In the process, indigenous movements have emerged as important social actors, raising a variety of demands on behalf of native peoples. Regardless of the situation of Indian groups as small minorities or significant sectors, many Latin American states have been forced to consider whether they should have the same status as all citizens or whether they should be granted special citizenship rights as Indians. This book examines the struggle for indigenous rights in eight Latin American countries. Initial studies of indigenous movements celebrated the return of the Indians as relevant political actors, often approaching their struggles as expressions of a common, generic agenda. This collection moves the debate forward by acknowledging the extraordinary diversity among the movements composition, goals, and strategies. By focusing on the factors that shape this diversity, the authors offer a basis for understanding the specificities of converging and diverging patterns across different countries. The case studies examine the ways in which the Indian question arises in each country, with reference to the protagonism of indigenous movements in the context of the threats and opportunities posed by neoliberal policies. The complexities posed by the varying demographic weight of indigenous populations, the interrelation of class and ethnicity, and the interplay between indigenous and popular struggles are discussed.

Book excerpt: Mexican presidents Lázaro Cárdenas (1934–1940) and Luis Echeverría (1970–1976) used populist politics in an effort to obtain broad-based popular support for their presidential goals. In spite of differences in administrative plans, both aimed to close political divisions within society, extend government programs to those on the margins of national life, and prevent foreign ideologies and practices from disrupting domestic politics. As different as they were in political style, both relied on appealing to the public through mass media, clothing styles, and music. This volume brings together twelve original essays that explore the concept of populism in twentieth century Mexico. Contributors analyze the presidencies of two of the century’s most clearly populist figures, evaluating them against each other and in light of other Latin American and Mexican populist leaders. In order to examine both positive and negative effects of populist political styles, contributors also show how groups as diverse as wild yam pickers in 1970s Oaxaca and intellectuals in 1930s Mexico City had access to and affected government projects. The chapters on the Echeverría presidency are written by contributors at the forefront of emerging scholarship on this topic and demonstrate new approaches to this critical period in Mexican history. Through comparisons to Echeverría, contributors also shed new light on the Cárdenas presidency, suggesting fresh areas of investigation into the work of Mexico’s quintessentially populist leader. One example, the Binational Oaxacan Indigenous Front, includes participants from cities along the border and represents diverse organizations of indigenous migrants from Oaxaca. Its creation reflects the vast changes that have taken place in migrants’ lives in less than thirty years. Mixtec Transnational Identity is the first book to describe in detail the emergence of a wide range of transnational indigenous organizations and communities in the greater Mexico–U.S. border region. It documents and analyzes the construction of novel identities formed within transnational contexts that may not conform to identities in either the “sending” or “receiving” societies. Laura Velasco Ortiz investigates groups located on both sides of the border that have maintained strong links with towns and villages in the Mixteca region of Oaxaca in order to understand how this transformation came about. Through a combination of survey, ethnography, and biography, she examines the formation of ethnic identity under the conditions of international migration, giving special attention to the emergence of organizations and their leaders as collective and individual ethnic agents of change. Velasco Ortiz reconstructs the Mixtec experience through three lines of analysis: the formation of organizations beyond the confines of home communities; the emergence of indigenous migrant leaders; and the shaping of ethnic consciousness that assimilates the experiences of a community straddling the border. Her research brings to light the way in which the dispersion of members of different communities is offset by the formation of migrant networks with family and community ties, while the politicization of these networks enables the formation of both hometown associations and transnational pan-ethnic organizations. An important focus of her analysis is gender differentiation within the ethnic community. There has been little research into the relationship between the process of collective agency and the reconstitution of the migrants’ ethnic identity. Mixtec Transnational Identity should stimulate further study of Latino migration to the U.S. border region and its consequences on ethnic identity.

Book excerpt: The Neo-Indians is a rich ethnographic study of the emergence of the neo-Indian movement—a new form of Indian identity based on largely reinvented pre-colonial cultures and comprising a diverse group of people attempting to re-create purified pre-colonial indigenous beliefs and ritual practices without the contaminating influences of modern society. There is no full-time neo-Indian. Both indigenous and non-indigenous practitioners assume Indian identities only when deemed spiritually significant. In their daily lives, they are average members of modern society, dressing in Western clothing, working at middle-class jobs, and retaining their traditional religious identities. As a result of this part-time status the neo-Indians are often overlooked as a subject of study, making this book the first anthropological analysis of the movement. Galinier and Molinié present and analyze four decades of ethnographic research focusing on Mexico and Peru, the two major areas of the movement’s genesis. They examine the use of public space, describe the neo-Indian ceremonies, provide analysis of the ceremonies’ symbolism, and explore the close relationship between the neo-Indian religion and tourism. The Neo-Indians will be of great interest to ethnographers, anthropologists, and scholars of Latin American history, religion, and cultural studies.
