It's a community of people working together to provide Montgomery County students with an education that prepares them for success today, tomorrow, and in the years to come. That is MCPS' core purpose: to prepare students to thrive in their future. The Annual Report to the Community for the 2013-2014 school year tells the story of MCPS--the factors that are driving change in the district; the strategies that are being used to close the achievement gap and prepare students for success in the 21st century; and the operational and student performance data being used to monitor progress. Available in PDF, EPUB and Kindle. Book excerpt: In June 2003 the Board of Education adopted "Our Call to Action, Pursuit of Excellence," the second edition of the school system's strategic plan. This update of the original November 1999 Our Call to Action, while remaining focused on the core mission of providing every student with a high-quality, world-class education, strengthened the strategies, initiatives, and implementation schedules of key reforms. The accountability framework established by the strategic plan, provides a framework for measuring the performance of academic and operational reforms, and identifying opportunities for improvements. The first edition of the "Annual Report on Our Call to Action: Pursuit of Excellence" represents a major step in the school system's accountability to stakeholders. The report provides a comprehensive accounting of the school system's performance on the established milestones and data points of the strategic plan. The successful implementation of strategic reform initiatives by our high-quality workforce has yielded strong student achievement gains during a tremendous period of progress in the Montgomery County Public Schools. The academic progress is a direct result of the reform initiatives that began in 1999 and became the foundation of the school system's strategic plan. The plan's four goals align with the Board of Education's four core governance policies and provide a framework for monitoring the ongoing reform and improvement efforts. This report details the progress toward meeting the identified milestones within each of the four goal areas.

Book excerpt: Achieving Coherence in District Improvement focuses on a problem of practice faced by educational leaders across the nation: how to effectively manage the relationship between the central office and schools. The book is based on a study of five large urban districts that have demonstrated improvement in student achievement. The authors—all members of Harvard University’s Public Education Leadership Project (PELP)—argue that there is no “one best way” to structure the central office-school relationship. Instead, they say, what matters is whether district leaders effectively select and implement their strategy by achieving coherence among key elements and actors—the district’s environment, resources, systems, structures, stakeholders, and culture. The authors examine the five districts’ approaches in detail and point to a number of important findings. First, they emphasize that a clear, shared understanding of decision rights in key areas—academic programming, budgeting, and staffing—is essential to developing an effective central office-school relationship. Second, they stress the importance of building mutually supportive and trusting relationships between district leaders and principals. Third, they highlight the ways that culture and the external environment influence the relationship between the central office and schools. Each chapter also provides relevant “Lessons for Practice”—actionable takeaways—that educational leaders from any district can use successfully to improve the central office-school relationship.

Available in PDF, EPUB and Kindle. Book excerpt: The "2005 Annual Report on Our Call to Action: Pursuit of Excellence" details the school system's significant progress toward meeting the identified milestones within each of the system's four strategic goal areas. The overall trend data continue to provide strong evidence of the effectiveness of our strategies and initiatives detailed in "Our Call to Action: Pursuit of Excellence." The data also highlight areas requiring additional improvement to increase the performance of all students. Available baseline and trend data are presented for each data point. The baseline year of 2000 was established in alignment with the initial adoption of "Our Call to Action." When data are not available for data points in the 2000 baseline year, the baseline year is the first year in which the data are available. "Our Call to Action: Pursuit of Excellence" establishes the strategic course of the school system's overall operation, including the operating budget, and lays the foundation for an unprecedented effort to improve the instructional program in each school. The plan reflects an effective organization, implementation, and accountability process that was recognized earlier this year when Montgomery County Public Schools (MCPS) won the United States Senate Productivity Award for Maryland. That achievement reflects a strategic planning focus and a comprehensive reform effort that began with the initial "Our Call to Action" in November 1999 and continues to be refined and strengthened each year. This strategic planning process guides staff throughout the school system in their work with schools, parents, and the community. Moreover, the strategic plan addresses the requirements of the state of Maryland Bridge to Excellence in Public Schools Act and the achievement goals of the federal "No Child Left Behind Act (NCLB)." The 2005 annual report provides a comprehensive accounting of the school system's performance on the established milestones and data points of the strategic plan. The plan's four goals--ensure success for every student, provide an effective instructional program, strengthen productive partnerships for education, and create a positive work environment in a self-renewing organization--align with the Board of Education's four core governance policies and provide a framework for monitoring the progress of ongoing reform and improvement efforts. Within each goal, the established milestones and data points are the rubric for monitoring performance. Available in PDF, EPUB and Kindle. Book excerpt: The highly anticipated U.S. Supreme Court decision in Fisher v. University of Texas placed a greater onus on higher education institutions to provide evidence supporting the need for affirmative action policies on their respective campuses. It is now more critical than ever that institutional leaders and scholars understand the evidence in support of race consideration in admissions as well as the challenges of the post-Fisher landscape. This important volume shares information documented for the Fisher case and provides empirical evidence to help inform scholarly conversation and institutions’ decisions regarding race-conscious practices in higher education. With contributions from scholars and experts involved in the Fisher case, this edited volume documents and shares lessons learned from the collaborative efforts of the social science, educational, and legal communities. Affirmative Action and Racial Equity is a critical resource for higher education scholars and administrators to understand the nuances of the affirmative action legal debate and to identify the challenges and potential strategies toward racial equity and inclusion moving forward.

Available in PDF, EPUB and Kindle. Book excerpt: Confronting a reality that many policy makers would prefer to ignore, contributors to this volume offer the latest information on the trend toward the racial and socioeconomic resegregation of southern schools. In the region that has achieved more widespread public school integration than any other since 1970, resegregation, combined with resource inequities and the current "accountability movement," is now bringing public education in the South to a critical crossroads. In thirteen essays, leading thinkers in the field of race and public education present not only the latest data and statistics on the trend toward resegregation but also legal and policy analysis of why these trends are accelerating, how they are harmful, and what can be done to counter them. What's at stake is the quality of education available to both white and nonwhite students, they argue. This volume will help educators, policy makers, and concerned citizens begin a much-needed dialogue about how America can best educate its increasingly multiethnic student population in the twenty-first century. Available in PDF, EPUB and Kindle. Book excerpt: Since precolonial times, agriculture has been deeply woven into the fabric of Pennsylvania's history and culture. Pennsylvania Farming presents the first history of Pennsylvania agriculture in more than sixty years, and offers a completely new perspective. Sally McMurry goes beyond a strictly economic approach and considers the diverse forces that helped shape the farming landscape, from physical factors to cultural repertoires to labor systems. Above all, the people who created and worked on Pennsylvania's farms are placed at the center of attention. More than 150 photographs inform the interpretation, which offers a sweeping look at the evolution of Pennsylvania's agricultural landscapes right up to the present day.
