His best known work was the four-volume set of his 1918 published work, "Labour and Industry in Australia", based on his 'massive experience and research as administrator,commissioner and statistician'. Far from being solely a history of workers and their rights and entitlements, and the growth of industries, his tremendous study is a fine economic history of the colonies of Australia between 1788 and 1901. The publisher's note to the first edition describes Coghlan as being born at Sydney in 1855 and educated at Cleveland Boys' School at Redfern, (Sydney) After working in various woolstores, he joined the NSW Public Works Department in 1873, and from 1886 to 1905 was the NSW. Government Statistician and Registrar of Friendly Societies in that colony. In his senior role, he supervised the censuses of 1891, 1900 and 1901. The 1900 census was supervised for the new Federal Government, following federation. "He was the author of a great many reports and studies arising from his seat on many commissions of inquiry".

Book excerpt: Considerable attention has recently been focused on the importance of social networks and business culture in reducing transaction costs, both in the pre-industrial period and during the nineteenth century. This book brings together twelve original contributions by scholars in the United Kingdom, continental Europe, and North America which represent important and innovative research on this topic. They cover two broad themes. First, the role of business culture in determining commercial success, in particular the importance of familial, religious, ethnic and associational connections in the working lives of merchants and the impact of business practices on family life. Second, the wider institutional and political framework for business operations, in particular the relationship between the political economy of trade and the cultural world of merchants in an era of transition from personal to corporate structures. These key themes are developed in three separate sections, each with four contributions. They focus, in turn, on the role of culture in building and preserving businesses; the interplay between institutions, networks and power in determining commercial success or failure; and the significance of faith and the family in influencing business strategies and the direction of merchant enterprise. The wider historiographical context of the individual contributions is discussed in an extended introductory chapter which sets out the overall agenda of the book and provides a broader comparative framework for analysing the specific issues covered in each of the three sections. Taken together the collection offers an important addition to the available literature in this field and will attract a wide readership amongst business, cultural, maritime, economic, social and urban historians, as well as historical anthropologists, sociologists and other social scientists whose research embraces a longer-term perspective.

This development of a secondary industry followed the rise and strength of the numerous government business enterprises. In the need to cut back on convicts in government service, many small cottage ventures were cut off from the main Lumber Yard operations to be privatized and form the first of the manufacturing industries that would support the colonial economy well into the future.

In so doing it deals with the development of the necessary financial infrastructure for P&O’s operations; the founders’ attitudes to technical advances; the shareholding base; the company’s involvement in the opium trade, and with its acquisition of mail, Admiralty and other government contracts. Multinational enterprise arrived predominantly from Britain, but other sender nations included the USA, France, Germany, New Zealand, and Japan. Their firms spread out across Australia from mining and pastoral communities, to portside industries and CBD precincts, and they operated broadly across mining, trading, shipping, insurance, finance, and manufacturing. They were a remarkably diverse population of firms by size, organisational form, and longevity. This is a rare study of the impact of multinationals on a host nation, particularly before World War One, and that focuses on a successful resource-based economy. Deploying a database of more than 600 firms, supported by contemporary archives and publications, the work reveals how multinational influence was contested by domestic enterprise, other foreign firms, and the strategic investments of governments in network industries. Nonetheless, foreign agency – particularly investment, knowledge and entrepreneurship – mattered in the economic development of Australia in the nineteenth as well as the twentieth centuries.
