American fathers. African American Fathers' Involvement in their Children’s Education seeks to understand the relationship that African American fathers have with the education of their children by using Critical Race Theory as a theoretical framework to privilege the "voice" of African American fathers. This text focuses on the contributions that African American fathers make in the lives of their children and families, challenges the master deficient narrative, and humanizes African American fathers. This book purposefully and unapologetically portrays African American fathers as the brilliant, excellent human beings they are.

A growing body of research supports this conclusion, showing that children with involved fathers exhibit greater school readiness, increased cognitive development, higher levels of empathy, and other positive characteristics (Administration for Children and Families 2004a). Research also indicates that many low-income fathers are present and involved in the lives of their young children (Vogel et al. 2003). As the importance of fathers' involvement in raising children has become clear, policymakers' interest in effective strategies for engaging fathers in early childhood programs also has grown. In February 2001, the Administration on Children, Youth and Families (ACYF) partnered with the Office of Child Support Enforcement (OCSE) to fund 21 Early Head Start fatherhood demonstration projects. Selected through a competitive process, the demonstration grantees were funded for three years to develop and implement creative practices that would lead to increased involvement of fathers in Early Head Start and in the lives of their children. ACYF also commissioned an evaluation by Mathematica Policy Research, Inc. (MPR) to track the progress of grantees, focusing on the strategies they adopted and the challenges they faced. The first phase of the evaluation resulted in two reports, highlighting the demonstration programs' planning and implementation process and documenting lessons regarding staffing structures, making programs father-friendly, recruiting fathers and designing services for them, and creating partnerships with child support agencies. In this report, the authors present findings from the third year of the demonstration, focusing on the evolution of program practices, perceived results of the demonstration, and sustainability of father involvement projects. Appended are: (1) Staff Survey (Director Version); and (2) Father/Father-Figure Information Form. Individual sections contain footnotes. (Contains 10 tables and 4 figures.).

Based on a 'whole child' model, the program provides comprehensive services that include pre-school education; medical, dental, and mental health care; nutrition services; and efforts to help parents foster their child's development. Head Start services are designed to be responsive to each child's and family's ethnic, cultural, and linguistic heritage. The Congressionally-mandated Head Start Impact Study was conducted across 84 nationally representative grantee/delegate agencies. Approximately 5,000 newly entering 3- and 4-year-old children applying for Head Start were randomly assigned to either a Head Start group that had access to Head Start program services or to a non- Head Start group that could enrol in available community non-Head Start services, selected by their parents. Data collection began in fall 2002 and is scheduled to continue through 2006, following children through the spring of their 1st-grade year. The study quantifies the impact of Head Start separately for 3- and 4-year-old children across child cognitive, social-emotional, and health domains as well as ii on parenting practices.
