Book excerpt: Born of thirteen years of field research, this interdisciplinary work explores the complex intersections of technology, class, gender, and ecology in the transnational milieu of Mexico's maquiladoras, foreign-owned assembly plants located along the U.S. border. Devon Peña examines workplace and community struggles from the perspective of the women who work in the maquiladoras. He describes the workers' struggles for workplace democracy, social justice, and sustainable development. He also observes the circulation of struggle from the factory to the community, highlighting the efforts to establish worker-owned cooperatives in the border region during the 1970s and 1980s. Female maquila workers are typically portrayed as passive, apolitical, and easily exploited. This book, however, presents an opposing view, investigating the "subaltern life of the shop floor"—the workers' informal methods of resistance to hazardous conditions, sexual harassment, and managerial tyranny. Using survey research, oral history, discourse analysis, and site ethnography, the author develops a cogent critique of labor-process theory, a critique grounded on his extensive study of actual workplace politics in the maquiladoras. The Terror of the Machine is a trenchant analysis of the political, cultural, and environmental effects of maquila industrialization and an eloquent and persuasive call for alternatives in the direction of ecologically sustainable and culturally appropriate modes of development.

Book excerpt: In the early 1970s construction began on a nuclear power plant at Laguna Verde in the Mexican state of Veracruz. Initially, most local citizens were largely unconcerned with the prospect of having the nuclear plant in their community. With the accidents at Three Mile Island and Chernobyl, however, residents' complacency toward the power plant soon turned to opposition. Protest groups such as the Madres Veracruzanas emerged to join existing environmental groups in a fight to close down the facility. In Mothers and the Mexican Antinuclear Power Movement, Velma García-Gorena traces the protest movement against the Mexican government's Laguna Verde nuclear plant, outlining the movement's formation, development, and decline. Documenting the movement's key players and turning points in superb detail, she interweaves important historical narrative with a deft examination of the events, framing her analysis in terms of social movement literature. In a departure from the more conventional New Social Movements approach to analyzing antinuclear movements, García-Gorena demonstrates how, in many ways, movements of this kind are not so new and how a modified "political process" approach fits much better. With a sophisticated application of various social movements' paradigms, García-Gorena incorporates perspectives such as resource mobilization, political process paradigms, and feminist theory. Along much of this international border, water is what separates one country from the other. Border Water provides a historical account of the development of governance related to transboundary and border water resources between the United States and Mexico in the last seventy years. This work examines the phases and pivot points in the development of U.S.-Mexico border water resources and reviews the theoretical approaches and explanation that impart a better understanding of these events. Author Stephen Paul Mumme, a leading expert in water policy and border studies, describes three important periods in the chronology of transboundary water management. First, Mumme examines the 1944 Water Treaty, the establishment of the International Boundary and Water Commission (IBWC) in 1945, and early transborder politics between the two governments. Next, he describes the early 1970s and the rise of environmentalism. In this period, pollution and salinization of the Colorado River Delta come into focus. Mumme shows how new actors, now including environmentalists and municipalities, broadened and strengthened the treaty's applications in transboundary water management. The third period of transborder interaction described covers the opening and restricting of borders due to NAFTA and then 9/11. Border Water places transboundary water management in the frame of the larger binational relationship, offering a comprehensive history of transnational water management between the United States and Mexico. As we move into the next century of transnational water management, this important work offers critical insights into lessons learned and charts a path for the future.

The OECD defines environmental capacity building as "a society's ability to identify and solve environmental problems. " While various institutions, including UNEP, FAO, World Bank and OECD, have hitherto used the terms environmental capacity and capacity building almost exclusively with reference to developing countries, we have extended the concepts to industrialized countries, as well. The first collection, edited by Martin Janicke, Helge Joergens (both Free University Berlin) and Helmut Weidner (Social Science Research Center Berlin), was pub lished in 1997 under the title "National Environmental Policies - A Comparative Study of Capacity-Building" (Berlin, etc. : Springer Verlag). It included 13 studies of countries. As in the first volume, chapter I presents the conceptual framework underlying the national case studies. It is a slightly shorter version of the corresponding chap ter in volume I. The design of all case studies in the two volumes is largely con gruent with this conceptual framework. Although the various sections of the stud ies do not always have identical titles and subtitles, the central elements of the capacity-building approach have been applied in all cases.
