Book excerpt: Most Americans familiar with General John J. “Black Jack” Pershing know him as the commander of American Expeditionary Forces in Europe during the latter days of World War I. But Pershing was in his late fifties by then. Pershing’s military career began in 1886, with his graduation from West Point and his first assignments in the American West as a horsebound cavalry officer during the final days of Apache resistance in the Southwest, where Arizona and New Mexico still represented a frontier of blue-clad soldiers, Native Americans, cowboys, rustlers, and miners. But the Southwest was just the beginning of Pershing’s West. He would see assignments over the years in the Dakotas, during the Ghost Dance uprising and the battle of Wounded Knee; a posting at Montana’s Fort Assiniboine; and, following his years in Asia, a return to the West with a posting at the Presidio in San Francisco and a prolonged assignment on the Mexican-American border in El Paso, which led to his command of the Punitive Expedition, tasked with riding deep into Northern Mexico to capture the pistolero Pancho Villa. During those thirty years from West Point to the Western Front, Pershing had a colorful and varied military career, including action during the Spanish-American War and lengthy service in the Philippines. Both were new versions of the American frontier abroad, even as the frontier days of the American West were closing. All of Pershing’s experiences in the American West prepared him for his ultimate assignment as the top American commander during the Great War. If the American frontier and, more broadly, the American West provided a cauldron in which Americans tested themselves during the nineteenth century, they did the same for John Pershing. His story was a historical Western.

The forgotten Moro War, lasting from 1902 to 1913 in the islands of the southern Philippines, was the first confrontation between American soldiers and their allies and a determined Muslim insurgency. Of the 1,400 chronologically-listed songs included in the guide, most will be new materials for scholars and students alike to study. Songs like “Ma Little Cebu Maid,” “My Own Manila Sue,” “My Fillipino Belle,” “Down on the Philippine Isles,” “Beside the Pasig River,” “My Philippino Pearl,” and “I Want a Filipino Man” were all published and widely promoted by Tin Pan Alley and were performed on stage and listened to at home on records and piano rolls across America. The lyrics often illustrate popular American attitudes, from shrilly patriotic numbers about the Battle of Manila Bay and, later, the Fall of Bataan and Corregidor to wistful, romantic, and even charming reminiscences of happy days spent in “old” Manila to racially charged pieces rife with deprecating stereotypes of Filipinos. This guide reprints a number of these hard-to-find song lyrics, making them available to readers for the first time in over a century. In addition to including the lyrics to a number of the songs, the guide also provides copyright registration numbers and dates of registration for many of the published and unpublished songs. Also provided are some 700 “notes” on particular songs and over 750 links that provide direct access to bibliographic records or even digital copies of the sheet music in libraries and collections. It examines the viability of the sustainable human development framework for application in their challenging realities. The usefulness of the sustainable human development framework lies not only in its use of human development parameters like the Human Development Index. It also provides an approach towards development that synergizes with the sustainable peace framework – an imperative for Mindanao. At the centre of this approach is the Participatory Rural Appraisal and Participatory Learning and Action methodology for eliciting responses, stimulating discussion, documenting verbal and non-verbal ideas and carrying out small-scale projects to demonstrate community participation. The book concludes with two main points: that (a) both sustainable human development and peacebuilding are mutually reinforcing frameworks aimed at achieving the same human development goals, and (b) the pursuit of the right to self-determination is enhanced, as both frameworks are combined to provide a context for the attainment of peace in Mindanao.
