The criteria minimize the likelihood of incorrectly assigning whale mortalities and serious injuries to human causes and provide a minimum count of such human-caused incidents. Serious injury is defined as an injury that is likely to lead to death. This report describes determinations made for reports received from 2006 - 2010 involving North Atlantic right (Eubalaena glacialis), humpback (Megaptera novaeangliae), fin (Balaenoptera physalus), sei (B. borealis), blue (B. musculus), minke (B. acutorostrata), and Bryde's (B. edeni) whales observed along coastal Gulf of Mexico, the eastern seaboard of the United States, and the Atlantic Canadian provinces. A total of 500 unique large whale events were verified during the period, of which 264 (53%) involved human interactions, 16 (3%) did not involve a human interaction, and for 220 (44%) of the events it was unknown if a human interaction occurred. Of the events involving human interactions, we confirmed 206 unique entanglements and 58 vessel strikes. Four events had evidence of both entanglement and vessel strike, and are included in the totals for both these event categories. Twenty-four (12%) of the entanglements and 28 (48%) of the vessel strikes were fatal. Serious injury was sustained in 33 (16%) of the entanglement events and in 1 (2%) of the confirmed vessel strikes. Serious injury was prevented due to disentanglement efforts in 28 (14%) entanglement events. Forty-five (22%) of the entanglements and 9 (16%) of the vessel strike events did not have adequate documentation to determine if serious injury occurred. Seventy-three (35%) of the entanglement events and 17 (29%) of the vessel strike events were determined to have not caused serious injury or death. We also confirmed a total of 313 mortalities: 52 (17%) due to human interaction, 16 (5%) due to natural causes and 245 (78%) which lacked sufficient evidence to determine cause of death. Humpback whales had the greatest number of entanglement mortalities (n=9), the highest number of serious injury events resulting from entanglements (n=20); and the greatest number of vessel strike mortalities (n=10); and right whales had the only serious injury (n=1) from vessel strikes. These mortality and serious injury numbers are minimum counts because of poor detection probabilities and inadequate documentation for the majority of events. Thus, the true level of human impact to these stocks is assumed to be greater than that reported here; the amount greater is unknown"--Abstract.

Book excerpt: "The Marine Mammal Protection Act (MMPA) requires NMFS to estimate annual levels of human-caused mortality and serious injury to marine mammal stocks (section 117), and to categorize commercial fisheries based on their level of incidental mortality and serious injury of marine mammals (section 118). Serious injury (SI) determinations were addressed at NMFS convened workshops in 1997 and 2007 (Angliss and DeMaster 1998; Andersen et al. 2008), and in January 2012, the agency published new national guidelines for distinguishing serious from non-serious injuries of marine mammals 1. A major goal of the new guidelines is to establish national consistency and transparency in SI determinations. As part of implementing the new guidelines, Science Center SI experts from each region reviewed all documented marine mammal injury events during the 5-year period of 2007-2011. Reports and images of injuries and the animals' condition were compared to injury categories described in the new guidelines' procedure manual, and each event was assigned an injury determination. The resulting SI values were combined with anthropogenic mortality values for comparison to each stock's Potential Biological Removal (PBR) in annual marine mammal stock assessment reports (SARs). A total of 496 unique large whale events were verified during the period, of which 252 (51%) involved human interactions, 20 (4%) did not involve a human interaction, and for 224 (45%) of the events it was unknown if a human interaction occurred. Of the events involving human interactions, we confirmed 193 unique entanglements and 63 ship strikes. Four events had evidence of both entanglement and ship strike, and are included in the totals for both these event categories. Eighteen (9%) of the entanglements and 28 (44%) of the ship strikes were fatal. Serious injury was sustained in 22 (11%) of the entanglement events and in 2 (3%) of the confirmed ship strikes. Serious injury was prevented due to disentanglement efforts in 30 (16%) entanglement events. Forty-one (21%) of the entanglements and 11 (17%) of the ship strike events did not have adequate documentation to determine if serious injury occurred. Seventy-eight (40%) of the entanglement events and 18 (29%) of the ship strike events were determined to have not caused serious injury or death. We also confirmed a total of 308 mortalities: 46 (15%) due to human interaction, 16 (5%) due to natural causes and 246 (80%) which lacked sufficient evidence to determine cause of death. Minke whales had the greatest number of entanglement mortalities (n=7); humpback whales had the highest number of serious injury events resulting from entanglements (n=12); fin whales had the greatest number of ship strike mortalities (n=9); and right whales had the only serious injuries (n=2) from ship strikes. These mortality numbers are minimum counts because of a low probability of detecting events and inadequate documentation to determine cause of death for the majority of events that are detected. Despite the minimum values, the mean annual confirmed human-caused mortality rate exceeds the Potential Biological Removal (PBR) value for 4 of the 7 stocks examined, including North Atlantic right, humpback, sei, and Bryde's whales. The true level of anthropogenic mortality to these stocks is greater than these minimum values, but the amount greater is unknown.

A total of 539 unique large whale events were verified during the period, including carcasses (both beached and at-sea) and live whales. We confirmed 188 unique entanglement, 57 ship strike, and 330 mortality events. Twenty-four (13%) of the entanglements and 30 (53%) of the ship strikes were fatal. Serious injury was sustained in 18 (10%) of the entanglement events and in 2 (4%) of the confirmed ship strikes. Thirty-three (18%) of the entanglements and six (11%) of the ship strike events did not have adequate documentation to determine if serious injury occurred. Seventy-nine (42%) of the entanglement events and 15 (26%) of the ship strike events were determined to have not caused serious injury or death. Of the 330 confirmed mortalities, 256 (78%) lacked sufficient evidence to determine cause of death. The criteria minimize the identification of false positive human-caused mortalities and serious injuries, and therefore provide a minimum value of human impact to whale stocks. Serious injury is defined as an injury that is likely to lead to death. This report describes determinations made for reports received from 2003 through 2007 involving right (Eubalaena glacialis), humpback (Megaptera novaeangliae), fin (Balaenoptera physalus), sei (B. borealis), blue (B. musculus), minke (B. acutorostrata) and Bryde's (B. edeni) whales observed along the eastern seaboard of the United States and adjacent Canadian Maritimes. A total of 537 unique large whale events were verified during the period, including carcasses (both beached and at-sea) and live whales. We confirmed 153 unique entanglement, 52 ship strike, and 349 mortality events. Twenty-one (14%) of the entanglements and 30 (58%) of the ship strikes were fatal. Serious injury was sustained in 16 (10%) of the entanglement events and in 2 (4%) of the confirmed ship strikes. Twenty-four (16%) of the entanglements and five (10%) of the ship strike events did not have adequate documentation to determine if serious injury occurred. Seventy-six (50%) of the entanglement events and 13 (25%) of the ship strike events did not cause serious injury or death. Of the 349 confirmed mortalities, 280 (80%) lacked sufficient evidence to determine cause of death. Minke whales had the greatest number of entanglement mortalities (n=9); humpback whales had the highest number of serious injury events resulting from entanglements (n=10); and right whales had the greatest number of ship strike mortalities (n=9) and serious injuries (n=2) from ship strikes. This report describes determinations made for reports received during 2002 through 2006 involving right, humpback, fin, sei, blue, minke, and Brydes whales along the eastern seaboard of the United States and adjacent Canadian Maritimes. A total of 469 unique large whale events were reported during the period, including carcasses (both beached and at sea) and live whales sighted at sea. We received 160 entanglement reports and 43 reports of ship strikes. We were able to confirm 145 unique entanglement, 43 ship strike, and 314 mortality events. Twenty-one (14%) of the entanglements and 27 (63%) of the ship strikes were fatal. Serious injury was sustained in 16 (11%) of the entanglement events and in 2 (5%) of the confirmed ship strikes. Twenty-three (16%) of the entanglements and 3 (7%) of the ship strike events did not have adequate documentation to determine if serious injury occurred. Seventy-eight (54%) of the entanglement events and 9 (21%) of the ship strike events were determined to have not caused serious injury or death. Of the confirmed mortalities, 249 (79%) lacked sufficient evidence to determine cause of death. Minke whales had the greatest number of entanglement mortalities (n=9); humpback whales had the highest number of serious injury events resulting from entanglements (n=9); and right whales had the greatest number of ship strike mortalities (n=10) and serious injuries (n=2) from ship strikes. Poor detection probabilities and inadequate documentation have likely reduced these tallies significantly. The true level of human impact to these stocks is unknown.

We received 151 entanglement reports and 48 reports of ship strikes. We were able to verify 133 entanglement events, 42 ship strikes, and 292 mortalities. Entanglements were identified as the cause of 26 whale deaths and ship strikes the cause of 27; 223 mortalities (76%) lacked sufficient evidence to determine cause of death. Entanglements were determined to have caused serious injury in 11 events, and 1 serious injury was caused by a vessel strike. Seventy (53%) of the verified entanglement events and 9 (21%) of the ship strike events were determined to have not caused serious injury or death; 21 (16%) entanglement events and 2 (5%) ship strike events lacked sufficient evidence for determination. Minke whales had the greatest number of entanglement mortalities (n=11). Humpback whales had the highest number of serious injury events resulting from entanglements (n=6). Right whales and fin whales both had 8 mortalities from ship strikes. These human-caused mortality and serious injury rates represent the minimum levels of impact to these stocks.
