Book excerpt: A significant contribution to political ecology, Conservation Is Our Government Now is an ethnographic examination of the history and social effects of conservation and development efforts in Papua New Guinea. Drawing on extensive fieldwork conducted over a period of seven years, Paige West focuses on the Crater Mountain Wildlife Management Area, the site of a biodiversity conservation project implemented between 1994 and 1999. She describes the interactions between those who ran the program—mostly ngo workers—and the Gimi people who live in the forests surrounding Crater Mountain. West shows that throughout the project there was a profound disconnect between the goals of the two groups. The ngo workers thought that they would encourage conservation and cultivate development by teaching Gimi to value biodiversity as an economic resource. The villagers expected that in exchange for the land, labor, food, and friendship they offered the conservation workers, they would receive benefits, such as medicine and technology. In the end, the divergent nature of each group’s expectations led to disappointment for both. West reveals how every aspect of the Crater Mountain Wildlife Management Area—including ideas of space, place, environment, and society—was socially produced, created by changing configurations of ideas, actions, and material relations not only in Papua New Guinea but also in other locations around the world. Complicating many of the assumptions about nature, culture, and development underlying contemporary conservation efforts, Conservation Is Our Government Now demonstrates the unique capacity of ethnography to illuminate the relationship between the global and the local, between transnational processes and individual lives.

The central business district of a town was destroyed by a volcanic eruption in the case of Rabaul in 1994. Volcanic disasters litter not only the recent written history of both countries—particularly Papua New Guinea—but are recorded in traditional stories as well. Furthermore, evidence for disastrous volcanic eruptions many times greater than any witnessed in historical times is to be found in the geological record. Volcanic risk is greater today than at any time previously because of larger, mainly sedentary populations on or near volcanoes in both countries. An attempt is made in this book to review what is known about past volcanic eruptions and disasters with a view to determining how best volcanic risk can be reduced today in this tectonically complex and volcanically threatening region.

From ‘Stone-Age’ to ‘Real-Time’ examines the forms of agency, frictions and anxieties the current moment generates in West Papua, where the persistent ‘stone-age’ image meets the practices and ideologies of the ‘real-time’ – a popular expression referring to immediate digital communication. The volume is thus essentially occupied with discourses of time and space and how they inform questions of hierarchy and possibilities for equality. Papuans are increasingly mobile, and seeking to rework inherited ideas, institutions and technologies, while also coming up against palpable limits on what can be imagined or achieved, secured or defended. This volume investigates some of these trajectories for the cultural logics and social or political structures that shape them. The chapters are highly ethnographic, based on in-depth research conducted in diverse spaces within and beyond Papua. For the Fuyuge people of the Papuan highlands, the past is not ‘history’ in a conventional sense. For them, the world and its history derive from a creator force called Tidibe which is central to Fuyuge cosmology: the Fuyuge are at the ‘centre of the world’. But Fuyuge people are part of another history, too: they have experienced decades of mission and government influence from centres of power located elsewhere, to which their mountain home is marginal and remote. Through a detailed exploration of Fuyuge myth, changes to ritual life and cosmology, Eric Hirsch weaves an account of the relationship between these two histories. He documents the real changes wrought by colonialism, government and Christianity from the late nineteenth century to the turn of the millennium. Yet this is not a story of ‘continuity and change’. Hirsch demonstrates how transformation was always central to Fuyuge life: changes brought by missionaries and government were processes they themselves initiated in the ancestral past through Tidibe, the cosmological creator force. Engaging in debates that have been pivotal to Melanesian anthropology, the book presents an ethnographically rich account of a distinctive world, cosmology and ideas of historical change. It also raises questions regarding assumptions central to Western History, its worldview and ideas of historical time.

By the 1930's, the interior of the island of New Guinea, protected from outside penetration over the centuries by its rugged mountains and unruly rivers, remained one of the few places outsiders had never seen. In early January of 1935, the Papuan colonial administration dispatched patrol officers including 40 Papuan carriers and police, to explore the vast unknown country between the Strickland and Purari rivers. The expedition moved inland along the river systems by steam launch and canoe until, in mid-February, they abandoned their boats and proceeded on foot through the tropical forest and into the mountains. Along the way, the party encountered hitherto unsuspected populations - peoples of six tribes, numbering in the tens of thousands - who had never before seen white men and who were still using Stone Age tools.
