Por otro lado, la mayor parte de los Estados algergan en su seno, desde hace decenios e incluso siglos, un número mayor o menor, según los casos, de minorías nacionales que difieren entre sí en la lengua, la cultura o la religión, con tradiciones diversas y modos de vida distintos, y algunas veces en conflicto, lo que obliga a plantearse las posibilidades de coexistencia mutua.En este cuaderno se ofrecen interesantes reflexiones sobre algunos aspectos normativos, políticos y éticos que comporta el reconocimiento del pluralismo cultural en las sociedades democráticas. En la primera parte se presenta una perspectiva general del problema y algunos de los retos de orden político y jurídico que el multiculturalismo plantea al discurso multuculturalista. En la segunda parte se ofrecen algunos de los criterios éticos que pueden iluminar el planteamiento de la problemática que nos ocupa, y se señalan algunos de los peligros que pueden aparecer cuando se intenta llevar a la práctica tales criterios en las sociedades multiculturales.Juan Carlos VELASCO ARROYO (Cáceres, 1963) se doctoró en Filosofía en 1993 con una tesis sobre el pensamiento jurídico de Jürgen Habermas. Tras dos años de estancia como investigador en la Universidad de Frankfurt, actualmente trabaja en el Instituto de Filosofía del CSIC. Entre sus publicaciones destacan: "Tomarse en serio la desobediencia civil" (Revista Internacional de Filosofía Política, 1996): "Ayer y hoy del cosmopolitismo kantiano" (Revista "Isegoría, 1997): y "El reconocimiento de las minorías" (Revista Sistema, 1998).Francisco Javier BERMEJO ESCOBAR es profesor de Ética General y Deontología Profesional en la Escuela de Trabajo Social de la Universidad Pontificia Comillas, en Madrid. Ha publicado en diversas revistas especializadas sobre la ética en el Trabajo Social y ha coordinado un volumen sobre este mismo tema, titulado Ética y Trabajo Social. Respecto a lo multicultural, ha participado en el seminario sobre "Modelos políticos para el multiculturalismo", organizado en el Instituto de Filosofía del CSIC., con una ponencia sobre "La integración y la exclusión de minorías a la luz del drama de los moriscos".

Las políticas adoptadas por las organizaciones internacionales para abordar la diversidad étnica están animadas por impulsos que pueden chocar entre sí. The underlying justifications for these forms of exclusion have been increasingly discredited by the post-war human rights revolution, decolonization, and by contemporary norms of liberal-democratic constitutionalism, with their commitment to equal rights and non-discrimination. However, even as these older practices and ideologies of exclusion are discredited and repudiated, they continue to have enduring effects. The legacies of exclusion can still be seen in a wide range of social attitudes, cultural practices, economic and demographic patterns, and institutional rules that obstruct efforts to build genuinely inclusive societies of equal citizens. Finding ways to overcome this problem is a major challenge facing virtually every society around the world. The Politics of Reconciliation in Multicultural Societies focuses on two parallel intellectual and political movements that have arisen to address this challenge: the 'politics of reconciliation', with its focus on reparations, truth-telling and healing amongst former adversaries, and the 'politics of difference', with its focus on the recognition and empowerment of minorities in multicultural societies. Both the politics of reconciliation and the politics of difference are having a profound impact on the theory and practice of democracy around the world, but remarkably little has been written about the relationship between them. This book aims to fill that gap. Drawing on both theoretical analysis and case studies from around the world, the authors explore how the politics of reconciliation and the politics of difference often interact in mutually supportive ways, as reconciliation leads to more multicultural conceptions of citizenship.
