Flying rickety, underpowered, and unarmed aircraft, they operated on the leading edge of ground combat. The efficient use of airborne FACs never developed in a meaningful way in World War II, with the possible exception of their use in Marine amphibious operations in the Pacific. But the rugged terrain of Korea and the jungle mazes of Vietnam restricted the capabilities of ground controllers to identify targets, thus expanding the need for "eyes in the air." FAC roles changed from those of probing, observing, and reporting, to those of locating targets, marking them for air strikes, and taking an active role in their destruction. This expanded mission resulted in the inevitable evolution of FAC equipment and responsibilities.

They operate in the grey area of the battlefield, serving as an aircrew who flies above the battlefield, spots the enemy, and relays targeting information to control close air support attacks by other faster aircraft. When done well, Air Force FACs are the fulcrum for successful employment of air power in support of ground forces. Unfortunately, FACs in recent times have been shunned by both ground and air forces, their mission complicated by inherent difficulty and danger, as well as by the vicissitudes of defense budgets, technology, leadership, bureaucracy, and doctrine. Eagles Overhead is the first complete historical survey of the US Air Force FAC program from its origins in World War I to the modern battlefield. Matt Dietz examines their role, status, and performance in every US Air Force air campaign from the Marne in 1918, World War II, Korea, Vietnam, Desert Storm, and finally Mosul in 2017. With the remaking of the post-Vietnam US military, and the impact of those changes on FAC, the Air Force began a steady neglect of the FAC mission from Operation Desert Storm, through the force reductions after the Soviet Union’s collapse, and into the post 9-11 wars in Iraq and Afghanistan. Eagles Overhead asks why FACs have not been heavily used on US battlefields since 2001, despite their warfighting importance. In the 77 days from 20 Jan. to 18 March of 1968, two divisions of the North Vietnamese Army (NVA) surrounded a regiment of U.S. Marines on a mountain plateau in the northwest corner of South Vietnam known as Khe Sanh. The episode was no accident; it was in fact a carefully orchestrated meeting in which both sides got what they wanted. The North Vietnamese succeeded in surrounding the Marines in a situation in many ways similar to Dien Bien Phu, and may have been seeking similar tactical, operational, and strategic results. General William C. Westmoreland, the commander of the joint U.S. Military Assistance Command Vietnam (COMUSMACV), meanwhile, sought to lure the NVA into the unpopulated terrain around the 26th Marines in order to wage a battle of annihilation with air power. In this respect Khe Sanh has been lauded as a great victory of air power, a military instrument of dubious suitability to much of the Vietnam conflict. The facts support the assessment that air power was the decisive element at Khe Sanh, delivering more than 96 percent of the ordnance used against the NVA. Most histories of the battle, however, do not delve much deeper than this. Comprehensive histories like John Prados and Ray Stubbe’s Valley of Decision, Robert Pisor’s End of the Line, and Eric Hammel’s Siege in the Clouds provide excellent accounts of the battle, supported by detailed analyses of its strategic and operational background but tend to focus on the ground battle and treat the application of air power in general terms. They do not, however, make significant distinction between the contributions of the two primary air combat elements in this air-land battle: the 7th Air Force and the 1st Marine Air Wing. An analysis of their respective contributions to the campaign reveals that they each made very different contributions that reflected very different approaches to the application of air power.

Kite technology was slow to spread, and by the late nineteenth century European nations had developed the balloon and airship to conduct this mission. By 1918, it was obvious that the airplane had become the reconnaissance platform of the future. Used successfully by many nations during the Great War, aircraft technology and capability experienced its most rapid evolutionary period during World War II. Entering the war with just basic airborne imagery capabilities, by V-E and V-J days, air power pioneers greatly improved imagery collection and developed sophisticated airborne signals intelligence collection capabilities. The United States and other nations put these capabilities to use as the Cold War immediately followed. Flying near the periphery of and sometimes directly over the Soviet Union, airborne reconnaissance provided the intelligence necessary to stay one step ahead of the Soviets throughout the Cold War.

The problem is determining what factors were key to South Vietnam’s successful defense. To that point, this thesis will address the overall effectiveness of US airpower in defeating North Vietnam’s attack. This paper first examines the strategic and operational environment surrounding the 1972 offensive, including the role and influence that the leaders of the US, Saigon, Hanoi, China, and the Soviet Union had on the conflict. It then shifts to the three primary tactical battles, describing each in detail, from the initial communist successes to their ultimate defeat. Finally, the analysis focuses specifically on airpower’s role, from the massive strategic deployment that doubled the available assets in theater in just over a month, to its operational success striking targets in North Vietnam, to its tactical successes on the various battlefields of South Vietnam. Ultimately, this analysis determines that US airpower, with US advisors playing a critical enabling role, was the decisive element in the defeat of North Vietnam’s Easter Offensive.
