Book excerpt: There is growing social, political, and economic interest in developing renewable energy technologies in an effort to create a more sustainable and secure energy market. Wind energy has potential to satisfy energy needs with fewer negative impacts than conventional energy production. North Carolina has some of the greatest offshore wind potential in the US; however, a multitude of barriers prevent the construction of wind farms. Planners must consider a variety of exclusion variables when deciding where to allow development, including environmental, economic, and socio-political factors. The Bureau of Ocean Energy Management first released potential leasing blocks totaling approximately 474,016 hectares, based on applicable exclusion variables to gauge stakeholder interest and opinion. Based on responses, official Wind Energy Areas (WEAs) were defined. At 124,477 hectares, the WEAs are remarkably smaller than the original call areas, greatly limiting NC's potential in this new market. However, many of the variables limiting the WEAs have mitigation potential allowing for expansion of offshore wind. This study utilizes public comment data and GIS layers for key exclusion variables used to define WEAs. By treating variables of interest as distinct layers, GIS was used to identify variations in the suitability in the ocean space off North Carolina's coastline. By analyzing wind feasibility while taking into consideration site-specific mitigation techniques, four site suitability maps were developed: environmental, economic, social, and overall site suitability. Policy-makers and planners in NC can use these maps in the future to mitigate inherently local variables and to inform communication strategies that build public acceptance of offshore wind development, further improving chances of successful implementation.

Book excerpt: Duke Energy performed a phase 1 study to assess the impact of offshore wind development in the waters off the coasts of North Carolina and South Carolina. The study analyzed the impacts to the Duke Energy Carolinas electric power system of multiple wind deployment scenarios. Focusing on an integrated utility system in the Carolinas provided a unique opportunity to assess the impacts of offshore wind development in a region that has received less attention regarding renewables than others in the US. North Carolina is the only state in the Southeastern United States that currently has a renewable portfolio standard (RPS) which requires that 12.5% of the state's total energy requirements be met with renewable resources by 2021. 12.5% of the state's total energy requirements in 2021 equates to approximately 17,000 GWH of energy needed from renewable resources. Wind resources represent one of the ways to potentially meet this requirement. The study builds upon and augments ongoing work, including a study by UNC to identify potential wind development sites and the analysis of impacts to the regional transmission system performed by the NCTPC, an Order 890 planning entity of which DEC is a member. Furthermore, because the region does not have an independent system operator (ISO) or regional transmission organization (RTO), the study will provide additional information unique to non-RTO/ISO systems. The Phase 2 study builds on the results of Phase 1 and investigates the dynamic stability of the electrical network in Task 4, the operating characteristics of the wind turbines as they impact operating reserve requirements of the DEC utility in Task 5, and the production cost of integrating the offshore wind resources into the DEC generation fleet making comparisons to future planned operation without the addition of the wind resources in Task 6.

A case study is performed to evaluate and rank five proposed OWF sites off the coast of New Jersey. To validate the proposed model, a comparison against three alternative T2NN fuzzy based models is performed. It is demonstrated that the implemented model yields the same ranking order as the alternative approaches. Sensitivity analysis reveals that changing criteria weightings does not affect the ranking order.

Users of the LADST can create their own offshore wind farm suitability maps, based upon suitability criteria of their own choosing by visiting a public web site. The LADST can be used to represent the different priorities or values of different Great Lakes stakeholders for wind farm siting, as well as the different suitability requirements of wind farms (or different types of development projects) in a single suitability analysis system. The LADST makes this type of customized suitability analysis easily accessible to users who have no specialized software or experience with geographic information systems (GIS). It also may increase the transparency of the siting and permitting process for offshore wind farms, as it makes the suitability analysis equally accessible to resource managers, wind farm developers, and concerned citizens.

A combination of telephone and web survey data are used to assess the impact of coastal wind farms on trip behavior and site choice. Most of the respondents to our telephone survey claim to support offshore wind energy development, and independent survey data suggest that the observed levels of support may be indicative of the broader population in this region. Overall, we find very little impact of coastal wind turbines on aggregate recreational visitation; loss in consumer surplus associated with wide spread wind development in the coastal zone is insignificant at $17 (or about 1.5%). Results suggest that NC coastal residents are averse to wind farms in the near-shore zone; average compensating variation for wind farms one mile from the shore is estimated at $55 per household. On average, we find no evidence of aversion to wind farms 4 miles out in the ocean, or for wind farms located in coastal estuaries. For all wind farm scenarios, we find evidence of preference heterogeneity - some respondents find this appealing while others find it aversive.

Book excerpt: This chapter presents an investigation of different methods of multicriteria analysis and different rules of proceedings that have to be taken into account for making decision about location of a wind farm with application in the north-eastern (NE) Poland. Ten multicriteria analyses were discussed taking into account the main criteria on which they are based on utility functions (MAUT, AHP, and DEMATEL), relationship outranking (ELECTRE, PROMETHEE, and ARROW-RAYNAUD), distances (TOPSIS), and decision support (BORDA ranking methods and their modified and COPELAND). Taking into account of nine criteria that should be met by the location of 15 wind turbines in Krynki and Szudzialowo communities, the main three criteria (C3, C8, and C9) were found to differentiate location of eight wind turbines (T-6,ÄìT-13), according to two variants (I and II). The Borda ranking method proved that from among the two variants considered, the more suitable location of wind turbines is second variant W II than first variant W I.¬†Variant W II had a higher altitude of the terrain (C3) and less risk of impact on birds (C8) and bats species (C9) than variant W I.

Book excerpt: Legislators in a majority of states have recently embarked on novel experiments in alternative energy policy through renewable portfolio standards (RPSs). In many states, RPS policies have been used to spur public and private development of land-based wind power generation facilities. In fact, many states see wind power as an increasingly essential element in their energy portfolios. However, while a few states have investigated the potential of offshore wind projects, or wind farms, none have actually erected wind turbines in their waters. But in many places, the winds of change are blowing. No longer are the continental coasts seen as the only viable sites for offshore wind development. Increasingly, energy policy makers are turning their attention to the Great Lakes. On January 15, 2009, the Public Service Commission of Wisconsin (PSCW) released its final report of a yearlong study assessing the potential for offshore wind-power generation in Lakes Michigan and Superior. Despite much anticipation, the study's results were inconclusive, at best. On one hand, the PSCW found that it is “technologically feasible” to generate electricity from wind turbines sited in the middle of Lake Michigan. However, on the other hand the report also conceded that there are a number of “significant technical, economic, environmental, and legal issues to resolve.” This Comment addresses the most significant legal concerns related to the development of offshore wind farms in Lakes Michigan and Superior, particularly whether and how the existing Wisconsin and federal regulatory schemes would accommodate offshore wind farm development. The Comment also discusses lessons that might be learned from two recent European policy initiatives: (1) the European Union's 2009 Renewable Energy Directive, which established a comprehensive renewable energy regulatory system based on principles of extensive coordination and cooperation among various governmental entities, and (2) the United Kingdom's Planning Act 2008, which considerably streamlined the permitting process for substantial national infrastructure projects such as large wind farms, but whose central permitting authority has been typecast as being undemocratic and authoritarian. The Comment identifies opportunities for Wisconsin state legislators to address offshore wind energy in the Great Lakes while simplifying the state's current regulatory scheme, and discusses the potential for federal-state collaboration in efforts to develop the Great Lakes region's renewable energy industries, generally, and offshore wind, specifically.
